Accurate weather forecasting is crucial for various industries, including offshore wind, which is vital for global net zeroenergy goals. Machine learning models, trained on historicaldata, offer a new opportunity by replacing traditional physicsbasedequations. These models can learn patterns not alwaysrepresented by physical equations, potentially increasing the accuracyand efficiency of weather forecasting compared to traditionalNumerical Weather Prediction (NWP).This study applies a machine learning framework (MaLCOM)to offshore wind forecasting in the Celtic Sea. It uses anattention-based LSTM recurrent neural network to learn temporalpatterns and a random forest-based spatial nowcasting model, trained on ERA5 data, for spatiotemporal predictions. Windsderived from wave spectra measured by buoys …

Wave Power Extraction From A U-Shaped Oscillating Water Column Consisting Of A Flexible Bottom-Standing Front Wall, Siming Zheng, Haojie Zheng, Simone Michele, Guixun Zhu, Yeaw Chu Lee, Deborah Greaves

School of Engineering, Computing and Mathematics

In this paper, the concept of a U-shaped oscillating water column (UOWC) device consisting of a flexible bottom-standing front wall is proposed. The deflection of the flexible wall could bring benefits for wave power absorption. To evaluate the hydrodynamic performance and predict the wave power absorption of the flexible UOWC, a theoretical model based on the linear potential flow theory and the Galerkin approximation method is developed. For some examined flexible UOWCs, three peaks of the frequency response of the maximum wave power capture efficiency are observed, in which two are related to the resonant frequencies of the oscillating water …

A New Cfd-Mbd Wave-Structure Interaction Model: Coupling Openfoam With Chrono, Haifei Chen, Tianyuan Wang, Deborah Greaves, Hongda Shi, Qingping Zou

School of Engineering, Computing and Mathematics

Interconnected multibody floating structures have gained popularity recently. The dynamic response of moored interconnected floating bodies to wave action, however, are complicated and challenging to model and analyze. To tackle the problem, a novel wave-structure-interaction (WSI) model is developed for the first time by coupling a finite volume CFD model, OpenFOAM, with Project Chrono, a multi-physics simulation engine for multibody dynamics (MBD) and finite element analysis, through linking pre-compiled dynamic libraries. This paper focuses on dynamic behavior of rigid structures restrained with a mooring system. To account for the floating body motion in the fluid solver, both mesh deformation and …

Scaled Physical Modelling Of Floating Offshore Wind Turbines Using A Neural Network-Based Surrogate Model For Aerodynamic Emulation, Emma C Edwards, Edward Barbour, Tom Tosdevin, Edward Ransley, Kieran Monk, Alastair Reynolds, Anna Holcombe, Scott Brown, Deborah Greaves, Martyn Hann

School of Engineering, Computing and Mathematics

Scaled physical modelling of floating offshore wind turbines is a crucial step in the continued development of floating offshore wind to reach Net-Zero goals. However, it is an inherently difficult task due to the incongruity between Reynolds scaling (important for wind effects) and Froude scaling (important for wave effects). One option to overcome this difficulty is to use a real-time hybrid testing approach, whereby a Froude-scaled model is tested in a wave basin with a thruster replacing the wind turbine. Typically, a low-fidelity numerical model is run in real time to determine the appropriate aerodynamic thrust applied by the thruster. …

The Great Writ Of Popular Sovereignty, William M.M. Kamin Jan 2025

The Great Writ Of Popular Sovereignty, William M.M. Kamin

Scholarly Articles

American habeas corpus, long conventionally known as the Great Writ of Liberty, is more properly understood as the Great Writ of Popular Sovereignty—a tool for We the People to insist that when our agents in government exercise our delegated penal powers, they remain faithful to our sovereign will. Once we grasp this conceptual shift, the implications for the law of habeas are profound.

In the past fifteen years, novel archival research has shown the Great Writ of Liberty’s founding myth to be ahistorical—that ideas about sovereignty, rather than individual liberty, drove the common-law writ’s development in the centuries of English …

Culpable Kids, Cara H. Drinan Jan 2025

Culpable Kids, Cara H. Drinan

Scholarly Articles

When a child commits a crime, how do states determine if that child is culpable? There are procedural rules that determine the forum for a minor’s trial and doctrines that limit children’s exposure to the most severe sentencing. But when it comes to culpability, states employ the same substantive law whether the defendant is 50 or 15. As this Article explains, that approach is profoundly flawed. In the early 21st century, in a series of cases known as the Miller trilogy, the United States Supreme Court established that youth are fundamentally different from adults and state sentencing practices must recognize …

The Human Dimension Of “Home”, Robert A. Destro Jan 2025

The Human Dimension Of “Home”, Robert A. Destro

Scholarly Articles

All societies provide a legal framework that protects the pivotal functions of home and family. None provide a clear legal definition of “home”. Nor, this article argues, can they. “Home” is a concept rooted in the lived experience of human persons. In this article, the second in a series, the author employs the “human dimension” [HDIM] concept, initially developed by the U.S. military and later adopted by the Organization for Security and Cooperation in Europe, as the lens through which one can examine the “human element” of human rights. The framework for this analysis is the “four clusters of value-types” …

A More Luminous Beacon, William M.M. Kamin

Scholarly Articles

Over the Supreme Court’s past four Terms, federal post conviction habeas corpus has been placed on the chopping-block. Its fate hangs in the balance of an historical debate over the maxim, oft recited by the Court between 1830–1953, that post conviction habeas reaches only “jurisdictional defects” — as opposed to “mere error” — on the part of the convicting court. Justices Gorsuch and Thomas maintain that “jurisdiction” carried then the same narrow meaning it does now: power ab initio over the offense charged and the defendant’s person. Justices Kagan and Jackson contend that, in this context, “jurisdictional defect” was understood …

Function Over Form: Toward A Safe Harbor Framework For Defi Regulation Of Utility Tokens, Seth C. Oranburg Jan 2025

Function Over Form: Toward A Safe Harbor Framework For Defi Regulation Of Utility Tokens, Seth C. Oranburg

Scholarly Articles

DeFi tokens perform distinct economic roles. These include governance, collateral, stability, and utility access. Existing securities doctrine often misclassifies non-investment tokens as securities. This error deters development of utility tokens that power decentralized applications.

This Article develops a function-based framework. As a first application, it proposes a narrow statutory safe harbor for utility tokens. Eligibility depends on three safeguards. First, technical resilience, supported by independent security audits and incident-response protocols. Second, accountable control, with defined upgrade authority and defined obligations for keyholders. Third, calibrated oversight, with consumer protection and operational requirements for access tokens, not investor protection regimes for capital …
