Freedom of Information Requests (FOIRs) provide the window of access to COVID-19 vaccine supply contracts in times of crisis, yet for COVID-19 supply contracts, FOIRs have recorded limited success due to barriers which have either been legal, institutional, political or a combination of all of these. Despite State’s commitment to freedom of information and open contracting at both the national and international level, the urgency to procure vaccines led many countries to prioritize public health goals over protecting the public’s right of access to information. This thesis utilizes three case studies to measure the rise of terrorism in Africa. This qualitative data leads the reader to one ultimate question: what does the rise in terrorism in Africa mean for the United States (U.S.) and U.S. policymakers, National Security academia, students in National Security, if anything at all? The political push for the adoption of state-level "green amendments" in the United States has gained significant traction in just the last couple of years. Green amendments add an environmental right to a state's constitution. Five such amendments were made in the 1970s in Pennsylvania, Montana, Hawaii, Massachusetts, and Illinois. This Article looks in depth at the case law that has developed the contours of these constitutional environmental rights in the wake of the political revival of environmental constitutionalism in the United States. The housing vacancy issue has long been a concern for community development and urban planning, especially in old industrial cities since the second half of the 20th century. Following the subprime lending crisis in 2007, the problem of housing vacancy again attracts attention as it causes problems like housing inequity, neighborhood redevelopment, and spatial justice in most U.S. cities. This dissertation systematically builds up an analytical framework to explore the mechanism of housing vacancy, using Buffalo urban area as a case study. It seems to have fallen out of fashion to talk about judges as a source of criminal justice reform. Instead, the academic literature now focuses on the role that prosecutors and legislatures have played in mass incarceration. But judges have also played an important role in the phenomenon that has come to be known as mass incarceration. Prior to 2008, legal scholars who examined the Second Amendment fell roughly into two camps: those who believed “the right of the people to . . . bear arms” only covered state militias, and those who believed it extended to individual citizens.

After District of Columbia v. Heller conclusively established that the “Second Amendment conferred an individual right to keep and bear arms," discussion of the collective right to bear arms largely receded from public discussion and most litigation surrounding the Second Amendment shifted to define the outer edges of the individual right. The presidency of Donald Trump may have produced the most chaotic use of the constitutional pardon power in American history. Trump granted clemency to war criminals, to close friends, to celebrities, and to the friends of celebrities, with much of it coming in a mad rush at the end of his single term. At the epicenter of the Asian longhorned beetle (Anoplophora glabripennis Motschulsky) quarantine zone in South Carolina, a small island containing an actively growing subpopulation of A. glabripennis had not completely killed its 37 host trees in 2020. Before these trees were removed and destroyed according to the USDA Eradication Program protocols, I performed an observational study to examine the microhabitat selection tendencies of the invasive A. glabripennis within this satellite infestation. After cataloging >14,000 oviposition sites and >1,600 exit holes created by A. glabripennis, I found dispersal trends according to a host’s stem status (single or multi-stemmed), vertical …

March 2020 brought an unprecedented crisis to the United States: COVID-19. In a two-week period, criminal courts across the country closed. But, that is where the uniformity ended. Criminal courts did not have a clear process to decide how to conduct necessary business. As a result, criminal courts across the country took different approaches to deciding how to continue necessary operations and in doing so many did not consider the impact on justice of the operational changes that were made to manage the COVID-19 crisis. Emergency calling services have continued to use the 9-1-1 phone number to share information about a medical emergency for around 60 years. However, there are limitations to the current emergency call services that can have improved communication, speed, and accuracy with the implementation of advancing technology. By examining the experience and opinions of 9-1-1 medical emergency callers, we are able to investigate the design of 9-1-1 services to enhance the call experience. The U.S. construction industry is experiencing an increase in demand for further implementation of modular construction due to the significant productivity and project cost-reducing benefits it provides. However, there exist challenges with the modular method, and many of them are well covered by previous studies, except for the effects of transportation-induced impact/vibration on volumetric modules. My paper examines the history of the Historic Westside (HWS) in Las Vegas, Nevada, and how community development decisions made by city officials have led to the marginalization of this area. Specifically, my paper examines the impact of discriminatory policies and practices on the HWS, including inadequate infrastructure, racist housing policies, and economic abandonment. In doing so, I draw on a range of sources, including archival materials, interviews, and secondary literature, to provide a comprehensive analysis of the social, economic, and political factors that have contributed to the marginalization of the HWS. ABSTRACT: Recent bridge failures due to hurricane-generated storm surges and riverine flood events have highlighted the vulnerability of bridge infrastructure to extreme hydrodynamic loading. In addition to posing an immediate risk to human life, bridge failures can hinder evacuation planning and emergency response efforts. Changes in flood frequency and intensity due to climate change and urbanization may alter the hydrodynamic conditions along urban streams, further stressing bridge infrastructure designed based on historical flow conditions. Disproportionate minority contact (DMC) is a salient issue that has been found at every stage of the decision-making process in the juvenile justice system (Hawkins & Kempf-Leonard, 2005; Kempf-Leonard, 2007; Bishop, 2005; Leiber, Bishop, & Chamlin, 2010; Leiber & Stairs, 1999). This grounded theory study explores the handling qualities of an autonomous, large UAS based upon semi-structured interviews with eleven MQ-4C Triton air vehicle operators (AVO). Through inquiry into the tasks and difficulties experienced during operation of Triton, themes regarding the role of the AVO, the role of the automation, and the role of the interface were developed using the constant comparative method. Big data and algorithmic risk prediction tools promise to improve criminal justice systems by reducing human biases and inconsistencies in decision-making. Yet different, equally justifiable choices when developing, testing and deploying these socio-technical tools can lead to disparate predicted risk scores for the same individual. Synthesising diverse perspectives from machine learning, statistics, sociology, criminology, law, philosophy and economics, we conceptualise this phenomenon as predictive inconsistency. We describe sources of predictive inconsistency at different stages of algorithmic risk assessment tool development and deployment and consider how future technological developments may amplify predictive inconsistency. Two decades of wars in Iraq and Afghanistan have concluded, bringing an end to the longest military conflicts in the history of the United States of America. Following the example of post-war history, the military’s posture is to reduce personnel end-strength. The post-war military requires fewer soldiers, and a significant number of transitioning officers make the journey from military to civilian employment. This quantitative study discovered the knowledge, skills, and abilities of combat-experienced, active-duty, Army field-grade officers and explored the change from military to civilian employment.
