Roadmap For Anti-Racism: First Unwind The War On Drugs Now, Steven A. Ramirez, Andre Douglas Pond Cummings
Roadmap For Anti-Racism: First Unwind The War On Drugs Now, Steven A. Ramirez, Andre Douglas Pond Cummings
Faculty Publications & Other Works
The War on Drugs (WOD) transmogrified into a war on communities of color early in its history, and its impact has devastated communities of color first and foremost. People of color disproportionately suffer incarceration in the WOD even though people of color use illegal narcotics at substantially lower rates than white Americans. As a result, the WOD led to mass incarceration of people of color at many times the rate of white Americans. Indeed, as a stark illustration of the power of race in America, even after Illinois and Colorado legalized cannabis, over-policing in communities of color resulted in a …

Toward A Socially Just Peace In The War On Drugs?: The Illinois Cannabis Social-Equity Program, Steven A. Ramirez, Andre Douglas Pond Cummings

Laudably, when Illinois legalized the recreational use of cannabis, it also sought to repair the damage wrought by the War on Drugs (WOD) through its social-equity initiatives. That harm included excessive and disproportionate incarceration in communities of color, over-policing within those communities, and all of the social and economic harms implicit in those realities. This harm necessarily creates intergenerational harm, as parents and children lose necessary pillars of support. Moreover, compelling evidence suggests that the progenitors of the WOD intended this harm. Measured against this historic social injustice, the social equity efforts in Illinois fail to secure a material unwinding …
Police Vehicle Searches And Racial Profiling: An Empirical Study, Stephen Rushin, Griffin Sims Edwards
Police Vehicle Searches And Racial Profiling: An Empirical Study, Stephen Rushin, Griffin Sims Edwards
Faculty Publications & Other Works
In 1981, the U.S. Supreme Court held in New York v. Belton that police officers could lawfully search virtually anywhere in a vehicle without a warrant after the arrest of any occupant in the vehicle. Then, in 2009, the Court reversed course in Arizona v. Gant, holding that police could only engage in vehicle searches after such arrests in a smaller number of extenuating circumstances. This series of cases became a flash point for the broader debate about the regulation of policing. Law enforcement groups argued that administratively complex rules, like those established in Gant, risk officer safety. …
Mapping Racial Capitalism: Implications For Law, Carmen G. Gonzalez
Mapping Racial Capitalism: Implications For Law, Carmen G. Gonzalez
Faculty Publications & Other Works
The theory of racial capitalism offers insights into the relationship between class and race, providing both a structural and a historical account of the ways in which the two are linked in the global economy. Law plays an important role in this. This article sketches what we believe are two key structural features of racial capitalism: profit-making and race-making for the purpose of accumulating wealth and power. We understand profit-making as the extraction of surplus value or profits through processes of exploitation, expropriation, and expulsion, which are grounded in a politics of race-making. We understand race-making as including racial stratification, …

Examining Middle And High School Administrators Strategies To Support Parent Involvement And Student Achievement, Rosalind Marie Ellis
Walden Dissertations and Doctoral Studies
Middle and high school administrators in a Midwest school district needed to implement strategies to support parent involvement. The purpose of this qualitative case study was to examine how middle and high school administrators implemented strategies to support parent involvement that may influence student achievement. The conceptual framework that supported this study was Epstein’s framework of six types of involvement. The research questions focused on how middle and high school administrators implemented strategies to support parent involvement that may influence student achievement and how the administrators perceived the effectiveness of the strategies they implemented. Semistructured interviews were used to collect …

"Micro‐Cultures" Of Conflict: Couple‐Level Perspectives On Reasons For And Causes Of Intimate Partner Violence In Young Adulthood, Peggy C. Giordano, Mackenzie M. Grace, Monica A. Longmore, Wendy D. Manning
Sociology Faculty Publications
Objective
To highlight the development of young adult couples' shared understandings about reasons for conflict in their relationships, views about why some disagreements included the use of aggression ("causes"), and gendered perspectives on these relationship dynamics.
Background
Feminist theories have centered on relationship dynamics associated with intimate partner violence (IPV), but have focused primarily on men's concerns (e.g., jealousy) and use of violence as a means of control over female partners. The current analysis drew on symbolic interaction theory as a framework for exploring couple-level concerns, and ways in which dyadic communication contributes to these understandings, or what can be …

African American Men’S Experiences With Reentry Programs With Employment And Wraparound Services, Trelles Evans
Walden Dissertations and Doctoral Studies
The problem that was addressed in this study is the high cost that communities pay when African American men returning home from prison do not receive proper resources to prepare them for returning to the community and then end up reincarcerated due to criminal behavior and violations of parole or probation. The purpose of this qualitative phenomenological study was to explore the daily lived experiences of African American men between the ages of 30 and 50 who receive real-life transitional employment with wrap-around service opportunities through reentry programs. No research was found that explored the daily experiences of those individuals …

The Correlation Between Laura’S Law And The Incarceration Of The Mentally Ill In A Southwestern State, Aaron Alarcon-Bowen
The Correlation Between Laura’S Law And The Incarceration Of The Mentally Ill In A Southwestern State, Aaron Alarcon-Bowen
Walden Dissertations and Doctoral Studies
Assisted outpatient treatment and involuntary outpatient treatment laws refer to the power of the court system to order community-based treatment without hospitalization to individuals with a mental illness diagnosis. Studies have linked these laws to a decrease in the use of incarceration among this population. The effectiveness of the assisted outpatient treatment law in a Southwestern state, known as Laura’s Law, has not been studied. With a theoretical foundation based on the social contract and multiple streams analysis theories, a quantitative, casual, comparative study using an independent t test was centered on determining whether the mean numbers of incarcerated individuals …
Educators’ Perspectives On The Use Of Restorative Practices In Urban High Schools, Janora Michelle Holmes
Educators’ Perspectives On The Use Of Restorative Practices In Urban High Schools, Janora Michelle Holmes
Walden Dissertations and Doctoral Studies
African American youth are suspended and expelled at a higher rate than their nonminority (White) counterparts. Punitive processes such as zero-tolerance policies result in suspensions and expulsions, removing African American youth out of the classroom, and increasing the risk of dropping out and diminishing opportunities for academic success. The purpose of this study was to explore the role of restorative practices in urban high schools through the perspectives of urban educators. For the purpose of this study, the term urban was defined as predominantly African American. The theoretical foundation of this basic qualitative research was Canter and Canter’s assertive behavior …

Conceptualizing Attorney Motivation: A Study Of The Representatives For Parents And Children In The Child Welfare System, Shannon Moody
Theses and Dissertations--Social Work
Background. Attorneys who represent parents and children in dependency, neglect, and abuse (DNA) proceedings are key in influencing the outcomes of the cases they carry. These influences include the length of time a child spends in the custody of the state or the necessity for foster care, visitation with family members, length of time to reunification, and recommended services for the child and parents (Courtney & Hook, 2012; Goldman, 1993; Thornton & Gwin, 2012; Zinn & Peters, 2015). The American Bar Association’s analysis is that there are “four constants: high caseloads, low compensation, inadequate training, and lack of supervision” …
Opioid Use Disorder Treatment With Buprenorphine: Analysis Of Treatment Utilization And Associated Outcomes In Kentucky, Feitong Lei
Theses and Dissertations--Epidemiology and Biostatistics
Opioid use disorder (OUD) is chronic opioid use that results in clinically significant suffering, impairment, or even death. The opioid epidemic in the United States has become a public health and economic crisis, affecting patients' well-being and the nation's overall health and welfare. Eastern Kentucky was among the first regions affected by the opioid crisis, and Kentucky has historically ranked among the top five states for age-adjusted drug overdose mortality rate.
There are three medications (buprenorphine, methadone, naltrexone) approved by the U.S. Food and Drug Administration to treat OUD. As a partial opioid agonist, buprenorphine is a safe medication for …
