หลักความคาดหวังอันชอบธรรมเป็นกลไกสำคัญในระบบกฎหมายปกครองสมัยใหม่ที่มุ่งคุ้มครองความไว้วางใจของประชาชนต่อการกระทำของรัฐ บทความนี้ศึกษาพัฒนาการและสาระสำคัญของหลักการดังกล่าวในระบบกฎหมายเปรียบเทียบ ได้แก่ ระบบกฎหมายเยอรมนีที่หลักความคาดหวังอันชอบธรรมได้รับการยอมรับเป็น “หลักรัฐธรรมนูญทั่วไป” ภายใต้หลักนิติรัฐ และเชื่อมโยงกับหลักความมั่นคงแน่นอนทางกฎหมายและหลักความได้สัดส่วน ในอังกฤษหลักนี้มีจุดเริ่มต้นจากแนวคิดเรื่องความเป็นธรรมในกระบวนการก่อนขยายไปสู่การคุ้มครองผลประโยชน์เชิงเนื้อหาโดยใช้หลักการถ่วงดุลกับประโยชน์สาธารณะ ส่วนประเทศอื่น เช่น ออสเตรเลีย แคนาดา โปแลนด์ อินเดีย และฝรั่งเศส ต่างมีลักษณะการปรับใช้เฉพาะที่สะท้อนเป้าหมายร่วมกันในการจำกัดอำนาจรัฐและคุ้มครองความไว้วางใจของประชาชน สำหรับประเทศไทย ศาลปกครองไทยได้วางหลักการตีความสำคัญหลายประการทั้งการคุ้มครองเชิงเนื้อหาที่รับรองฐานะทางกฎหมายแม้คำสั่งจะถูกเพิกถอนในภายหลัง การชั่งน้ำหนักระหว่างความคาดหวังส่วนบุคคลกับประโยชน์สาธารณะ การเชื่อมโยงหลักความคาดหวังอันชอบธรรมกับหลักนิติรัฐ ข้อยกเว้นกรณีประมาทเลินเล่อร้ายแรงและการปกปิดข้อเท็จจริงที่มีสาระสำคัญ อย่างไรก็ตาม การปรับใช้ยังขาดความสม่ำเสมอในสาระสำคัญของการคุ้มครองความไว้วางใจของประชาชน บทความจึงนำเสนอแนวทางการพัฒนากฎหมายปกครองไทย ทั้งการปรับปรุงกฎหมายที่มีอยู่ให้ครอบคลุมรูปแบบความคาดหวังที่หลากหลาย การพัฒนาแนวทางการตีความของศาลที่ยอมรับการคุ้มครองทั้งในเชิงกระบวนการและเชิงเนื้อหา และการสร้างกลไกทางกฎหมายใหม่ เช่น คณะกรรมการไกล่เกลี่ยข้อพิพาท อันจะนำไปสู่การพัฒนาระบบกฎหมายปกครองไทยที่เป็นธรรม โปร่งใส และสอดคล้องกับหลักนิติรัฐอย่างแท้จริง

Turkish Journal of Agriculture and Forestry
Citrus is one of the most important and widely cultivated fruit crops globally. However, its productivity is increasingly threatened by various diseases, with bacterial infections being particularly the most destructive. Among these, citrus canker, caused by Xanthomonas axonopodis pv. citri (Xac), poses a significant challenge, requiring effective management strategies. Traditional approaches have shown limited success, but nanotechnology has emerged as a promising alternative for disease control. In this study, Xanthomonas spp. was isolated from two locations: Koont Farm and the National Agricultural Research Centre (NARC) citrus orchards in Islamabad, Pakistan. This study investigates the optimal mixing ratios of common vetch (Vicia sativa L., CV) and oats (Avena sativa L., O) for enhanced forage yield and quality in the ecological conditions of Erzurum Province. The research was conducted over two growing seasons with three replications in a randomized complete block design (RCBD). Specifically, three common vetch cultivars (Gülhan, Albayrak, Kubilay) and one oat cultivar (Kupa) were evaluated by sowing as sole crops and in different ratios (25% vetch + 75% oat, 50% vetch + 50% oat, 75% vetch + 25% oat). PURPOSE: To assess efficacy and safety in subgroups of patients treated with Melphalan/Hepatic Delivery System (melphalan/HDS), a drug/device combination for liver-directed treatment of metastatic UM (mUM) patients. Previously reported FOCUS study results indicated melphalan/HDS treatment provides a clinically meaningful response rate and favorable benefit-risk ratio in patients with unresectable mUM.
METHODS: Patients with mUM received treatment with melphalan (3.0 mg/kg ideal body weight) every 6-8 weeks for up to 6 cycles. Post hoc analyses of efficacy and safety were conducted for patient subgroups based on demographic and baseline disease characteristics.

The celebration of 100 years of “Liga medicorum homoeopathica internationalis” (LMHI) in 2025 gives reason to reflect on the philosophical essence of Homoeopathy as well as its historical development within a dynamic, changing world up to now.
From a philosophical perspective, in this first part, it is pointed out that Hahnemann, the founder of Homoeopathy, needs to be understood in his entirety– not only as a keen discoverer, practitioner and thinker, but also in his spiritual shape, i.e. in his ethical, religious and humanitarian attitude and conviction.

Designing an undergraduate research experience in which all team members can meaningfully contribute and experience growth can be challenging, especially for virtual teams working across institutions. For two years, the authors worked remotely as a team that included several undergraduate researchers in a highly involved research project. Through the partnership, the two principal investigators on the project were able to involve more undergraduates in research than they could individually, using a mentoring model that drew on Universal Design for Learning (UDL) principles to ensure students had opportunities for intellectual involvement in the research process. Genocide Studies and Prevention: An International Journal
This article outlines guiding principles for teaching “difficult pasts”—episodes of large-scale, identity-based violence such as genocide, crimes against humanity, colonialism, and enslavement—in ways that promote peace, human rights, and the prevention of future atrocities. Drawing from the fields of Holocaust and Genocide Education (HGE), Global Citizenship Education (GCED), Peace Education (PE), and Human Rights Education (HRE), it argues that instruction should move beyond the memorization of historical facts toward developing students’ socio-emotional and behavioral capacities to recognize and resist processes of othering, discrimination, and violence. This book review evaluates Selbi Durdiyeva's The Role of Civil Society in Transitional Justice: The Case of Russia as a vital contribution to genocide prevention scholarship, which is particularly timely given Russia's mass atrocity crimes in Ukraine and their connection to domestic repression. The book's theoretical innovation in challenging state-centric transitional justice paradigms through rigorous analysis of Memorial NGO, Orthodox Church activities, and revisionist groups across three decades of post-Soviet Russia is critical for the transitional justice field. It is worth highlighting Durdiyeva's unique postcolonial perspective as someone from a former Soviet territory studying the metropole, and her demonstration that …

BACKGROUND: Concentric macular rings (CMR) and Henle fiber layer (HFL) corrugations, potential clinical biomarkers of foveal hypoplasia, have been observed in laser fundus photographs and optical coherence tomography (OCT) images, respectively. Some believe these findings represent true anatomical structural changes while others hypothesize that they are artifacts of interference; however, to our knowledge, no previous study has provided evidence to support either theory.

BACKGROUND: Healthcare is responsible for 8.5% of greenhouse gas emission in the United States. Physicians are becoming increasingly concerned about the climate crisis, particularly in the field of ophthalmology where there is a growing body of literature related to sustainability. Although emissions of cataracts surgery, one of the most performed surgical procedures in the world, have been quantified, modifications to practice have yet to be made. This study aims to uplift the perspectives of a diverse set of healthcare workers on implementing environmentally sustainable practices in the cataract surgery setting.

Several studies have discussed the bilateral economic impact of the Abraham Accords, but few of them have thoroughly examined how this agreement has evolved into a collective security framework amid global geopolitical changes. This study attempts to fill the existing research gap by analyzing the transformation of the Abraham Accords into the Abraham Alliance using the Balance of Power theory framework developed by Stephan M. A new species of functionally dioecious bush tomato from the “Solanum dioicum + S. echinatum group” of Solanum subgenus Leptostemonum is described. Solanum nectarifolium Martine & Brennan, sp. nov., is a member of the taxonomically challenging Solanum dioicum W.Fitzg. species complex in Australia and differs from other species in the group by the presence of prominent and conspicuous extrafloral nectaries on the abaxial leaf surfaces, a tinge of purple on the new growth and young fruiting calyces, and curved prickles on young stems. Methods: Quantification of cortical mandibular bone width was performed per Hamada et al. at 15 cross-sectional interdentium locations on pretreatment black bone MRI and CT for 15 oropharyngeal cancer patients, with interobserver analyses on a subset of three patients by 11 observers. Hepatocellular carcinoma (HCC), the common liver cancer, exhibits higher incidence in males. Here, we report that mice lacking bile acid (BA) regulators, Farnesoid X Receptor (FXR also termed NR1H4) and Small Heterodimer Partner (SHP also termed NR0B2), recapitulate the sex difference in liver cancer risk. Since few therapeutic options are available, we focused on understanding the intrinsic protection afforded to female livers. Transcriptomic analysis in control and NR1H4 and NR0B2 double knockout livers identified female-specific changes in metabolism, including amino acids, lipids, and steroids. Background: Road traffic injury remains a significant global health challenge, causing over 1.2 million deaths and tens of millions of non-fatal injuries each year. In the United Kingdom (UK), more than 1,600 people died and nearly 30,000 sustained serious injuries on the roads in 2024. While improvements in vehicle design, road infrastructure, emergency response, and road user behaviour have contributed to a sustained reduction in road deaths over recent decades, outcomes for those injured remain variable, and post-collision care has received comparatively less research attention. Objectives: Sputum-based diagnostic methods for pulmonary tuberculosis (TB), including culture and nucleic acid amplification tests, provide high sensitivity and specificity. However, these methods rely on the patients' ability to produce sputum. In cases where sputum cannot be obtained, invasive procedures like bronchoscopy may become necessary. Our objective was to evaluate the diagnostic accuracy of face mask sampling (FMS) as a non-invasive alternative.
Methods: Adults with microbiologically confirmed pulmonary TB who had received fewer than three days of anti-TB therapy were recruited in Chişinău, Moldova. FMS was conducted and samples were analyzed on-site using Xpert MTB/RIF Ultra. Diagnostic performance was compared …
