There are many reports presenting expert policy recommendations, and a substantial volume of research supporting them, that detail what should shape and guide statutes for juvenile competency to stand trial. Ohio has adopted provisions consistent with some of these recommendations, which is better protection than relying on case law and the adult statutes, as some states have done. The United States Court of Appeals for the Federal Circuit was created in 1982 to unify and clarify patent law, inter alia. It was built from political compromise after the Hruska Commission, which studied the caseload crisis in the federal appellate courts in the 1970s, initially recommended creation of a new National Court of Appeals that would exist between the regional federal appellate circuits and the Supreme Court. The Federal Circuit judges admirably implemented these functions for four decades.

Las Vegas bearpoppy (Arctomecon californica) occurrences have fluctuated during the past several decades, in part due to interannual variability in rainfall that influences recruitment and mortality events; yet, development in the Las Vegas Valley continues to threaten habitat supporting this species. Arctomecon californica was petitioned for listing under the Endangered Species Act in 2019 and is currently under review to determine whether listing is warranted (USFWS 2020). The nest structure of two species of small mammals, Marmosa simonsi and Rhipidomys latimanus were recorded for the first time. Nests were found inside artificial nest boxes in a tropical dry forest remnant ecosystem in Western Ecuador. We described the nests and categorized them as rearing nest, permanent resting nest and transient refuge, depending on their intended use. Artificial nest boxes provide an optimal place for pup rearing and resting for these small mammals. These nest sites can be useful for ecological studies of behavior and habits of elusive, poorly-known mammalian species.

Parastacus pugnax is an endemic burrowing crayfish from the basins of the Mediterranean and Temperate Wet regions of Chile. For the first time, specimens were found incidentally in the Semiarid Region of Chile (Choapa River Basin). In these regions, hydrological changes derived from global warming and the intensive use of water for irrigation have resulted in highly fragmented habitats, where the effects of the dry season are exacerbated by periods of permanent drought. This paper discusses a number of categorizations of countries in dealing with emergencies. The development of studies on this typology is classified after a comparison of the approaches of countries analyzed by a number of experts. There are at least nine models used in this paper, namely; Roman Dictatorship Model, Neo Roman Model, Constitutional Emergency Powers, Statutory Authorization, Extra-Legal Action, The Executive Dictatorship, The Legislative Dictatorship, and The War Government. Some of these types have similarities and intersections in their use. Understanding the birth of this typology will enrich alternatives in dealing with emergencies more effectively and proportionally.

Using Asian Critical Race Theory and Resilience Theory, this qualitative study explores how Asian international college students experienced racism before and after the eruption of the COVID-19 pandemic and how they developed and used resilience to counteract that racism. Eleven Asian participants shared their counter-narratives through semi-structured interviews. Results reveal that, before the pandemic, participants were regularly subjected to racist acts and attitudes grounded in a deficit view of Asians that treated them as inscrutable foreigners, blamed them as individuals for perceived shortcomings in their home countries, dismissed their expertise outside of technical STEM fields, and failed to recognize their …
