Essays On Public And Nonprofit Financial Dynamics, Yunjun Kim Jan 2024

Essays On Public And Nonprofit Financial Dynamics, Yunjun Kim

Theses and Dissertations--Public Policy and Administration

This dissertation consists of three essays that explore different dimensions of financial dynamics in the public and nonprofit sectors. Each chapter examines how the fiscal behavior of neighboring jurisdictions, policy interventions, and financial practices influence fiscal decision-making and financial performance within these entities.

In the first essay, I investigate yardstick competition in local government spending in South Korea by leveraging the exogenous variation introduced by by-elections. This approach allows me to estimate the influence of neighboring jurisdictions on local expenditures. Contrary to previous empirical studies from other countries, my findings reveal no significant interdependence in spending among South Korean municipalities, …

Repealing Single-Family Zoning Is Not Enough: A Proposal For Removing Existing Parallel Private Covenants For Violating Public Policy, Gerald Korngold Jan 2024

Repealing Single-Family Zoning Is Not Enough: A Proposal For Removing Existing Parallel Private Covenants For Violating Public Policy, Gerald Korngold

Missouri Law Review

The United States is currently suffering a pervasive and unsettling shortage of housing and increased housing unaffordability. Rents are at an all-time high, which has a disproportionate impact on people of color and people earning lower incomes as these individuals are more likely to rent rather than own their homes. Moreover, people solidly in the middle class are finding it increasingly difficult to purchase residences within their budgets.

Civil Procedure For The Anthropocene, Roger Michalski, Emily S. Taylor Poppe Jan 2024

Civil Procedure For The Anthropocene, Roger Michalski, Emily S. Taylor Poppe

Faculty Articles

Climate considerations must become an element of procedural analysis. Scholars, rule makers, legislators, and judges have historically prioritized procedural values including cost, speed, and accuracy. More recent waves of scholarship—including critical perspectives—have emphasized participation as a further procedural goal. Yet this list has grown stale. Current environmental realities force all areas of law, including civil procedure, to reckon with climate change. In the future, proceduralists will be forced to integrate climate-aware thinking into their analyses, proposals, and discussions. Predictably, minds will disagree on how to accomplish this and the kinds of trade-offs that are warranted. Yet the fundamental point of …

Assemblages And Actor Networks In The Borderlands - The Apposition Of Reproductive Rights Along The Mexican-American Border, Madeleine M. Plasencia

Articles

In 1971, Sarah Weddington argued Roe v. Wade as a class action on behalf of pregnant women living in Texas, many of whom, including herself had to flee the State to obtain an abortion in Mexico. In 2021, Texas enacted S. B. 8, otherwise known as the Texas Heartbeat Act, which created a private cause of action for injunctive relief and statutory damages awards against any person assisting in and any physician accused of performing an abortion, thus reigniting the cross-border flows that historically have made Mexico a haven for runaway enslaved people and pregnant persons heading south to freedom. …

Answering The Call Through An Inquiry Circle : English Educators Embark On A Journey To Become Antiracist, Lisa V. Kenny

Theses, Dissertations and Culminating Projects

This study examines a group of four English educators, two women of color and two white women, who self-identified as teachers for social justice as they formed a teacher inquiry group, called a teacher inquiry circle, as they attempt to become antiracist. The purpose of the inquiry circle was to answer the call to action for more equitable racially just schools that permeated the nation during the Covid-19 pandemic and after the murder of George Floyd in the summer of 2020. To conduct the study a feminist practitioner action research methodology was used, and a racial literacy framework was applied …

Generating Climate Resilience Or Intensifying Vulnerabilities? A Feminist Poltitical Ecology Analysis Of Climate Resilient Agriculutre Projects In Sri Lanka’S Dry Zone, Nethmi Sachithma Perera Bathige

Theses and Dissertations--Geography

Conserving water for irrigation of crops has become a concern in the dry zone of Sri Lanka due to changes in climate patterns. In response, the United Nations Development Program (UNDP) has developed climate-resilient water management projects designed to build climate-resilience and water management practices among farmers. One such program called ‘Wew Gam Pubuduwa’ disseminates climate smart home gardening techniques, where women farmers receive sprinkler and drip irrigation systems, seeds and fertilizers, as well as training on water management methods. This study draws on a feminist political ecology framework to analyze the experiences of women home gardeners who …

Digital (Re)Production: Spatial Mediations Through Augmented Reality Landscapes In ‘Pokemon Go’, Brigitte Pulminar Perkins Jan 2024

Digital (Re)Production: Spatial Mediations Through Augmented Reality Landscapes In ‘Pokemon Go’, Brigitte Pulminar Perkins

Theses and Dissertations--Geography

Since 2016, the mobile augmented reality game Pokémon GO has renewed interest within communities by mediating spatial engagement using in-game markers that must be engaged with throughout physical urban landscapes. This thesis identifies factors that influence the spatial distribution of digital markers used by this game to help inform analyses of urban gamification, urban spatial distribution, and cultural knowledge production processes. Drawing specifically on theories of urban spatialization and digital media studies, I highlight features of physical and digital legacies of redlining within Lexington, KY that are reproduced via Pokémon GO. I argue that the urban racialized landscape of Lexington …

State Governance And Less-Skilled Migrant Workers In South Korea, Weejun Park Jan 2024

State Governance And Less-Skilled Migrant Workers In South Korea, Weejun Park

Theses and Dissertations--Geography

This dissertation examines the migration governance of South Korea with a focus on the immigration of less-skilled migrant workers. While geographers and broader social scientists have explored this topic, previous studies have two main foci: 1) individual immigrants and their activities; and 2) migration policy development. Despite these studies’ contribution to the scholarship, there seems to be a relative lack of interest in the South Korean state as a potentially crucial actor in governing less-skilled migrant workers. To address this gap, this dissertation draws upon (political) geography, related social sciences, and interdisciplinary fields such as border studies, migration studies, and …

(Meta-)Physical Artworks: Digital Augmentation In Art Observation, Macy A. Toppan Jan 2024

(Meta-)Physical Artworks: Digital Augmentation In Art Observation, Macy A. Toppan

Dartmouth College Master’s Theses

Augmented art— the subgenre of art that incorporates physical and digital artwork— is a rapidly growing field driven by advancing technology and a new generation for whom that tech is a given. Yet the presence of media like augmented and virtual reality in exhibition remains a controversial subject. Rather than focusing on the many theoretical debates about whether digital pieces can qualify as "good" art, we study it in practice through the eyes of the casual art observer. This paper highlights the audience in a within-participant study that asked viewers to take in a physical sculpture intentionally built with virtual …

Revisiting Domestic And International Study "Abroad" Program Learning Outcomes: A Qualitative Pilot Study, Jessica Martin Jan 2024

Revisiting Domestic And International Study "Abroad" Program Learning Outcomes: A Qualitative Pilot Study, Jessica Martin

Growth: The Journal of the Association for Christians in Student Development

Christian institutions missionally commit to educate students to be both professionally competent and capable of engaging across difference. This quantitative pilot study analyzes survey responses from graduates of two intentionally-designed Christian off-campus study programs—one located in the United States and one located abroad. A multivariate analysis of covariance reveals graduates of both programs scored comparably on professional competency and engaging difference scales. This challenges narrow approaches to researching, designing, and promoting international study abroad programs as superior arenas for developing global competency and domestic programs as primarily focused on professional development. Consequently, Christian educators are invited reconsider how various off-campus …

Stimulus On The Home Front: The State-Level Effects Of Wwii Spending, Gillian Brunet Jan 2024

Stimulus On The Home Front: The State-Level Effects Of Wwii Spending, Gillian Brunet

Economics: Faculty Publications

I use newly-digitized contract data on U.S. war production spending over 1940-1945 to analyze the macroeconomic effects of U.S. military spending in World War II. I find personal income multipliers of 0.34 over two years and 0.49 over three years. Personal income multipliers may substantially understate GDP multipliers, perhaps by as much as 50%. Employment estimates imply costs per job-year over the same time horizons of $405,013 and $232,268 in 2015 dollars, suggesting job creation was limited. I also find evidence of negative scale effects: larger positive spending shocks are associated with systematically smaller multiplier estimates.

Zero Progress On Zero-Days: How The Last Ten Years Created The Modern Spyware Market, Mailyn Fidler Jan 2024

Zero Progress On Zero-Days: How The Last Ten Years Created The Modern Spyware Market, Mailyn Fidler

Nebraska Law Review

Spyware makes surveillance simple. The last ten years have seen a global market emerge for ready-made software that lets governments surveil citizens and foreign adversaries alike and to do so more easily than when such work required tradecraft. The last ten years have also been marked by stark failures to control spyware and its precursors and components. This Article accounts for and critiques these failures, providing a socio-technical history since 2014, focusing on the conversation about trade in zero-day vulnerabilities and exploits and more recently spyware. This Article also applies lessons from these failures to guide regulatory efforts going forward. …

Advanced Air Mobility, Economic Impacts, And Equity Considerations, Robert M. Mcnab Jan 2024

Advanced Air Mobility, Economic Impacts, And Equity Considerations, Robert M. Mcnab

Economics Faculty Publications

Advanced Air Mobility (AAM) may, in the coming decades, result in tens of thousands of new jobs and billions of dollars in additional economic activity. While much of the discussion surrounding AAM focuses on the technical aspects of the nascent industry, estimates of the potential economic impact vary significantly. Much less attention has been paid in the literature to potential externalities, positive and negative, and how these externalities may impact estimates of economic impact. We argue that much work remains to be done before policy advisors and decisions makers can formulate and implement strategies based on the projections of future …

The Federal Government’S Role As The Warden Of Immigrants, Pedro Gerson Jan 2024

The Federal Government’S Role As The Warden Of Immigrants, Pedro Gerson

Nebraska Law Review

This Essay examines the evolving landscape of immigration enforcement within the broader context of federal confinement in the United States. The current “crisis” at the southern border, characterized by historic levels of migrant influx and shifting political tides toward restrictionism, underscores the federal government’s increasing emphasis on confinement as a tool of migration control. Furthermore, this Essay argues the need to conceptualize federal confinement as a unified system encompassing both immigration detention and incarceration, which reveals the extent to which immigration has become a dominant factor in federal custody. Drawing on data and analysis, it demonstrates that immigration-related offenses now …

Removing Development Incentives In Risky Areas Promotes Climate Adaptation, Hannah Druckenmiller, Yanjun (Penny) Liao, Sophie Pesek, Margaret Walls, Shan Zhang Jan 2024

Removing Development Incentives In Risky Areas Promotes Climate Adaptation, Hannah Druckenmiller, Yanjun (Penny) Liao, Sophie Pesek, Margaret Walls, Shan Zhang

Economics Faculty Publications

As natural disasters grow in frequency and intensity with climate change, limiting the populations and properties in harm’s way will be key to adaptation. This study evaluates one approach to discouraging development in risky areas—eliminating public incentives for development, such as infrastructure investments, disaster assistance and federal flood insurance. Using machine learning and matching techniques, we examine the Coastal Barrier Resources System (CBRS), a set of lands where these federal incentives have been removed. We find that the policy leads to lower development densities inside designated areas, increases development in neighbouring areas, reduces flood damages and alters local demographics. Our …

Secondary Teachers’ Understandings Of Student Engagement: The Differences Between Understanding And Practice, Megan L. Kelly, Tony Yeigh, Suzanne Hudson

Australian Journal of Teacher Education

Student engagement remains a topical aspect of learning and teaching as it influences student outcomes and learning experiences. It is generally accepted to be a malleable construct encompassing students’ actions, feelings and thoughts, all of which are influenced by the learning context and pedagogical choices made by the teacher. The aim of the current study was to investigate secondary teachers’ understandings of student engagement in relation to three dimensions (behavioural, emotional and cognitive engagement), and how these understandings align with actual teaching practice. The mixed methods study collected data from six secondary teachers using an online questionnaire, interviews, and classroom …

Promoting Intercultural Competence And Cultural Responsiveness: The Impact Of Short-Term Study Abroad On In-Service Teachers, Jung Won Hur, Hyeon Jean Yoo, Sangah (Sunny) Lee, Suhyun Suh

Australian Journal of Teacher Education

While the benefits of study abroad experiences for pre-service teachers are well-documented, research specifically focusing on in-service teachers is limited. The study addresses this gap by exploring the experiences of 51 American teachers who participated in a short-term study abroad program in South Korea. This research investigates how the immersive learning experience impacted participants’ development of intercultural competence and their ability to create culturally responsive learning environments. Analysis of participant applications, reflections, individual interviews, and field notes reveals that immersion in an unfamiliar setting fostered greater empathy for immigrant students, strengthened relationships with minority students, and enhanced their ability to …

Financial Exclusion In The Uk's Cashless Society Initiative: Challenges And Policy Considerations, Ogochukwu Monye

International Journal on Consumer Law and Practice

This study explores the challenges posed by the United Kingdom's (UK) cashless society initiative, which has sparked a surge in digital financial services (DFS), including contactless payment and online banking. While the policy promises benefits such as convenience, security, and faster transactions, there is a concern that many, particularly financially underserved and excluded consumers, will face isolation from the cashless transition. Data from the Bank of England (BoE) reveals that approximately 1.2 million UK adults lack access to traditional bank accounts, compelling them to rely primarily on cash transactions. Using the doctrinal research method, this study examines the compelling issue …

Technological Advancements In China's Automation Industry: Economic Opportunities And Challenges, Jichen Tan

Chulalongkorn University Theses and Dissertations (Chula ETD)

This study investigates the transformative impact of automation technology on China's manufacturing sector within the framework of the Fourth Industrial Revolution. It systematically examines the dual forces of opportunity and challenge through a SWOT (Strengths, Weaknesses, Opportunities, Threats) analytical lens. The findings indicate that automation has significantly accelerated China's industrial upgrading, enhanced productivity, and positioned the country as a global leader in sectors such as new energy vehicles and photovoltaics. However, the study also identifies persistent dependencies on foreign core technologies, fragmented industrial ecosystems, and social disruptions due to skill mismatches and labor displacement. To address these issues, the paper …

The participation of a diverse –in terms of geography, discipline and gender– group of Early Career Researchers (ECRs) in the peer review process can help alleviate the workload of senior researchers and counteract the perceptual biases that the latter tend to show. Moreover, ECRs can benefit from developing skills that are often not included in educational programs. From 2018 to 2021, the Association of Polar Early Career Scientists, in collaboration with other associations, organized six group reviews of the Intergovernmental Panel on Climate Change (IPCC) reports by a total of more than 600 ECRs from over 70 different countries. Stories Of Dismantling Whiteness In Social Work Educational Spaces, Jeanean Mohr Jan 2024

Stories Of Dismantling Whiteness In Social Work Educational Spaces, Jeanean Mohr

West Chester University Doctoral Projects

Social work and higher education are rooted in systems of racism and exclusion and continue to operate as racialized spaces. As the social work profession grapples with its past and calls upon social work educators to support efforts to undo structural racism, paying attention to what is happening in educational spaces is essential. In this study, I examined the stories and tensions of White Social Work faculty engaged in efforts to dismantle whiteness in their classrooms, departments, and universities. Using narrative inquiry, I interviewed nine White faculty from different universities representing five regions across the United States. I explored their …
