The Legal Effect Of A Decision To Dismiss A Criminal Case On The Administrative Accountability Of A Public Employee A Comparative Analytical Study Under Omani And Egyptian Legislation, Ayman Eid Al-Saadani, Saher Ibrahim Al-Walid Dec 2025

The Legal Effect Of A Decision To Dismiss A Criminal Case On The Administrative Accountability Of A Public Employee A Comparative Analytical Study Under Omani And Egyptian Legislation, Ayman Eid Al-Saadani, Saher Ibrahim Al-Walid

Sultan Qaboos University Legal Studies Journal

This study addresses the evidentiary value of the decision to dismiss a criminal case and its effect on administrative disciplinary authority under Omani and Egyptian legislation, given that this issue represents an intersection between the rules governing disciplinary liability and those governing criminal liability. The study concludes that the dismissal decision constitutes a judicial act that acquires a temporary res judicata effect, which prevents reopening the investigation regarding the same facts and the same individual unless new evidence emerges. Despite the judicial nature of the dismissal decision, the general rule is the independence of disciplinary and criminal liabilities. Consequently, the …

Translating Evidence Into Action: Understanding How Community- Based Practitioners Make Intervention Implementation Decisions In Practice, Kristin C. Bennett Dec 2025

Translating Evidence Into Action: Understanding How Community- Based Practitioners Make Intervention Implementation Decisions In Practice, Kristin C. Bennett

Dissertations and Theses (Open Access)

This study examined how community-based practitioners implement public health interventions in practice settings to identify gaps between existing implementation frameworks and real-world practice. Six farmers' markets in Southeast Texas served as cases to understand implementation decision-making by community-based practitioners addressing food access challenges. A qualitative case study approach was employed, using semi-structured interviews with program adopters and key stakeholders to examine how practitioners addressed food access problems, selected interventions, and navigated implementation decisions. This methodology captured the contextual nature of implementation decision-making in community settings. The findings revealed that program adopters recognized health problems through lived experience rather than formal …

Three Realistic Principles For Nurturing Ethical Prosocial Behavior, Thomas G. Plante Phd, Abpp Dec 2025

Three Realistic Principles For Nurturing Ethical Prosocial Behavior, Thomas G. Plante Phd, Abpp

Psychology

The world is in trouble with numerous significant challenges to life and society such as climate change, divisive politics, economic disparity, war, racism and discrimination, and violence. At the core of these issues is human behavior and in particular, ethical decision making. The purpose of this reflection is to underscore three practical principles to encourage more prosocial behavior by (a) embracing the reality of egoism, (b) finding ways to merge egoism with the common good, and (c) socially engineer ethical behavior that benefits society. Considering ethical decision making and nurturing prosocial behavior in a realistic manner provides at least some …

The Role Of Linear Programming And Sensitivity Analysis In Improving The Transportation And Distribution Of Vegetable Oils: A Case Study Of The State Company For Vegetable Oils In Iraq, Zainab Alaa Hameed Dec 2025

The Role Of Linear Programming And Sensitivity Analysis In Improving The Transportation And Distribution Of Vegetable Oils: A Case Study Of The State Company For Vegetable Oils In Iraq, Zainab Alaa Hameed

Muthanna Journal of Administrative and Economics Sciences

The State Company for Vegetable Oils in Iraq faces a fundamental challenge of high transportation costs and inefficiency in distributing products across factories and warehouses to meet growing demand. Accordingly, this study aims to employ operations research methods-specifically linear programming and sensitivity analysis---to design a distribution plan that enhances efficiency and minimizes costs. The methodology involved developing a mathematical model of the transportation problem based on actual data related to supply quantities, demand requirements, and transportation costs between production sources and distribution outlets. The model was solved using WinQSB software to determine the optimal solution. Sensitivity analysis was then conducted …

Ai-Enhanced Heat Transfer Optimization In Magnetic Bio-Nanofluids, Hasan Attyah Shaboot Dec 2025

Ai-Enhanced Heat Transfer Optimization In Magnetic Bio-Nanofluids, Hasan Attyah Shaboot

Al-Esraa University College Journal for Engineering Sciences

This study presents a hybrid Artificial Intelligence–Computational Fluid Dynamics (AI-CFD) framework for optimizing heat transfer in magnetic bio-nanofluids subjected to external magnetic fields. Magnetic bio-nanofluids, composed of biocompatible base fluids containing superparamagnetic nanoparticles, exhibit tunable thermal and flow behavior, making them promising for biomedical and micro-cooling applications. Conventional optimization methods based on experiments or brute-force CFD are computationally expensive and limited in exploring the full design space. To overcome these challenges, an Artificial Neural Network (ANN) surrogate model was developed to predict two key performance indicators, the Nusselt number and the friction factor, with high accuracy (R² > 0.997). The surrogate …

Effect Of Thick Closed Walls Of West And South Elevations Of Iraqi Middle And South Territory Housing Building On Reducing Energy Use, Abeer Qasim Jbur, Shaimaa M. Hamza, Mayyadah Lutfi Abdulwahhab Dec 2025

Effect Of Thick Closed Walls Of West And South Elevations Of Iraqi Middle And South Territory Housing Building On Reducing Energy Use, Abeer Qasim Jbur, Shaimaa M. Hamza, Mayyadah Lutfi Abdulwahhab

Al-Esraa University College Journal for Engineering Sciences

Thermal insulation is one of the most important factors in achieving sustainability, increasing efficiency, and reducing energy consumption, but modern insulation materials are expensive, in addition to their availability. Therefore, through our research, we resorted to investigating the issue of reducing thermal load in buildings through the use of thick-walled facades in the southern and western facades, where we studied a building with two windows with windows on the southern and western facades and another without these windows and with thick walls, for two locations, the first in central Iraq, which is the city of Baghdad, and the second in …

Legitimate Interests As A Lawful Ground For The Processing Of Data And Ai Development In The Middle East, Moufid El-Khoury Dec 2025

Legitimate Interests As A Lawful Ground For The Processing Of Data And Ai Development In The Middle East, Moufid El-Khoury

Sultan Qaboos University Legal Studies Journal

This article addresses the legal basis of legitimate interests for the processing of personal data in the region of the Middle East. Three categories of countries emerge after the survey of selected data protection laws in the region: jurisdictions that explicitly enacted the legitimate interests as a lawful ground for the processing of personal data, those that established a variant of ‘legitimate rights’, and those that omitted the concept of legitimate interests entirely. This article argues that the absence of a lawful ground of processing based on legitimate interests makes the privacy landscape very rigid in some jurisdictions in the …
