Quality Management And Oversight Of Texas Forensic Science Service Providers, Sarah P. Chu Sep 2023

Quality Management And Oversight Of Texas Forensic Science Service Providers, Sarah P. Chu

Dissertations, Theses, and Capstone Projects

Forensic science oversight in the U.S. largely relies upon voluntary third-party forensic laboratory accreditation programs. Without a national system of regulation and given the highly fragmented local systems of control, few forensic science service providers (FSSPs) are subject to regulatory oversight beyond their third-party accreditors. Texas is unique in its establishment of a robust statewide oversight system and a strong governmental culture of transparency, permitting this study of forensic quality management. This study consisted of two parts. The first part of this dissertation characterized and analyzed quality incident reports (QIRs) published by the Texas Department of Public Safety Crime Laboratory …

Disrupting The Grid: Encountering Fire And Smoke Through Energy Infrastuctures, Deepti Chatti, Sayd Randle Sep 2023

Disrupting The Grid: Encountering Fire And Smoke Through Energy Infrastuctures, Deepti Chatti, Sayd Randle

Research Collection College of Integrative Studies

Experiences of fires are mediated by energy infrastructures and refracted through social inequality and difference. In California, a state marked by increasingly intense and frequent wildfires, the grid is a source of fire risk, with historically marginalized groups bearing the brunt of exposures to wildfire smoke. Drawing on research conducted by one of the co-authors in collaboration with California’s Karuk Tribe and Blue Lake Rancheria Tribes, this empirically grounded review article expands our understanding of grids. Extant scholarship presents the grid as a networked infrastructure mediating access to energy and one’s relationship to a collective and the state. We extend …

Data-Driven Analysis Of Construction Bidding Stage-Related Causes Of Disputes, Muaz O. Ahmed, Islam H. El-Adaway Sep 2023

Data-Driven Analysis Of Construction Bidding Stage-Related Causes Of Disputes, Muaz O. Ahmed, Islam H. El-Adaway

Civil, Architectural and Environmental Engineering Faculty Research & Creative Works

Construction bidding is a complex process that involves several potential risks and uncertainties for all the stakeholders involved. Such complexities, risks, and uncertainties, if uncontrolled, can lead to the rise of claims, conflicts, and disputes during the course of a project. Even though a substantial amount of knowledge has been acquired about construction disputes and their causation, there is a lack of research that examines the causes of disputes associated with the bidding phase of projects. This study addresses this knowledge gap within the context of infrastructure projects. In investigating and analyzing the causation of disputes related to the bidding …

Robust Weakly Supervised Learning For Real-World Anomaly Detection, Hitesh Sapkota Sep 2023

Robust Weakly Supervised Learning For Real-World Anomaly Detection, Hitesh Sapkota

Theses

Anomaly detection has attracted increasing attentions from diverse domains, including medicine, public safety, and military operations. Despite its wide applicability, anomaly detection is inherently challenging as abnormal activities are usually rare and unbounded in nature. This makes it difficult and expensive to identify all potential anomalous events and label them during the training phase so that a detection model can provide robust prediction on unseen event data. Unsupervised and semi-supervised learning models have been explored, which achieve a decent detection performance with no or much less annotations. However, these models can be highly sensitive to outliers (\ie normal samples that …

Electing Prosecutors Based On Their Convictions, Ryan Edwards Sep 2023

Electing Prosecutors Based On Their Convictions, Ryan Edwards

Nevada Law Journal

Prosecutors wield broad influence over criminal cases due to their power of prosecutorial discretion. In recent years, a growing number of prosecutors are exercising that discretion by crafting policies that deprioritize or decline prosecution of entire categories of crimes. Because most state and local jurisdictions in the United States elect their head prosecutor, policy-based prosecutorial discretion can even become an electoral strategy for voters who seek to express displeasure with certain categories of criminal laws.

Following the reversal of Roe v. Wade in 2022, criminalized abortion has become one such category of law in many states. The 2022 midterm elections …

Video Documentation As A Measure Of Written Documentation Accuracy In Emergency Medical Service Field Intubations, Christopher S. Keller, Christopher Dilger, Shih-Chin Chou, Rasheed Lawal, Shane Jenks

HCA Healthcare Journal of Medicine

Introduction

Quality improvement (QI) is a major focus of all departments and fields of health care, including emergency medical services. The chaotic and rapidly evolving atmosphere in which paramedics must practice can lead to inconsistency between what is documented and the actual events. This leads to difficulty when trying to evaluate the practitioners and when implementing a QI program. In this study, we evaluated the prevalence of discrepancy between the video and written record for Rapid Sequence Intubation (RSI) performed in the field as a demonstration of the utility of video documentation in QI.

Methods

We used a systematic retrospective …

Indefinite Detention At Guantánamo: How The National Defense Authorization Act Results In Indefinite Detention In Violation Of International Human Rights, Molly Turro Aug 2023

Indefinite Detention At Guantánamo: How The National Defense Authorization Act Results In Indefinite Detention In Violation Of International Human Rights, Molly Turro

Brooklyn Journal of International Law

The majority of the remaining detainees at Guantánamo Bay have been cleared for transfer to other countries. Provisions of the National Defense Authorization Act that prohibit government funds to be used for transfer and reinforce the United States government’s authority to detain enemy combatants until the end of active hostilities have left these detainees waiting in limbo to be transferred elsewhere. The following piece argues that the resulting indefinite detention that these Guantánamo detainees face is both a violation of international human rights and an unnecessary financial burden on the US government. This Note compares the approach taken by the …

Punitive Instead Of Rehabilitative: The Role Of Restitution In The Juvenile Justice System And The Need For Reconstruction, Sydney Ford Aug 2023

Punitive Instead Of Rehabilitative: The Role Of Restitution In The Juvenile Justice System And The Need For Reconstruction, Sydney Ford

Georgia Criminal Law Review

The juvenile justice system was founded on the premise of giving specific attention to the needs of youth and rehabilitating them. Over the years, the juvenile justice system evolved to include more rights and protections for youth while still maintaining that their goal was to rehabilitate justice-involved youth. Restitution, one method of disposition, began as a way to continue this rehabilitation-based mission and provide an alternative to incarceration. However, rehabilitation’s disproportionate and punitive application, with a lack of consistency across state lines, does not coincide with rehabilitation anymore. This article argues that restitution does not align with rehabilitation, the core …

Legalize For Legal Highs: How Georgia Can Address Racial Disparities In The Criminal Legal System By Legalizing Recreational Cannabis, Nneka Ewulonu Aug 2023

Legalize For Legal Highs: How Georgia Can Address Racial Disparities In The Criminal Legal System By Legalizing Recreational Cannabis, Nneka Ewulonu

Georgia Criminal Law Review

Cannabis prohibition is a policy failure that nevertheless continues to impact more than half of Americans, including Georgians. Remaining true to its roots in racism and xenophobia, cannabis criminalization has disparate impacts, with Black Americans being more likely to be arrested or incarcerated for a cannabis related offense. Furthermore, cannabis criminalization results in tens of millions of missed tax dollars for the state. This article argues for a clear policy solution; it is time for Georgia to legalize cannabis. As demonstrated by the 21 states that have legalized recreational cannabis as of Fall 2022, legalizing recreational cannabis creates both economic …

Sultan Qaboos University Medical Journal

Objectives: Healthcare workers are at a high potential risk of Hepatitis B virus infection (HBV). This survey aims to identify gaps and strengths in the knowledge, cultural perceptions, and practices of healthcare workers towards HBV in order to drive appropriate health interventions. Methods: This cross-sectional study was conducted between March and April 2022. We surveyed a convenience sample of three at-risk healthcare providers from the major health facilities in Gaza. A 40-item, self-administered questionnaire was used. Statistical data analysis was conducted using SPSS version 25 to obtain descriptive and inferential statistics via various nonparametric, correlation, and regression tests (with p<0.05). Results: 447 healthcare workers participated in the study. Overall, 105 (23.5%) demonstrated poor knowledge (under 14\20 points), 284 (63.5%) had moderate knowledge (14-17 points), and 58 (13%) showed good knowledge about HBV. The majority (367, 82.1%) expressed an excellent attitude. Finally, 287 (64.2%) demonstrated a good level of practice toward HBV infection. A history of needle stick injury was reported by 233 (52.1%) participants, of whom 170 (73.3%) reported taking appropriate preventive actions after exposure. Conclusion: The majority of participants demonstrated overall good knowledge regarding HBV infection. Nonetheless, significant gaps remain in the different aspects of the KAP construct, which require appropriate awareness campaigns to further limit the spread of this preventable viral infection.
