The Rural Futures Fund launched the Aspirations Incubator in 2017 as a six-year pilot initiative aimed at supporting youth development in rural Maine by increasing resiliency, fostering connections to communities, and expanding students’ awareness of opportunities beyond their everyday environments. The program partnered with select rural youth organizations to build capacity for mentoring-based programs serving students from seventh grade through high school graduation. Guided by the Trekkers Youth Programming Principles, the initiative focused on long-term mentorship, meaningful relationship-building, and community engagement. A comprehensive multi-year evaluation conducted by the Data Innovation Project at the University of Southern Maine examined the implementation …

Strengthening Families Affected By Intimate Partner Violence: A Pilot Evaluation Of A Rural Extension Program, Pamela B. Payne, Jill Baker-Tingey

Heart and Hope (H&H) was designed to provide parenting education and social-emotional skills to children and parents exposed to intimate partner violence (IPV) in rural Nevada. The goal was to evaluate IPV efforts by measuring parent (N = 47) and children’s (N =100) knowledge and behavior change around building healthy relationships and improved parenting practices following exposure to IPV and the H&H curriculum. Results indicated significant increases in both perceived knowledge and behavior change, suggesting that the program is effective in strengthening family relationships, improving parenting practices, developing emotional competency, and helping families envision a positive future. Breaking Bonds: Effect Of The Loss Of Parental Rights On Prison Admission In The United States, 2000-2019, Audrey E. Erickson

This paper investigates the relationship between termination of parental rights (TPR) and prison admission rates in the United States over the period from 2000 to 2019. Grounded in social bond and labeling theories, the study explores how the loss of parental rights influences the likelihood of parents to offend or reoffend and whether such a relationship differs between men and women. Using state-level administrative data, fixed-effects regression models are employed to analyze the impact of TPR rates on prison admissions, while accounting for time-varying socioeconomic factors (poverty rate, unemployment, and TANF maximum benefit). Churches in the United States have faced institutional decline due in part to an unprecedented half-century of intense cultural shift and digital acceleration. Many leaders responded to this disorientation with technical fixes that have exacerbated divisiveness rather than addressing the underlying crisis of alienation and loneliness. Driven by fear of decline, communities of faith have forsaken their alterity of purpose and become lost in the marketplace as a “purveyor of religious goods and services” (George Hunsberger). Background and Purpose: Effectively responding to children and youth who experienced trauma and enter the foster care system is an ongoing challenge in child welfare. In response to the poor outcomes for children and youth in foster care, and the growing understanding of the effects of complex trauma, the Family First Prevention Services Act (FFPSA) was enacted in 2018 by Congress to overhaul the child welfare system. Among many required changes, states were required to establish guidance and processes for residential agencies to become qualified residential treatment programs (QRTPs) consistent with federal guidelines, which prioritized becoming trauma informed.

Problematic sexual behaviors (PSB) among youth have been a prominent public health and social concern. Although these behaviors have previously been considered to comprise a “curiosity” or an “experimentation”, PSB is now recognized as causing harm and suffering for victims and family members while also having a considerable economic influence in medical, behavioral health, social services, and criminal justice systems. Individuals, families, and communities who use drugs or have a history of substance use have been highly criminalized, stigmatized, and their perspectives marginalized in research and policy. Furthermore, trajectories of research on this community tend to focus on pathologizing individuals and focus on prevention or abstinence-based outcomes, failing to embrace a broader critique of societal forces that marginalize communities and contribute to substance use. The Prevention and Early Intervention (PEI) division of the Texas Department of Family and Protective Services seeks to provide evidence-based programs to prevent family breakdown. Evidence-based programs are defined as programs that have qualitative and quantitative support of positive outcomes by peer-reviewed articles. Family and Youth Success (FAYS) is a PEI program that seeks to promote resilience in families and youth by offering one-on-one skills-based counseling and group-based learning for children and parents. Type 1 Diabetes (T1D) is a chronic illness that can be profoundly isolating. T1D often fosters a sense of 'otherness' that is difficult for those without T1D to understand, due to the persistent necessity to monitor blood sugar levels, administer insulin injections, and navigate the ever-present risk of severe health complications if the T1D is mismanaged. For many young adults with T1D, the sense of isolation is magnified amidst the numerous life transitions characteristic of emerging adulthood. Widespread violence forces thousands of Central American children to endure a hazardous journey toward the U.S. Border seeking refuge. In the Latino community, faith serves as a social movement of resistance against oppression, playing a vital role in migration. There is a paucity of research documenting this experience and children's overall journey. For this Capstone Project, the researchers investigated how special education teachers, general education teachers, and a behavioral technician at Landscape Elementary view student engagement and what they think could be done to improve it. This is important because students with special needs deserve quality education that revolves around equity. After three administrations, including republican and democrat leadership, and over two-decades of bi-partisan justice reform, Louisiana has elected to likely return to a time when we were known as the incarceration capital of the world. There were numerous reasons for the reforms that happened, including federal lawsuits, supreme court rulings, new evidence of what works in juvenile justice, and a renewed focus on community programs to support youth and families (both victims and delinquent youth). These reforms focused on increasing public safety, improving outcomes, being more developmentally responsive, and responsibly lowering reliance on incarceration. This study utilizes two datasets obtained from the National Child Abuse and Neglect
Data System, a federally-sponsored initiative to monitor annual rates and characteristics of child maltreatment in the United States. Using a set of multinomial and negative binomial regressions, the paper seeks to examine service use among maltreated children with and without behavioral problems and emotional disturbance. The study also explores whether the service utilization gap widened among children with those conditions in 2021, during the pandemic, compared to 2018, pre-pandemic. This study aims to better understand adolescent psychiatric hospitalization regarding the use of coercion at the hands of clinical staff from the perspectives of former hospital staff and former patients' family members. This study was conducted from a critical theory perspective. The researcher surveyed a total of fourteen former staff members and former patients' family members. This research study emphasized quantitative data as the way data was collected. The methods utilized to gather data were online surveys that were collected through Qualtrics and further analyzed using SPSS statistic data editor. This qualitative research study aimed to reduce mental health service disparities in Latinx communities and helps fill in the gap by addressing cultural and structural barriers to utilizing MHS in a school-based setting for Latinx youth. There is limited research regarding Latinx parents’ perspectives and the reservations they have on utilizing school-based mental health services (MHS) for their children. This study identified six important themes: cultural factors, trust and rapport, reservations, access and awareness, parental involvement and challenges, and school-based resources. The purpose of this study was to assess what challenges, if any, there are to implementing the best practices as indicated in IM 20-06. IM 20-06 shifts the role of resource parents (aka foster parents) from being solely a support for the children, to a support for the entire family, including the biological parents. Most college students take lecture notes to prepare for tests. With technology development, more students are recording notes on laptops rather than writing them longhand. Previous studies comparing laptop and longhand note taking mediums yielded mixed results, highlighting the need to identify influencing factors. The present study investigated a potential factor, lecture rate, through two experiments. Experiment 1 examined whether lecture rate differentially influences longhand and laptop note taking without note review. Experiment 2 investigated lecture rate effects before and after note review. Although African Americans and other minoritized groups have gradually increased in the number of students graduating with a Science, Technology, Engineering, and Mathematics (STEM) degree over the years, these groups remain underrepresented in STEM. Among the many factors contributing to the lack of representation is “college readiness,” which includes academic preparation and awareness of the necessary steps needed for college admission and career preparation [5]. Who is accountable for the imposition of punishment in our carceral system? The answer used to be much simpler, as we held local, state, and federal government actors responsible. In recent decades, however, our correctional system has become increasingly privatized, with deeply troubling results. All aspects of the carceral state—whether prisons, jails, juvenile detention, rehabilitation, forensic hospitals, bail, or electronic monitoring—have dramatically increased their use of privatized correctional services.

Researchers have been studying juveniles who experience both child maltreatment and delinquency for decades. These studies document the prevalence, outcomes, and demographics of youth who navigate child welfare and juvenile justice systems, also known as dual system youth. However, there is a lack of investigation into the complex processes occurring at the intersection of these two systems. This dissertation aims to fill that gap by building on previous research, organizational theory, and the growing area of punishment literature in criminal justice.
