We propose an enhanced multi-criteria decision-making (MCDM) framework using the Analytic Hierarchy Process (AHP) tailored for bid evaluation in water resource management projects. This approach addresses the persistent challenges of transparency, inconsistency, and technical-financial weighting observed in competitive bidding systems. By incorporating structured criteria across qualitative and quantitative dimensions, our model offers a more systematic, equitable, and operationally robust alternative to traditional evaluation practices. Case study applications demonstrate the framework's ability to yield clear differentiation among bids, improve decision traceability, and support procurement efficiency. 2d-Nanosilicate Carriers For Sustained Delivery Of Vaccine Components, Chih Yun Liu

Laponite® 2D Nanosilicates (NS) are disc-shaped platelets (~30 nm diameter, ~1 nm thick) with positively charged edges and negatively charged faces, capable of loading proteins, drugs, and nucleic acids via electrostatic interactions to form a house-of-cards gel that sequesters cargo. Here, we evaluated NS for sustained delivery of antigens and Toll-like receptor (TLR) agonists to extend germinal center duration and enhance antibody quality. The model antigen ovalbumin (OVA) was adsorbed onto NS at acidic pH in a ~1:1 ratio, with partial unfolding that remained stable at physiological pH. NS-OVA complexes were efficiently internalized by dendritic cells, with uptake driven primarily …

Viktor Robertovich Tsoi (1962-1990), co-founder, frontman, and lyricist of the band KINO, is per-haps the most beloved figure to have emerged from the Leningrad underground rock music scene of the late Soviet period. Known for his masterful lyricism and creative use of abstract themes, Tsoi remains a cultural icon in Russian-speaking communities around the world. However, the ambiguity of his lyrics, as well as the complex political history of his song “Khochu peremen!” (I Want Changes), has led these communities to ascribe a variety of political persuasions to Tsoi’s artistry and image posthumously. This article, excerpted and adapted from an Honors thesis, explores the politicization of the In-ternal Revenue Service and its budgetary implications. It identifies instancess of politicization of the IRS at a national level throughout different election cycles in the modern era. The Inter-nal Revenue Service is tasked with collecting over $4.9 trillion in annual revenue, yet it has be-come a political lightning rod. Over the years, it has become increasingly vulnerable to partisan manipulation, budgetary constraints, and shifting public trust. This paper examines the state-sponsored genocide against Indigenous communities in Guatemala’s Ixil and Ixcán regions between 1980 and 1983, analyzing how geographical, ethnic, and political factors con-tributed to the multiple massacres committed in these regions. By tracing the historical trajectory from the 1954 CIA-backed coup that overthrew President Jacobo Árbenz Guzmán to the counterinsurgency op-erations under General Efraín Ríos Montt, this research highlights how Cold War geopolitics, entrenched racism, and disputes over Mayan territories converged to justify mass extermination. As ocean acidification continues to become a pressing issue as a result of climate change and increased carbon uptake in the ocean, many species, including the Pacific Oyster, are at risk. This may be due to a decrease in pH levels and, therefore, a decreased calcite saturation state, which in turn hinders their ability to grow and maintain their calcium carbonate shell. The Community, Assistance, Recovery, and Empowerment Act (CARE) subjects Californians with schizophrenia and related disorders to a grueling, invasive, and coercive court process that strips them of their fundamental rights. Worse yet, CARE forces people into this process for no reason because involuntary outpatient commitment does not work to reduce hospitalization, increase compliance with medication, or improve treatment outcomes. CARE is not only unconstitutional—it is morally objectionable. This Note first analyzes how CARE violates the due process clause by subjecting individuals who are not dangerous to themselves or others to a court proceeding and to potential involuntary commitment. When intimate privacy is violated, self- and relational development is impaired to the detriment of individuals and society. Despite these costs, there is a lack of systematic empirical and theoretical study of intimate privacy and efforts to protect it. This research helps fill this void through two complementary studies. Through a longitudinal experimental design, results from Study 1 highlight that partner trust and response-efficacy were not only positively predictive of online intimate disclosure, but also strengthened following knowledge of intimate privacy protections. The Cybercamp is a Cybersecurity summer camp for high school students that has been held for the last nine years at a Hispanic Serving Institution. Since its inception in 2016 the Cybercamp has undergone several transformations in response to budget reductions and the COVID pandemic, to finally become its current version: a rich, hands-on learning experience that we believe is easily replicable even in resource-challenged environments.

As TikTok increasingly becomes a primary platform for everyday communication and even an important venue for political communication, concerns have emerged about the potential negative effects of its algorithmic design. Prior research suggests the effect of echo chamber that social media may reinforce users' pre-existing attitudes by repeatedly exposing them to belief-consistent contents and limiting opportunities to encounter diverse viewpoints. Vesicular trafficking is a fundamental process essential to cell viability and dictates roles in both cellular and tissue function in multicellular organisms. To further understand various vesicular trafficking processes, our lab focuses on the moderators of these processes, Rab GTPases, using the model organism Dictyostelium discoideum. This dissertation focuses explicitly on the uncharacterized protein Rab32C, a homolog of human Rab32. While several Rab family members have been well defined, the functionality of Rab32C remains poorly understood. Indigenous people across the United States experience disproportionately high rates of violence and relatedly high rates of murders and disappearances. This phenomenon has been coined the Missing and Murdered Indigenous Peoples Crisis (MMIP), and as a state with one of the largest Indigenous populations, California also has one of the largest MMIP caseloads. While California has recently taken action towards combatting the MMIP crisis, these have been largely “reactive” steps aimed at bolstering law enforcement responses to already occurring MMIP cases. Adolescents with marginalized identities often face chronic exposure to discrimination, a social stressor linked to a range of negative mental health outcomes. While much of the existing literature focuses on internalizing symptoms, fewer studies have explored how discrimination may disrupt the development of positive affect (POA), which is a core dimension of emotional well-being linked to resilience, identity formation, and long-term health. Gamma spectroscopy is a technique used for the detection and identification of nuclear materials. Gamma-ray emission by radio nuclides is detected using scintillation detectors or semiconductor detectors such as NaI and CZT. Robot-based gamma probes enable radiation measurements in large areas and hard-to-reach cluttered hazardous environments, which significantly reduces radiation risks to personnel. This dissertation presents a comparative study of vocal pedagogy systems in South Korea and the United States, with the aim of identifying deficiencies in Korean higher education and proposing strategies for reform. While South Korean university voice programs are deeply rooted in the traditional master–apprentice model and rely heavily on anecdotal teaching methods, U.S. institutions have developed structured, evidence-based pedagogical frameworks informed by anatomy, physiology, acoustics, and voice science. Emerging adulthood is a critical developmental period marked by identity exploration, increased autonomy, and heightened vulnerability to societal pressures. This mixed methods study examined how hypervigilance: a heightened state of alertness often associated with trauma and minority stress- varies by gender, sexual identity, racial trauma exposure, and adulthood milestone achievement among emerging adults aged 18–29. A total of 369 participants completed measures assessing hypervigilance behaviors, adulthood milestone attainment, and trauma exposure. Quantitative analyses revealed that sexual and gender minority (SGM) individuals and cisgender women reported significantly higher levels of hypervigilance compared to their counterparts. Pressure is powerful tool by which one can manipulate the properties of materials. In this work we utilize pressure to explore binary oxide systems and characterize their structural and electronic properties. The observation of anomalous structural and electronic behavior in the rutile to CaCl2 phase transition in SnO2 led to the prediction that such behavior is inherent to all oxides experiencing such a phase transition sequence.[1] Here, the ultra-wide band gap semiconductor GeO2 is confirmed to exhibit anomalous behavior during the rutile to CaCl2 phase transition. Nitrogen-vacancy (NV) centers in nanodiamonds are solid-state quantum defects capable of detecting magnetic fields and temperature at the nanoscale with high spatial resolution and optical addressability at room temperature. Their spin-dependent fluorescence enables optically detected magnetic resonance (ODMR), a technique widely used for quantum sensing. However, enhancing optical readout efficiency remains a critical challenge for scalable integration and various methods can be used to improve this.

Objective - While LIS scholars have extensively studied the widespread disruptions to library instruction during the lockdown period of the COVID-19 pandemic, there is a relative dearth of research concerning the longer-term implications for teaching information literacy (IL). This exploratory survey sought to examine how faculty have introduced IL skills to students before, during, and after the COVID-19 lockdowns. After returning to in-person operations in 2021, the authors observed a change in how faculty have engaged with libraries to teach IL to their students. Protist biogeography, speciation, and systematics continue to generate debate and inquiry because protist distributions and dispersal remain poorly resolved. Identifying potential vectors and basibionts for epibiont protists would contribute to our limited understanding of their ecology. Migratory animals seasonally link disparate landscapes, incidentally transporting other organisms in the process. Waterbirds are known microbe dispersers, but evidence for other avian groups is limited-such as taxa that often migrate longer distances. Depression is one of the most prevalent and burdensome mental health conditions worldwide, affecting millions and contributing to over 700,000 deaths by suicide annually. Nearly half of patients with major depressive disorder fail to respond adequately to standard antidepressant treatments such as selective serotonin reuptake inhibitors (SSRIs). Plant preservation, whether through disease research or endemic extinction analyses, plays an important role in the relationship between humans and our surrounding environment. In these analyses, both the role of mobile elements in the evolution of pathogenic Xanthomonas sp. bacteria, and the demographic and reproductive analysis of Castilleja parvula, an imperiled alpine plant, are evaluated. Xanthomonas species are one of the top agricultural threats, and are known to evolve rapidly. Although elastic design of the main wind force resisting system in a building is the conventional approach it is not always desirable. In this study, nonlinear static and dynamic analyses are used to predict the inelastic behavior of a three-story building with concrete-filled composite plate shear walls subjected to wind loads. To explore the potential for inelastic design, two types of planar composite shear wall buildings are examined: individual shear walls designed using an elastic approach, and coupled shear wall pairs designed using an inelastic approach adopted from seismic design provisions.
