Drone Technology Education In Rural, Isolated, Tribal And Indigenous (Riti) Communities, Xuegang (Jeff) Ban, Daniel Abramson, Yiran Zhang, Sarah Lukins, Kevin Goodrich, Andrea Mirante, Rachel Lambert, Mykala Yankey

CSET Project Reports

Transportation and traffic safety is a primary concern within Rural, Isolated, Tribal and Indigenous (RITI) communities in Washington State. Emerging technologies such as connected and autonomous vehicles, sensors and drones have been tested and developed to improve traffic safety, but these advances have largely been limited to urban areas. This project identified opportunities and challenges of adopting drone technologies in RITI communities, and explored context-sensitive applications to traffic safety and related goals. In three phases, the team conducted community workshops, online surveys and other outreach activities with state and county agencies responsible for emergency management and crisis response in coastal …

Rounding Up The Three-Fifths Clause: Eradicating Prison Gerrymandering In The South, Abigail N. Falk Feb 2023

Rounding Up The Three-Fifths Clause: Eradicating Prison Gerrymandering In The South, Abigail N. Falk

Pepperdine Law Review

This Comment examines the phenomenon of prison gerrymandering, a practice that involves counting prisoners as residents of the counties where their state correctional facilities are located—rather than in their home communities—for redistricting and representational purposes. This practice of counting inflates the voting power of rural, white districts with large prison complexes and diminishes the voting power of minority communities. Prison gerrymandering has become especially pervasive across southern states while many of the South’s northern counterparts have eradicated this practice through legislative reform. This Comment proposes a solution to stop prison gerrymandering in the South, arguing a strategy to produce a …

Sentenced To Prison, Not To Death: Home Confinement During The Pandemic And Moving Beyond Covid-19, Sydney Mcconnell Feb 2023

Sentenced To Prison, Not To Death: Home Confinement During The Pandemic And Moving Beyond Covid-19, Sydney Mcconnell

Arkansas Law Review

A prison sentence should “not include incurring a great and unforeseen risk of severe illness or death.” But for the 2.3 million people housed in our nation’s prisons and jails during the COVID-19 (“COVID”) pandemic, their sentences have included just that. Since the beginning of the pandemic, the Bureau of Prisons has transferred approximately 49,068 inmates to home confinement. The decision to expand home confinement is an important one. It is a step in the right direction to address another broader, and distinctly American, issue: mass incarceration. Lawmakers on both sides of the political aisle have reached the consensus “that …

The Status Of Women In Utah Politics: A 2023 Update, April Townsend, Susan R. Madsen Feb 2023

The Status Of Women In Utah Politics: A 2023 Update, April Townsend, Susan R. Madsen

Marketing and Strategy Faculty Publications

Although Utah has a rich heritage of women’s involvement in voting, advocacy, and various types of political participation, for decades Utah has lagged behind most states in terms of women running for and serving in elected political roles. To track progress, the Utah Women & Leadership Project (UWLP) began reporting on the status of women in Utah politics in 2014, with updates in 2017, 2021, 2022, and now 2023. Although strides have been made in increasing the number of women serving in political roles in recent years, there is still work to be done. Research continues to confirm that when …

Survival In The City Streets: An Autoethnographic Analysis Challenging The Criminalization Of Urban Street Gangs, Robert Northman Feb 2023

Survival In The City Streets: An Autoethnographic Analysis Challenging The Criminalization Of Urban Street Gangs, Robert Northman

PSU McNair Scholars Online Journal

To varying outcomes, many attempts have been made to understand and define urban street gangs. Though these understandings and definitions of gangs may vary, they almost always rely on criminality as at least one of the gang’s “purposes.” The author, a gang member for approximately thirty years seeks to contribute lived experiences to the conversation centered on gangs. This auto-ethnographic analysis of urban street gang culture seeks to highlight the author’s experiences as potential determinants of gang membership while also exacting the realities of some common myths and other misconceptions surrounding the urban street gang, including the criminalization thereof. The …

Multnomah County 2000-2016 Forest Carbon Inventory & Trends. Strategies For Maintaining & Increasing Carbon Storage On County Forestlands To Meet Regional Climate Goals, Anthony Z. Holmes Feb 2023

Multnomah County 2000-2016 Forest Carbon Inventory & Trends. Strategies For Maintaining & Increasing Carbon Storage On County Forestlands To Meet Regional Climate Goals, Anthony Z. Holmes

PSU McNair Scholars Online Journal

In attempting to meet the aims of the 2015 Climate Action Plan to reduce countywide CO2 emissions by 40% over 1990 levels by 2030 and 80% by 2050, Multnomah County has sought to better understand the role county forest lands play in mitigating greenhouse gas emissions, by conducting a forest carbon inventory and projection of carbon flux under a "business as usual" scenario for aboveground biomass. This report relies on two estimates for the 5 forest carbon pools recognized by the Intergovernmental Panel on Climate Change (IPCC), these include estimates published as part of the Oregon Forest Ecosystem Carbon Inventory …

On The Balcony, Beyond “Balconearing”; Perception Of Cairene Women, Behind The Curtains., Rowida Magdy Al-Gebeily

Theses and Dissertations

This study sheds light on the significance and role of threshold spaces as means of accomplishing sociocultural needs, restoration and wellbeing in the residential environment. Understanding the function and uses of these spaces allows us to appreciate their benefits that are often neglected. The research particularly focuses on the social dimension of one fundamental threshold space; the Cairene balcony. It is an integral space that provides a valuable connection to the outside, and its importance in the development of urban living is widely recognized. If carefully designed to meet the residents’ needs and demands, they can promote a better quality …

Non-Dac Donors: A Better Alternative Or Rather Corruption Stimulants?, Farida Ehab Elzakzouk

Theses and Dissertations

Foreign development aid has for long been part of many aid receiving countries’ development agendas in hope of it assisting their economic and social development plans. For decades the traditional development aid providers, who are members of the OECD and are known as DAC donors, have been criticized for not specializing and instead fragmenting their donations hence leaving space for corrupt officials in the receiving countries to exploit the donations. Recently, a new type of donors has emerged, who are not part of the OECD. The emergence of these new donors, known as non-DAC donors, makes us, as political scientists …

The Long Road To Justice: Why State Courts Should Lower The Evidentiary Burden For Proving Racialized Traffic Stops And Adopt The Exclusionary Rule As A Remedy For Equal Protection Violations, Abby M. Fink Feb 2023

The Long Road To Justice: Why State Courts Should Lower The Evidentiary Burden For Proving Racialized Traffic Stops And Adopt The Exclusionary Rule As A Remedy For Equal Protection Violations, Abby M. Fink

Washington Journal of Social & Environmental Justice

Racist and brutal policing continues to pervade the criminal legal system. Black and brown people who interact with the police consistently face unequal targeting and treatment. Routine traffic stops are especially dangerous and harmful and can lead to death. Under Whren, a police officer’s racist motivations or implicit bias towards a driver do not influence the constitutionality of a traffic stop. An officer only needs to show there was probable cause to believe a traffic stop occurred. Although the unconstitutionality of pre-textual traffic stops has been widely explored since Whren, both federal and state courts have struggled to find legal …

Marsy's Law: Florida's Victim Classification Protections Are Too Broad And Wrongfully Utilized By Florida Law Enforcement Agencies, Ashley Lee Feb 2023

Marsy's Law: Florida's Victim Classification Protections Are Too Broad And Wrongfully Utilized By Florida Law Enforcement Agencies, Ashley Lee

Journal of the National Association of Administrative Law Judiciary

While new trends in legislation may aim to reduce the use of excessive force by law enforcement, some Florida agencies interpreted their state’s Marsy’s Law to protect officers accused of using excessive force. This Comment examines the inappropriateness of Florida’s law enforcement agencies’ interpretation of Marsy’s Law, particularly in the context of the law’s original intentions. This Comment points to a potential solution to this problematic interpretation, advocating for an additional limiting clause that narrowly targets how law enforcement interpreted this statute in the context of excessive force reports.

Choices For U.S. Contributions To Nato: Stability Policing In The Age Of Multi-Domain Operations, Nathan M. Colvin Feb 2023

Choices For U.S. Contributions To Nato: Stability Policing In The Age Of Multi-Domain Operations, Nathan M. Colvin

Graduate Research Conference (GSIS)

The United States Army claims they are a “force out of position” and must transform for large-scale combat operations (LSCO). The current narrative toward LSCO warfighting comes at the expense of lessons hard-won over decades of small wars and stability operations. The focus on LSCO is an oversimplification of the complexity and ambiguity of the future operating environment. The Army is trading clarity of narrative at the expense of a force balanced for both LSCO and non-LSCO operations. LSCO perspective assumes a worst-case scenario of war over more likely scenarios of continuous disruptions across a spectrum of conflict, which may …
