Examining Wildfire Dynamics Using Ecostress Data With Machine Learning Approaches: The Case Of South-Eastern Australia's Black Summer, Yuanhui Zhu, Shakthi B. Murugesan, Ivone K. Masara, Soe W. Myint, Joshua B. Fisher

Biology, Chemistry, and Environmental Sciences Faculty Articles and Research

Wildfires are increasing in risk and prevalence. The most destructive wildfires in decades in Australia occurred in 2019–2020. However, there is still a challenge in developing effective models to understand the likelihood of wildfire spread (susceptibility) and pre-fire vegetation conditions. The recent launch of NASA's ECOSTRESS presents an opportunity to monitor fire dynamics with a high resolution of 70 m by measuring ecosystem stress and drought conditions preceding wildfires. We incorporated ECOSTRESS data, vegetation indices, rainfall, and topographic data as independent variables and fire events as dependent variables into machine learning algorithms applied to the historic Australian wildfires of 2019–2020. …

Support Services From Prison To Home: Reentry Programs In A Midwestern State, Naima I. Lusane

Walden Dissertations and Doctoral Studies

The problem addressed in this study was a gap in understanding the impact of Ohio-based reentry programs and support services for previously incarcerated offenders. Providing reentry services to ex-offenders before and after release from prison is vital in reducing the likelihood of recidivism. This study was essential because its outcomes provided valuable insights to reentry service agencies and prisons into the impact of support services on successful reentry and reducing recidivism in Ohio. The purpose of this qualitative ethnographic study was to explore how reentry programs addressed the employment, education, and housing needs of ex-offenders transiting back into society. The …

Know Before You Go: How Did The Rise Of Wastewater-Based Surveillance During The Covid-19 Pandemic Change The Privacy Of Today's Public In The United States, And Is Government Action Ethically Necessary?, Elizabeth St. Hilaire

Saint John’s Preparatory School Student Work

The Covid-19 pandemic changed the world in a number of ways. One of the most drastic changes took place in government handling of public health. Because of the extremely short timeframe in which policy makers needed to make decisions, wastewater-based surveillance (WBS) became imperative to understanding the spread of Covid-19. As the world recovers from the pandemic, WBS is still being utilized, although for different purposes. Substance use, the spread of other diseases, and even specific genetic information can all be tracked through wastewater, leaving a series of moral questions up for debate. Although WBS is still a relevant asset …

Guns And The Right To Exclude: Saving Gunsat-Work Laws From Cedar Point’S Per Se Takings Rule, Tom Malaga Kadie Nov 2024

Guns And The Right To Exclude: Saving Gunsat-Work Laws From Cedar Point’S Per Se Takings Rule, Tom Malaga Kadie

University of Chicago Law Review

The Supreme Court’s decision in Cedar Point Nursery v. Hassid has left considerable uncertainty in the realm of takings law. In Cedar Point, the Court announced a new rule that government-authorized physical occupations of property, even temporary ones, constitute per se takings. But the Cedar Point decision left significant questions unresolved regarding the scope of its per se takings rule and its various exceptions.

To resolve these questions, this Comment looks to the example of guns-at-work laws. Enacted by about half of the states, guns-at-work laws protect the right of a business’s employees, customers, and invitees to store firearms in …

Power and Energy Institute of Kentucky Faculty Publications

Lithium-ion batteries are a critically important technology for maintaining grid reliability with the integration of variable intermittent renewable energy resources. However, lithium-ion batteries also pose significant human safety and infrastructure hazards due to the inherent risk of thermal runaway, fire, and explosion, which should be understood, mitigated, and managed. While battery manufacturers have primary responsibility for the design, manufacturing, and software which are necessary to keep battery storage systems safe, electric utilities also have an important role in understanding these risks and adopting best practices to mitigate them. This paper provides background on utility-scale battery deployment, an overview of a …

Is Sunlight The Best Disinfectant? The Role Of Regulation In Addressing Cybersecurity Concerns, Reagan Leverett Nov 2024

Is Sunlight The Best Disinfectant? The Role Of Regulation In Addressing Cybersecurity Concerns, Reagan Leverett

Vanderbilt Law Review

The technological landscape in the United States is changing rapidly, and this transformation carries with it unprecedented challenges for administrators, companies, and investors alike. In particular, cybersecurity concerns are growing in light of the new opportunities for cyber malfeasance in this landscape—opportunities to pillage corporate databases and exploit the sensitive consumer information housed therein. For administrators, these new threats challenge prevailing regulatory frameworks and demand novel solutions. For companies, this landscape brings financial and reputational threats. For stakeholders, the cyber era presents the risk of investment losses and, in some cases, loss of personal data.

Formalizing Fairness: Statistical Measures Of Parity For Recidivism Prediction Instruments, Joshua Song Nov 2024

Formalizing Fairness: Statistical Measures Of Parity For Recidivism Prediction Instruments, Joshua Song

Michigan Technology Law Review

Recidivism prediction instruments (RPI) are increasingly employed as an algorithmic arm of the criminal justice system to assist in bond, sentencing, and probation determinations. Due process and ethics guidelines require that RPIs, such as the Correctional Offender Management Profiling for Alternative Sanctions (COMPAS), apply a fair assessment in making recidivism predictions. To establish fair RPIs, we must first define standards of fairness and methods to measure bias in RPI outputs. However, defining algorithmic fairness can be cryptic and context-dependent. Scholars have proposed different criteria for what defines a fair RPI. Unfortunately, these criteria are conflicting and mutually exclusive; it is …

The Heterogeneous Effects Of Cannabis Dispensaries On Crime: The Importance Of Foot Traffic, Thomas Lebesmuehlbacher, Justin Roush, Rhet A. Smith Nov 2024

The Heterogeneous Effects Of Cannabis Dispensaries On Crime: The Importance Of Foot Traffic, Thomas Lebesmuehlbacher, Justin Roush, Rhet A. Smith

Hunt Institute Working Paper Series

This paper pairs exact dispensary locations with city block level crime data to study the impact of medical cannabis dispensaries on crime in the state of Florida from 2016-2019. Leveraging a Florida state law that requires broadly uniform security provisions across dispensaries, we capture important dispensary heterogeneity by incorporating customer volume and local non-dispensary foot traffic with smartphone geopositional data. We use not-yet-operational dispensary locations as a control group and a geo-spatial difference-in-differences framework and find reductions in larceny, vehicle burglary, and motor vehicle theft following the opening of high-volume dispensaries. We fail to find evidence of similar deterrent effects …

Second Amendment: Incompatible Methodologies And The Bruen And Heller Opinions' Underlying Misalignment, Henry H. Robinson Nov 2024

Second Amendment: Incompatible Methodologies And The Bruen And Heller Opinions' Underlying Misalignment, Henry H. Robinson

Touro Law Review

In its 2022 Bruen opinion, the Supreme Court characterized the Heller opinion as having applied a “methodological approach” for interpretation of the Second Amendment. However, Bruen’s description and summary partially omitted, and was materially misaligned with, Heller’s actual reasoning. In Heller’s first step of constitutional interpretation, which addressed the first clause of the sentence comprising the Second Amendment, the opinion had selectively not applied the methodological approach described in Bruen; Heller’s first step had applied a different, incompatible methodological approach. Bruen’s description was aligned only with the second step of Heller’s constitutional reasoning, which had addressed the sentence’s second clause. …

With governmental use of artificial intelligence (“AI”) becoming more prevalent, Americans are at risk of being subjected to the factual and legal findings of ill-equipped AI systems. The possibility of an AI takeover of the judicial branch is an undesirable reality to some individuals who are challenging laws and government programs which utilize AI systems to enforce traffic code violations. This Article considers the procedural fairness, privacy rights, and effectiveness of the various uses of AI systems in traffic code enforcement. By undertaking a thorough review of New York case law, this Article also analyzes the treatment of AI systems …

Neutrosophic Cognitive Map For The Analysis Of Substances Subject To Control, Bryan Joel Morales Sánchez, Cristian Fernando Benavides Salazar, Julio Cesar Benavides Salazar, Erika Estefanía Barreiro Cedeño, Yusleidy Marlie Gordo Gómez

Neutrosophic Sets and Systems

This study addresses the central problem of analyzing the commercialization of controlled substances using a neutrosophic cognitive map approach, a tool that has been little explored in this context. The need to investigate this phenomenon lies in the increasing complexity and ambiguity of controlled substances markets, where factors such as regulation, consumer behavior, government policies, and the evolution of supply and demand, generate a highly uncertain and dynamic environment. Despite previous research in the field of commercialization of these substances, traditional approaches fail to capture the interaction and combined effects of the multiple elements that influence the market. This study …

Unlocking Potential: Analyzing The Content, Style, Structure, And Interactivity Of Mesonets As Operational Dashboards, Savannah Olivas, Jeannette Sutton, Michele K. Olson

Emergency Preparedness, Homeland Security, and Cybersecurity Faculty Scholarship

Emergency managers need data and information to make life-saving decisions on behalf of the public. Operational dashboards, if designed appropriately, can provide this information in a central location and reduce cognitive demands during decision-making. Mesonet websites can serve as a type of operational dashboard that has the potential to provide the meteorological data necessary for emergency managers to make decisions. In this study, we use quantitative content analysis to examine the content, style, structure, and interactivity of 18 Mesonet websites from across the contiguous United States. We find that Mesonet websites vary in the type and amount of content they …
