The Los Angeles Diversion, Outreach, and Opportunities for Recovery (LA DOOR) program is designed by the Los Angeles City Attorney's Office (LACA) to provide a comprehensive, health-focused, preventative approach that proactively engages individuals at elevated risk of returning to LACA on a new misdemeanor offense. In this study, the authors document the findings of a process and outcome evaluation of Cohort 2 of the LA DOOR program.

From cultural and structural standpoints, this culminating project presents a detailed literature analysis concerning information poverty, along with the required steps to mitigate this occurrence as immigrants settle into their new societies. Centralizing Afro-Caribbean populations in Queens, New York, this study investigates the methods employed by the Queens Borough Public Library system and its community collaborators to address the issue of unequal access to information, using the connectivity, content, human, and justice approaches. Inviting The People Into People's Court: Embracing Non-Attorney Representation In Eviction Proceedings, Gregory Zlotnick
Marquette Benefits and Social Welfare Law Review
Evictions often hide in plain sight—and so does one of the most effective responses. Studies uniformly confirm that represented tenants avoid evictions, and with it associated downstream effects, at appreciably higher rates than unrepresented tenants. Tenant representation is one of the most cost-effective anti-poverty interventions available in our housing system. Lawyers should support its expansion, even if and when it a non-lawyer serves as that intervenor in eviction court.
This paper argues that the legal profession should embrace and expand existing pathways for training eligible and interested individuals, regardless of whether they are licensed attorneys, to assist tenants facing eviction. …

Several experts have warned about artificial intelligence (AI) exceeding human capabilities, a “singularity” at which it might evolve beyond human control. Whether this will ever happen is a matter of conjecture. A legal singularity is afoot, however: For the first time, nonhuman entities that are not directed by humans may enter the legal system as a new “species” of legal subjects. This possibility of an “interspecific” legal system provides an opportunity to consider how AI might be built and governed. We argue that the legal system may be more ready for AI agents than many believe. Rather than attempt to …

Landlord filed nonpayment against tenant who was withholding rent due to ceiling collapse after chronic leak finally gave way to full collapse. Landlord has routinely brought cases against tenant and done all in their power to intimidate, including harassing statements in and out of court. Tenant able to mobilize their community and fought back against the landlord, not just on the landlord's OSC, but to get case dismissed against their adult son and to permit amendment to the answer to raise rent impairing violation defense.

Assessing The Size And Growth Of The Us Wetland And Stream Compensatory Mitigation Industry, Todd K. Bendor, Joungwon Kwon, T. William Lester

Interest has focused on quantifying the size and scope of environmental markets, particularly those that offset ecosystem impacts or restore natural infrastructure to improve habitat or promote clean air and water. In this paper, we focus on the US wetland and stream compensatory mitigation market, asking: what types of firms make up the mitigation “industry”? What are the economic impacts–i.e., the “size”–of the mitigation industry? How has this industry changed over time? We present the results of a national survey of mitigation firms and construct an input-output model of the industry’s economic impacts and employment. We also develop a comparative, …

Therapists who work with traumatized populations are vulnerable to experiencing trauma indirectly. This experience may be exacerbated for those who have experienced trauma themselves. As LatAm immigrant populations have often experienced trauma at the various migration phases, therapists who are LatAm immigrants and work with LatAm immigrant clients may also experience secondary traumatization as an inherent part of their work. While the research on secondary trauma spans decades, there is a dearth of literature on the experiences of LatAm immigrant therapists specifically. For more than 20 years the number of grandparents who have taken over the role of the primary custodial caregiver of their grandchildren has steadily increased. There has been burgeoning investigation and interest into this phenomenon that affects the largest segment of the U.S. population, the baby boom generation, as well as older adults. This report provides an overview of the most critical issues that have been covered in the literature and identifies some of the challenges for counselors who work with both the grandparents and the children. This study explores the interrelationships of urban policy, affect, and power through a critical discourse analysis of New York City's "Universal Access to Legal Services" / "Right to Counsel" ordinance, a 2017 initiative that has persisted amidst the evolving landscape of eviction diversion following the outbreak of Covid-19. By examining archival documents regarding the groundbreaking policy, this research reveals how affective discourses regarding vulnerability, stress, and solidarity situate political actors in relation to urban policy, political movement, and the material conditions of survival. Financial auditing is one of the cornerstones of an effective capital market structure. When performed correctly, an independent financial audit provides investors with the security they need to effectively transact based on company disclosures. When this system fails, however, the results for investors and the economy as a whole can be devastating. In recognition of this danger, the market for financial auditing in the United States is regulated by a number of governmental and nongovernmental bodies charged with maintaining its health and effectiveness. This report presents over three years of systematically engaging, documenting and analyzing the diversity, equity and inclusion (DEI) needs/gaps and assets of state funded community mediation centers in Massachusetts. The report was compiled by researchers and an in-house DEI expert at the statutory state office of dispute resolution, the Massachusetts Office of Public Collaboration (MOPC) at the University of Massachusetts Boston. The office has been serving as a neutral forum and state-level resource for over 30 years.
