To date, the study of news deserts, geographic spaces lacking local news and information, has largely focused on countries in the Global North, particularly the United States, and has predominantly been interested in the causes and consequences of the disappearance of local media outlets (e.g., newspapers and TV stations) to the social fabric of a community. In this article, we extend the concept of "news deserts" by drawing on literature on the geography of news in Africa, where information voids have long been documented but have not been studied within the conceptual framework of news deserts. Using computational tools, we …

Rural areas of the United States play a vital role in coping with, adapting to and mitigating climate change, yet they often lag urban areas in climate planning and action. Rural leaders—e.g., policymakers, state/federal agency professionals, non-profit organization leadership, and scholars – are pivotal for driving the programs and policies that support resilient practices, but our understanding of their perspectives on climate resilience writ large is limited. We conducted semi-structured interviews with 23 rural leaders in Missouri to elucidate their conceptualizations of climate resilience and identify catalysts and constraints for climate adaptation planning and action across rural landscapes. We investigated …

Sports have been extensively studied for their impact on people's emotional well-being, with research revealing that they have the ability to reduce anxiety and unhappiness while boosting positive emotions1. among all sports, soccer stands out as the most popular and controversial2, eliciting a wide range of emotional reactions from fans, players, officials, and spectators, particularly on social media. While sentiment classifications such as positive, negative, and neutral have been extensively studied, low-level emotions, which refer to more specific and granular emotional states beyond the three basic categories, have yet to be given much attention. This study scraped over 300,000 tweets …

The performance of vehicular edge computing (VEC) depends on the effective optimization of task offloading. However, uneven distribution of vehicular traffic, rapidly changing network conditions, and stochastic nature of vehicular networks motivate us to innovate approaches to efficient resource management while maintaining system's stability. to address these challenges, we propose a novel queue length-Based stochastic task migration strategy that leverages model predictive control (MPC) and Lyapunov optimization techniques. Our approach employs the queue length at the edge node as the criterion for offloading decisions. the MPC controller dynamically allocates the processing power and bandwidth resources to vehicles based on their …

The utilization of predictive mechanisms to resolve asphaltene precipitation during oil production is a cleaner and less expensive means than the mechanical/chemical remediation techniques currently employed. Existing models lack predictive success due to opposing views on temperature-asphaltene precipitation interactions. In this study, the effect of varying temperatures (40, 50, 60, 70 80 and 90 °C) and brine concentrations (0 – 5 wt.%) on the long-time kinetics of asphaltene precipitations was evaluated. A series of experiments were conducted using the filtration technique and the confocal microscopy to study asphaltene precipitation on a model oil system consisting of asphaltenes, a precipitant, and …

Historical information about floods is not commonly used in the US to inform land use planning decisions. Rather, the current approach to managing floods is based on static maps derived from computer simulations of the area inundated by floods of specified return intervals. These maps provide some information about flood hazard, but they do not reflect the underlying processes involved in creating a flood disaster, which typically include increased exposure due to building on flood-prone land, nor do they account for the greater hazard resulting from wildfire. We developed and applied an approach to analyze how exposure has evolved in …

The objective of this study is to predict EOR efficiencies through static wettability contact angle measurement by Machine Learning (ML) modeling. Unlike conventional methods of measuring static wettability contact angle, the unconventional digital static wettability contact angle is captured and measured, then (ML) modeled in order to forecast the recovery based on wettability distribution phenomenon. Due to success in big data collection from reservoir imaging samples, this study applies data science lifecycle logic and utilizes Machine Learning (ML) models that can predict the recovery through wettability contact angles and thus identify the treatment of oil recovery for a candidate reservoir. …

This study will investigate measuring the wettability contact angles of native unconventional tight carbonate as well as other unconventional pore system reservoir samples that hosts varied pore shapes and subsequent wettability contact angle distributions in both reservoir matrix and possible natural fractures. Also, the investigation will include validation of the grain/ pore-wall wettability regions and classify the natural wettability preference available inside pores of the rock and their overall wettability performance and recovery efficiency contributions. Further investigation will include modeling pore throat contact angle wettability, and to understand their new physics that will advance reservoir characterization and oil recovery improvement.

Preformed particle gels (PPG) have been widely applied in oilfields to control excessive water production. However, PPG has limited success in treating opening features because the particles can be flushed readily during post-water flooding. We have developed a novel micro-sized Re-crosslinkable PPG (micro-RPPG) to solve the problem. The microgel can re-crosslink to form a bulk gel, avoiding being washed out easily. This paper evaluates the novel microgels' transport and plugging performance through super-permeable channels. Micro-RPPG was synthesized and evaluated for this study. Its storage moduli after fully swelling are approximately 82 Pa. The microgel characterization, self-healing process, transportation behavior, and …

We approach a privacy singularity in pervasive data collection and inference that may reveal all about our lives. While privacy might not yet be dead, we struggle to maintain its shield for personal autonomy. Part of this contemporary challenge comes from the massive data sets generated every day everywhere. And then the powerful analytics that reveal all. This is further challenged by efforts at data transparency that may reveal too much of one’s life. Preservation of privacy, if we deem it important enough to preserve, must have a robust set of technical and legislative implementations on collection, storage, transmission and …

Unmasking The Power Dynamic Between Local School Boards And The State Executive Branch: Implications For Future Local School Safety Protocols, Karla Michelle Cejas
FIU Law Review
The COVID-19 pandemic has brought attention to the government’s power in controlling the operation of public schools. The legal and political differences among local school boards and the State’s COVID policies are exemplified in media headline battles pertaining to school reopening and the Governor’s so called “anti-mask mandate.” The State capitalized on its emergency powers at the expense of providing local school boards with the autonomy to enact district-wide protective measures. Local school boards have faced several challenges in arguing against State Emergency Orders including a difficulty with proving state compulsion to comply with its directives, overly broad statutory language …
Evolving Privacy Protections For Emerging Machine Learning Data Under Carpenter V. United States, Emily Nicolella
Evolving Privacy Protections For Emerging Machine Learning Data Under Carpenter V. United States, Emily Nicolella
FIU Law Review
The Fourth Amendment’s third-party doctrine eliminates an individual’s reasonable expectation of privacy in information they willingly turn over to third parties. Government scrutiny of this information is not considered a search under the Fourth Amendment and is therefore not given constitutional protections. In the 2018 case Carpenter v. United States, the Supreme Court created an exception to the third-party doctrine. In Carpenter, a case involving the warrantless use of cell site location information (CSLI) in a criminal investigation, the Court held that individuals do have a reasonable expectation of privacy regarding CSLI. According to Chief Justice Roberts, despite the necessary …

Cuba's Energy Future: Options Based On Renewables And Non-Carbon-Based Sources, Colin Crawford
FIU Law Review
My intention is to research and write on article on Cuba's energy future. Specifically, I plan to consider the options for a sustainable energy future using renewable energy sources and not carbon-dependent sources. This analysis will require both an examination of the island's historical energy challenges as well as consideration of the options for developing a sustainable energy infrastructure with international governmental (e.g. UN, World Bank etc.) and regional governmental (e.g. EU) support- an analysis that will also require consideration of the island nation's socialist political system and its willingness to engage internationally. The topic is one, clearly, with implications …
Age Is Not Just A Number: Problems With Florida’S Statutory Minimum Age For Juvenile Delinquency And Why It Must Be Increased, Natalie Brooks
Age Is Not Just A Number: Problems With Florida’S Statutory Minimum Age For Juvenile Delinquency And Why It Must Be Increased, Natalie Brooks
FIU Law Review
Under a Florida law enacted in 2021, any child over the age of six years old can be arrested and subjected to juvenile delinquency proceedings. Florida, as well as the United States in general, is an outlier when it comes to statutory minimum ages for juvenile delinquency. The most common and recommended minimum age internationally is fourteen years old, and many studies show that arresting, charging, and adjudicating children below the age of fourteen is counterproductive, as it leads to increased recidivism, potentially violates due process, and leaves lasting negative effects on children. This comment will discuss juvenile delinquency in …

Pyramid schemes are illegal. According to the courts, they are fraudulent because they must eventually collapse, disappointing or exploiting the members at the bottom. This illegality, largely governed by the Federal Trade Commission (FTC) and the Securities and Exchange Commission (SEC), is narrowly construed to encompass only very specific instances of activity. In particular, we argue that the specificity of the law allows multi-level marketing companies (MLMs) to argue that they are ‘not a pyramid scheme’ both legally and societally in order to obfuscate exploitative conditions within the company. We take LuLaRoe as a case study of the ways in …

The Child Vanishes: Justice Scalia’S Approach To The Role Of Psychology In Determining Children’S Rights And Responsibilities, Aviva Orenstein
FIU Law Review
Justice Scalia’s attitudes about children and psychology reveal fascinating patterns in his thinking about the rights, responsibilities, needs, and experiences, of children. With his famous wit and acerbic style fully on display, Justice Scalia’s opinions across various legal doctrines demonstrated hostility to the science of psychology and its practitioners, as well as a callous attitude towards children’s trauma. Contemptuous of a best- interests analysis and the professionals who counsel about those interests, Justice Scalia instead emphasized parental and state power over children and tended to advocate for child protection only when it limited children’s agency and freedom. This article demonstrates …

A Free Speech-Based Response To Media Polarization, R. George Wright
FIU Law Review
The degree of polarization, distrust, and animosity in the political elements of our social media have reached remarkable levels. But any attempt to address the relevant problems that requires legal enforcement inevitably raises serious issues of free speech and free press. Relying instead on fact checkers has its own numerous, substantial, and inevitable limitations, some of which parallel the very problems sought to be addressed. More promising are political social media reforms, akin to that proposed herein, that are voluntary, generally pluralistic and critical, reflective of the relevant social science evidence, and unlikely to raise problems of free speech and …

How Florida’S Courts Should Evaluate The Admissibility Of Field Sobriety Testing And Blood Thc Levels Evidence In Marijuana Impaired Driving Prosecutions, Christopher Bomhoff
FIU Law Review
Field sobriety and blood alcohol concentration tests are proven reliable techniques to determine whether a person us under the influence of alcohol. No such technique has been developed to reliably determine whether a person is under the influence of marijuana. However, despite a lack of scientific consensus regarding the reliability of field sobriety and blood toxicology tests to determine marijuana impairment, these methods are routinely used as evidence of guilt in marijuana impaired driving prosecutions. Twenty-four states have legalized the recreational use of marijuana, and Florida appears to be set to join them in the near future. As a result …
Baby Steps: Why The Florida Supreme Court’S New Parental Leave Continuance Rule Reinvigorates The Fmla’S Underlying Gender Equity Goals Within The Legal Profession And Why More States Should Follow Suit, Katie B. Miesner
FIU Law Review
Although women are enrolling in law school and joining the legal profession in significant numbers, law firms are struggling to retain female lawyers. This poses a significant challenge to achieving gender equity at the highest levels of the legal profession, prompting several important questions: Why are women leaving the profession early; what policies or changes should be implemented to address this problem; and who is best suited to lead these efforts? One of the main reasons women leave the profession early is due to their disproportionate caregiving responsibilities. In response, both public and private measures have been introduced to address …
