Purpose: The majority of athletic trainers (ATs) recognize the importance of patient-reported outcomes (PROs) in clinical practice but encounter unique barriers that limit their implementation. There are no studies that have investigated PROs in the military setting. The purpose of this study was to explore the perceptions, practices, and barriers to implementing PROs in the military setting. Methods: We used a cross-sectional, web-based survey design. Emails were sent to 365 potential participants and 67 were eligible to participate (response rate=18.4%, years practicing in military setting=5.9 ± 5.8years). The Photon Counting Histogram Expectation Maximization (PCH-EM) algorithm has recently been reported as a candidate method for the characterization of Deep Sub-Electron Read Noise (DSERN) image sensors. This work describes a comprehensive demonstration of the PCH-EM algorithm applied to a DSERN capable quanta image sensor. The results show that PCH-EM is able to characterize DSERN pixels for a large span of quanta exposure and read noise values. The per-pixel characterization results of the sensor are combined with the proposed Photon Counting Distribution (PCD) model to demonstrate the ability of PCH-EM to predict the ensemble distribution of the device. This dissertation describes how to automate the reading of dials, gauges, and instruments using machine learning (ML) methods. This process can be described as analog to digital conversion through an air gap without any direct electronic connection. The goal is to convert the values of existing instruments into digital values for control and monitoring without requiring any intrusion, changes, or upgrades to the instruments being observed. Images of instrument faces can be distorted by various kinds of noise, but this can be overcome using a deep learning convolutional neural network (CNN) approach similar to handwriting recognition. In the wake of the COVID-19 pandemic, American culture has experienced a renewed interest in pandemic events, including the Spanish Influenza pandemic of 1918-1919. Based on research carried out in cemeteries and monuments in Salt Lake City, Utah, this paper compares commemoration practices relating to the Spanish Influenza pandemic and the simultaneous events of First World War within the city. Such research provides evidence that warfare enjoys a greater presence in places of social memory than does disease, suggesting an inequality in the cultural value placed on different causes of death. Strengthening institutions that enforce the prohibition on the use of force and prevent aggressive acts of war should be a priority in international law, as it struggles to respond collectively to the Russian invasion of Ukraine. Aggression is both prohibited in the Charter of the United Nations and in the Rome Statute, and the United Nations Security Council is blocking enforcement action in both international institutions. Horizontal equity is the principle that people who earn equal income should owe equal tax. It has gotten a bad name. Although horizontal equity remains a textbook criterion of tax fairness, scholarly literature is largely hostile. Scholars ranging from the legal theorist Louis Kaplow to philosophers Thomas Nagel and Liam Murphy question its conceptual coherence and normative significance. For over 40 years theorists have sought the effects of tax audits on voluntary compliance rates by studying individual taxpayer motivations. Yet no single theory has produced a taxpayer incentive model that both comports with experience and explains the effects of audits on compliance. This quandary is often termed the “tax compliance puzzle.” Consequently, some theorists have called for more capacious models that make room for the panoply of individual compliance motivations.
