Load Determination, Strengthening, And Behavior Study Of Prestressed Concrete Channel Bridge Girders In South Carolina, Elhussien Khaled Elbatanouny
Load Determination, Strengthening, And Behavior Study Of Prestressed Concrete Channel Bridge Girders In South Carolina, Elhussien Khaled Elbatanouny
Theses and Dissertations
The South Carolina Department of Transportation (SCDOT) is currently engaged in a multi-year effort to assess the structural integrity of its inventory of over 9,000 bridges. This assessment process is expected to result in an increase in the number of bridges that require load postings, repairs, or replacements across South Carolina. This could potentially lead to adverse economic repercussions due to restricted truck routes, bridge closures, repair work, and the need for bridge replacements. To alleviate the escalating costs associated with these challenges, it is imperative to explore methods aimed at reducing the need for load postings and bridge closures …
Feature Prediction Diffusion Model For Video Anomaly Detection, Cheng Yan, Shiyu Zhang, Yang Liu, Guansong Pang, Wenjun Wang
Feature Prediction Diffusion Model For Video Anomaly Detection, Cheng Yan, Shiyu Zhang, Yang Liu, Guansong Pang, Wenjun Wang
Research Collection School Of Computing and Information Systems
Anomaly detection in the video is an important research area and a challenging task in real applications. Due to the unavailability of large-scale annotated anomaly events, most existing video anomaly detection (VAD) methods focus on learning the distribution of normal samples to detect the substantially deviated samples as anomalies. To well learn the distribution of normal motion and appearance, many auxiliary networks are employed to extract foreground object or action information. These high-level semantic features effectively filter the noise from the background to decrease its influence on detection models. However, the capability of these extra semantic models heavily affects the …

Retconning Heller: Five Takes On New York State Rifle & Pistol Association, Inc. V. Bruen, Brannon P. Denning, Glenn H. Reynolds
William & Mary Law Review
New York State Rifle & Pistol Association, Inc. v. Bruen was the first significant Second Amendment case that the Supreme Court had heard in nearly fifteen years since its decision in District of Columbia v. Heller. This Article offers some preliminary observations about the opinion itself, as well as its likely effects, some of which are starting to manifest.
Our first take concerns the question of opinion assignment. Why did Chief Justice Roberts—whose support for the Second Amendment has been suspect—assign the opinion to Justice Thomas?
Takes Two and Three concern Justice Thomas’s substitution of text, history, and tradition …

Civilian Oversight Of Police Through The Lens Of Polarities Of Democracy, Joseph A. Mcmillan, Jacqueline D. Smith, William J. Benet
Journal of Sustainable Social Impact
Following the murder of George Floyd, the U.S. Congress called upon the National Organization for Black Law Enforcement Executives (NOBLE) to play a role in the reimagining of policing in America, including a transformation of policing from a warrior to a guardian mentality. In turn, NOBLE partnered with the Institute for Polarities of Democracy (the Institute) to conduct an analysis of the 21st Century Policing Report (the Report), which focused on addressing a myriad of issues that challenged the relationship between the police and communities. The Report determined there were six “pillars” necessary for effective policing in America, including (1) …

Civil Affairs In Antwerp 1944-1945: Critical Infrastructure And Civil Defense, Louise Tumchewics
Journal of Strategic Security
In the autumn of 1944, as the Allies moved through France and towards Germany, the city of Antwerp became a key logistics hub owing to its large, and for the time, modern port facilities. Owing to its strategic significance, it became a prime target for German V-1 and V-2 rocket strikes. In order to keep the population in the bombarded city, 1st Canadian Army Civil Affairs took on the challenge of Civil Defense to keep the population safe and the port operational.

Implementing Nims: Lessons Learned From The Boston Marathon Bombing, James M. Duggan, John Petrozzelli, Jay Slattery
Journal of Strategic Security
Many opportunities to learn from the 2013 Boston Marathon bombing have not been capitalized on. The terrorist attack was launched in the heart of Boston, a densely populated urban area with a population of approximately 670,000. Those numbers are amplified by the hundreds of thousands of spectators that line the streets along the Marathon route, with most at the finish line on Boylston Street. Two pressure cooker bombs were detonated in the finish line area, killing three and injuring 264. Among the injured were 16 who suffered traumatic amputations. Numerous reviews of the response and investigation identified positive aspects to …
Wide Area Motion Imagery And The Colonial Antecedents Of Surveillance, Dinesh Napal
Wide Area Motion Imagery And The Colonial Antecedents Of Surveillance, Dinesh Napal
Journal of Strategic Security
Wide area motion imagery (WAMI) technologies are procured by federal and state security institutions across the United States, due to their capacity to surveil at an extraordinary scale. Innovation in WAMI development seeks to make them more compact or convenient to use and employ in a variety of situations. The increased use of WAMI, particularly through uncrewed aerial combat vehicle (UCAV) systems and operations, is able to render visible people, communities, and behaviors at an unprecedented level. This has implications for individuals’ and communities’ perception of surveillance and the ontology of security. The experience of being secured or kept safe …
Juvenile Genetic Privacy In New York: Dna Collection And Maintenance Post-Francis O., Cassidy Moon
Juvenile Genetic Privacy In New York: Dna Collection And Maintenance Post-Francis O., Cassidy Moon
Cardozo Journal of Equal Rights & Social Justice
The note argues that the compulsory collection and indefinite maintenance of juvenile forensic DNA profiles violate the Fourth Amendment's protection against unreasonable searches and seizures. It asserts that such practices are particularly problematic for minors due to their heightened privacy interests, the low recidivism rates among juveniles, and the contradiction with the juvenile justice system's focus on rehabilitation and confidentiality. The note advocates for legislative reforms, such as New York Senate Bills 998 and 3104, to address these issues and protect juveniles' privacy rights.

Design And Fabrication Of High-Resolution Epitaxial 4h-Sic Metal Insulator Semiconductor Detectors, Omerfaruk Karadavut
Theses and Dissertations
In the last two decades, significant strides have been made in the epitaxial film growth of 4H-silicon carbide (4H-SiC), establishing it as a premier wide bandgap material for radiation detection application under harsh environments. This is primarily attributed to its unique combination of physical properties such as high thermal conductivity, wide bandgap, robust breakdown field, and radiation hardness. Metal/4H-SiC epitaxial layer Schottky barrier diodes (SBDs) have emerged as reliable radiation detectors for harsh environments. However, the utilization of thicker epitaxial layer devices encounters challenges due to the minimum achievable doping concentration in 4H-SiC epitaxial layers, necessitating higher bias voltages for …

Attention-Based Human Age Estimation From Face Images To Enhance Public Security, Md. Ashiqur Rahman, Shuhena S. Aonty, Kaushik Deb, Iqbal H. Sarker
Research outputs 2022 to 2026
Age estimation from facial images has gained significant attention due to its practical applications such as public security. However, one of the major challenges faced in this field is the limited availability of comprehensive training data. Moreover, due to the gradual nature of aging, similar-aged faces tend to share similarities despite their race, gender, or location. Recent studies on age estimation utilize convolutional neural networks (CNN), treating every facial region equally and disregarding potentially informative patches that contain age-specific details. Therefore, an attention module can be used to focus extra attention on important patches in the image. In this study, …

An Evaluation Of Network2work At Piedmont Virginia Community College, Cynthia M. Finley
Educational Leadership & Workforce Development Theses & Dissertations
Barriers to education and training can have a generational impact on socioeconomic status and economic development. Post-traditional students have been shown to experience a variety of barriers to education and family sustaining employment. Social capital has been shown to help alleviate some of the barriers for students resulting in stronger economic outcomes, such job retention, and higher wages. This case study examined a workforce development approach to providing support to post-traditional students in non-credit industry training. The researcher examined student outcomes, credential attainment and employment, between two student groups (Network2Work versus a nonNetwork2Work group) using chi-square and logical regression analysis. …
Adjudicating Algorithms: Accountability In Regulation Of Surveillance, Privacy, And Discrimination, Peter Margulies
Adjudicating Algorithms: Accountability In Regulation Of Surveillance, Privacy, And Discrimination, Peter Margulies
Cardozo Law Review
The movement for accountable algorithms has attained critical mass. That momentum includes a range of areas where the collection of data plays a key role, including privacy, online disinformation, surveillance, and screening for credit, housing, employment, and government benefits. For example, the White House has released an Artificial Intelligence (AI) Bill of Rights that outlines standards and recourse for a host of AI applications that touch human needs and endeavors. Assessments, disclosure, and procedures for filing complaints about abuse are frequent features in this turn toward accountability. However, at least in the United States, accountability is still a set of …

“Social Workers By Day And Terrorists By Night?” Wounded Healers, Restorative Justice, And Ex-Prisoner Reentry, Allely Albert
Articles
Common to many post-conflict societies, former political prisoners and combatants in Northern Ireland are often portrayed as security threats rather than as potential contributors to societal peacebuilding processes. This distrust limits their ability to contribute to the transitional landscape and additionally hinders desistance processes during their reentry from prison. Drawing from the work of Maruna, LeBel, and others on “wounded healers,” this article critically examines the restorative justice work of ex-prisoners who have become involved in leadership roles within community based restorative justice. It is argued that such practitioner work can help former combatants overcome many of the challenges typically …

Gun violence is widely considered a serious public health problem in the United States, but less understood is what this means, if anything, for evolving Second Amendment doctrine. In New York Pistol & Rifle Association, Inc. v. Bruen, the Supreme Court held that laws infringing Second Amendment rights can only be sustained if the government can point to sufficient historical analogues. Yet, what qualifies as sufficiently similar, a suitable number of jurisdictions, or the most important historical eras all remain unclear. Under Bruen, lower courts across the country have struck down gun laws at an alarming pace, while …

The Second Amendment's "People" Problem, Pratheepan Gulasekaram
Vanderbilt Law Review
The Second Amendment has a "people" problem. In 2008, District of Columbia v. Heller expanded the scope of the Second Amendment, grounding it in an individualized right of self-protection. At the same time, Heller's rhetoric limited "the people" of the Second Amendment to "law-abiding citizens." In 2022, New York State Rifle & Pistol Ass'n v. Bruen doubled down on the Amendment's self-defense rationales but, once again, framed the right as one possessed by "citizens." In between and after the two Supreme Court cases, several lower federal courts, including eight federal courts of appeals, wrestled with the question whether the right …

Turkish Journal of Earth Sciences
We report here a slow-moving landslide complex of the lateral spreading type revealed by Sentinel-1 interferometric timeseries analysis. Located along the western coast of the Aral Sea, with a >150-km length and 3-km width, a giant active landslide complex, slides with a constant velocity of up to 60 mm/year. Systematic subsidence up to 5 mm/year is also observed along narrow strips of terraces that appear to result from rotations of fault-bounded blocks. The landslide deformation velocity does not correlate with the annual variations of the water level in the southwestern lake of the Aral Sea during the observation period of …
