Learned Compressive Representations For Single-Photon 3d Imaging, Felipe Gutierrez-Barragan, Fangzhou Mu, Andrei Ardelean, Atul Ingle, Claudio Bruschini, Edoardo Charbon, Yin Li, Mohit Gupta, Andreas Velten

Computer Science Faculty Publications and Presentations

Single-photon 3D cameras can record the time-of-arrival of billions of photons per second with picosecond accuracy. One common approach to summarize the photon data stream is to build a per-pixel timestamp histogram, resulting in a 3D histogram tensor that encodes distances along the time axis. As the spatio-temporal resolution of the histogram tensor increases, the in-pixel memory requirements and output data rates can quickly become impractical. To overcome this limitation, we propose a family of linear compressive representations of histogram tensors that can be computed efficiently, in an online fashion, as a matrix operation. We design practical lightweight compressive representations …

Fda's Revolving Door: Reckoning And Reform, Laura Karas Jan 2023

Fda's Revolving Door: Reckoning And Reform, Laura Karas

Articles

Recent controversy over the FDA's approval of the Alzheimer's therapy Aduhelm (aducanumab) and the Duchenne muscular dystrophy therapy Exondys 51 (eteplirsen) called into question the impartiality and independence of high-level FDA regulators. Atypical associations between FDA regulators and pharmaceutical company sponsors, in addition to fierce internal disputes over the adequacy of the evidence, elicited criticism and triggered concern about potential undue influence at the FDA. The revolving door is one persistent source of undue influence that overshadows the discharge of FDA regulators' duties to the public. Exit from government to private-sector employment via the "revolving door" is a frequent occurrence …

Patent's New Salience, Janet Freilich Jan 2023

Patent's New Salience, Janet Freilich

Faculty Scholarship

The vast majority of patents do not matter. They are almost never enforced or licensed and, in consequence, are almost always ignored. This is a well-accepted feature of the patent system and has a tremendous impact on patent policy. In particular, while there are many aspects of patent law that are potentially troubling—including grants of unmerited patents, high transaction costs in obtaining necessary patent licenses, and patents’ potential to block innovation and hinder economic growth—these problems may be insignificant in practice because patents are under-enforced and routinely infringed without consequence.

This Article argues that technological developments are greatly increasing the …

Black Liberty In Emergency, Norrinda Brown Jan 2023

Black Liberty In Emergency, Norrinda Brown

Faculty Scholarship

COVID-19 pandemic orders were weaponized by state and local governments in Black neighborhoods, often through violent acts of the police. This revealed an intersection of three centuries-old patterns— criminalizing Black movement, quarantining racial minorities in public health crises, and segregation. The geographic borders of the most restrictive pandemic order enforcement were nearly identical to the borders of highly segregated, historically Black neighborhoods.

The right to free movement is fundamental and, as a rule, cannot be impeded by the state. But the jurisprudence around state power in public health emergencies, deriving from the 1905 case Jacobson v. Massachusetts, has practically resulted …

Tragedy Of The Digital Commons, Chinmayi Sharma Jan 2023

Tragedy Of The Digital Commons, Chinmayi Sharma

Faculty Scholarship

Google, iPhones, the national power grid, surgical operating rooms, baby monitors, surveillance technology, and wastewater management systems all run on open-source software. Open-source software, or software that is free and publicly available, powers our day-to-day lives. As a resource, it defies economic logic; it is built by developers, many of whom are volunteers, who build projects with the altruistic intention of donating them to the digital commons. Developers use it because it saves time and money and promotes innovation. Its benefits have led to its ubiquity and indispensability. Today, over ninety-seven percent of all software uses open source. Without it, …

Depoliticizing Federal Prosecution, Bruce A. Green, Rebecca Roiphe Jan 2023

Depoliticizing Federal Prosecution, Bruce A. Green, Rebecca Roiphe

Faculty Scholarship

There is broad agreement that federal prosecutors should not use their power to pursue partisan political objectives, but there is stark disagreement about how to prevent them from abusing their power in this way. Geoffrey Berman, a former U.S. Attorney for the Southern District of New York, recently argued that U.S. Attorneys should have complete autonomy and independence from the Attorney General and administration. Attorney General Bill Barr, in contrast, has insisted that Attorneys General should have full control over prosecutors so the administration can be held politically accountable. Neither view fully addresses the problem. Barr minimizes the significant risk …

Physical Activity Preference And Participation In Middle School Age Students In Kentucky, Fabian Correia Jan 2023

Physical Activity Preference And Participation In Middle School Age Students In Kentucky, Fabian Correia

Theses and Dissertations--Kinesiology and Health Promotion

Physical activity (PA) in youth is significant as it begins to lay the fountain for a healthier lifestyle as children age. The benefits of being regularly physically active are plentiful as it improves muscle strength, cardiovascular, fitness, and cognitive functions (Rodgers, 2008). However, oftentimes in physical education classes, the voice of the student tends to go unheard. The purpose of this study was to determine how the perception or preference to be physically active differs by age, gender, and/or ethnicity in a middle school setting. The goal of this study is to shed ligt on how building a more inclusive …

An Exploration Of Athlete Thoughts And Perceptions Of Cohesion In Coacting Sports, Jared Scott Hrabcak Jan 2023

An Exploration Of Athlete Thoughts And Perceptions Of Cohesion In Coacting Sports, Jared Scott Hrabcak

Theses and Dissertations--Kinesiology and Health Promotion

Cohesion is a central element in group dynamics that contributes to a team’s functioning and performance. Most of the cohesion research to date has focused on the dynamic within interacting sport teams (i.e., football, basketball, soccer) but has looked past coacting teams (i.e., golf, tennis, cross-country running). While interacting sports command worldwide popularity, a significant portion of student athletes compete in coacting sports and represent the bulk of NCAA affiliated participants on the world stage at the Olympics. Thus, with such status on the world stage of competition, the investigation of coacting sports is justified. Therefore, the purpose of this …

Kentucky Teacher Social-Emotional Competence, Burnout, And School Climate, Monica Mundy Jan 2023

Kentucky Teacher Social-Emotional Competence, Burnout, And School Climate, Monica Mundy

Theses and Dissertations--Kinesiology and Health Promotion

Teachers are tasked with supporting student learning and academic achievement. Teachers must establish social-emotional competence within themselves to support students' social-emotional learning. Increased teachers' social-emotional competence could lead to favorable student social, emotional, and academic outcomes. To effectively do so, school officials, parents, and community members should support teachers' social-emotional competence equally.

This study examined the relationship between Kentucky teachers' social-emotional competence, burnout, and school climate. The prosocial classroom model provided the theoretical framework for this study, including the five dimensions of social-emotional competence (self-awareness, self-management, social awareness, relationship skills, and responsible decision-making), teacher burnout, and school climate. The hypothesis …

Methodolocical Concerns Of Using Global Positioning System Technology To Assess American Football Competition Demands, Tyler Lindon

Theses and Dissertations--Kinesiology and Health Promotion

Despite its popularity, there is a lack of research describing the physical demands of American Football. This is surprising when considering the popularity of the use of global positioning systems (GPS) within this specific sporting environment. The aim of the present study was to utilize a novel methodology to describe the physical demands of American football players by play type (run vs. pass) using a play-by-play analysis of global positioning system (GPS) outcomes. Fifty Division I collegiate American football players (Age: 19.8 ± 1.1 yr, Height: 189.3 ± 4.4 cm, Body mass: 86.1 ± 5.8 kg) wore portable GPS monitors …

How To Interpret A Vending Machine: Smart Contracts And Contract Law, Gregory Klass Jan 2023

How To Interpret A Vending Machine: Smart Contracts And Contract Law, Gregory Klass

Georgetown Law Faculty Publications and Other Works

A smart contract is software designed to do the job of a legal contract: ensuring the performance of parties who might not otherwise trust one another to do so. By running a smart contract on blockchain, users can lock themselves into future performances without relying on a third-party enforcer or platform host, thereby realizing a “fully trustless” exchange. This new technology has wide range of potential applications, and contracts are likely to become an increasingly common part of the economy.

Some have argued that smart contracts represent a new type of legal contract, analogizing the software’s code to a contractual …

Gender Mainstreaming In Trade Agreements: "A Potemkin Façade"?, Katrin Kuhlmann, Amrita Bahri Jan 2023

Gender Mainstreaming In Trade Agreements: "A Potemkin Façade"?, Katrin Kuhlmann, Amrita Bahri

Georgetown Law Faculty Publications and Other Works

The distributional outcomes of trade agreements have historically been uneven, creating both “losers” as well as “winners” and benefitting certain stakeholders while leaving others without benefits or even with negative repercussions. In particular, distributional outcomes can vary between women and men, since they play different roles in society, markets, and economies, and they enjoy different opportunities as well. At times, and sometimes by their very nature, trade agreements can restrict opportunities for women and further increase the gender divide. But in recent years, there has been a drastic upsurge in the number of countries that are incorporating commitments on gender …

Compensating And Taxing Land Regulations, Seng Wei, Edward Ti Jan 2023

Compensating And Taxing Land Regulations, Seng Wei, Edward Ti

Research Collection Yong Pung How School Of Law

In this article, I synthesise the literature regarding the law and economics approach dealing with compulsory acquisition. Contrary to the status quo, I reason that regulations not amounting to an acquisition, but which adversely affect economic value, should also be compensable from an efficiency lens. This can be accommodated within the existing jurisprudence by recognising that acquisition ‘gains’ can also include environmental amenities, rather than only limiting these to land or property in specie by the acquiring authority. Similarly, where landowners enjoy an uplift in value from regulations, some part of this windfall profit should be taxable. The article takes …

Magnetic Response Of A Two-Dimensional Viscous Electron Fluid, Aydin Cem Keser, Oleg Sushkov Jan 2023

Magnetic Response Of A Two-Dimensional Viscous Electron Fluid, Aydin Cem Keser, Oleg Sushkov

Turkish Journal of Physics

It has been established that the Coulomb interactions can transform the electron gas into a viscous fluid. This fluid is realized in a number of platforms, including graphene and two-dimensional semiconductor heterostructures. The defining characteristic of the electron fluid is the formation of layers of charge carriers that are in local thermodynamic equilibrium, as in classical fluids. In the presence of nonuniformities, whirlpools and nontrivial flow profiles are formed, which have been directly imaged in recent experiments. In this paper, we theoretically study the response of the electron fluid to localized magnetic fields. We find that the electric current is …

Sensing Translocating Polymers Via Induced Magnetic Fields, Şahi̇n Büyükdağli Jan 2023

Sensing Translocating Polymers Via Induced Magnetic Fields, Şahi̇n Büyükdağli

Turkish Journal of Physics

The requirement to boost the resolution of nanopore-based biosequencing devices necessitates the integration of novel biosensing techniques with reduced sensitivity to background noise. In this article, we probe the signatures of translocating polymers in magnetic fields induced by ionic currents through membrane nanopores. Within the framework of a previously introduced charge transport theory, we evaluate the magnetic field signals generated by voltage- and pressure-driven DNA translocation events in monovalent salt solutions. Our formalism reveals that in voltage-driven transport, the translocating polymer suppresses the induced magnetic field via the steric blockage of the ion current through the midpore. In the case …

Probing Exotic Neutral Current Interactions With Coherent Elastic Neutrino-Nucleus Scattering, Mehmet Demi̇rci̇ Jan 2023

Probing Exotic Neutral Current Interactions With Coherent Elastic Neutrino-Nucleus Scattering, Mehmet Demi̇rci̇

Turkish Journal of Physics

The Exotic Neutral Current introduces new interactions beyond standard model (BSM) which consist of all possible four-fermion nonderivative Lorentz structures: scalar (S), pseudoscalar (P), vector (V), axial-vector (A), and tensor (T). In this work, we investigate the prediction of this model via the Coherent Elastic Neutrino-Nucleus Scattering (CE$\nu$NS). The differential cross-section spectrum of CE$\nu$NS for three nuclei in regards to experiment advancement are calculated in the framework of this model independent proposal using recent obtained bound. We present the ratio of this exotic model with the SM for various threshold energies. Significant bound is shown lie in the lower threshold …
