Nebraska Beef Cattle Reports
A five-year study (2015–2019) evaluated profitability of planting and grazing an oats cover crop after early harvested corn silage in eastern Nebraska. Oats were typically planted in the first week of September. Stocking rate ranged from 1.7 to 0.6 steers per acre and was based on oats biomass. Calves were turned out in early November each year and allowed to graze until oats biomass or weather limited intake. Grazing period ranged from 30 to 69 days. Average daily gain of calves ranged from 3.35 to 1.29 pounds with an average of 1.97 pounds. Shortened grazing seasons in some years were …

No New Tax Cuts? Examining The Rescue Plan's New State Tax Limits, Conor Clarke, Edward G. Fox
Law & Economics Working Papers
In this article, Clarke and Fox examine the American Rescue Plan Act’s restrictions on state tax cuts, arguing that the restrictions are a variation on more familiar maintenance-of-effort provisions. These provisions are common, and are designed to help ensure that federal grants supplement rather than supplant state spending by requiring the state to maintain its level of spending on a program. Clarke and Fox conclude that the Rescue Plan’s requirements create similar incentives, and argue that the similarity makes it more likely that the act’s tax provisions are consonant with the Constitution’s spending clause.

Communicating public health guidance is key to mitigating risk during disasters and outbreaks, and ethical guidance on communication emphasizes being fully transparent. Yet, communication during the pandemic has sometimes been fraught, due in part to practical and conceptual challenges around being transparent. A particular challenge has arisen when there was both evolving scientific knowledge on COVID-19 and reticence to acknowledge that resource scarcity concerns were influencing public health recommendations. Drinking water quality requirements focus mainly on removing hazardous substances from the water supply, making it safe to drink and appropriate for livestock use. However, there is a concern that high mineral content in water may affect the drinking behavior of heifer calves, which may affect health and performance. In South Dakota, the primary water sources for agricultural use are surface or groundwater. Water quality varies between different regions of the state; in the eastern part of the state, the water is classified as “hard water” and calcium is the primary mineral found in the water. Can the Securities and Exchange Commission (SEC) unilaterally deny a United States citizen the right to challenge the constitutionality of the agency's administrative hearings in district court? The SEC thinks so, but it makes no sense for these constitutional challenges to be brought in the very proceeding that allegedly, and likely, violates the U.S. Constitution. The appellate courts mostly agreed with the SEC, until recently when the Fifth Circuit held that the district courts should hear these claims. The novel Coronavisur-19 (COVID-19) has caused s widespread loss of life in the United States and globally and wrought enormous changes to our culture and lives. COVID-19 also has caused and intensified food insecurity, especially for immigrants. The pandemic has made visible and exacerbated longstanding problems of food insecurity and hunger in America. This paper suggests several approaches to mitigating food insecurity. Focusing on the immigrant community, the author argues that we can reduce hunger by reexamining and reinvigorating existing community resources and practical strategies, including neighborhood ethnic food stores, community gardens, advocacy, and outreach programs; and by enlisting specific …

American law enforcement is regarded as one of the most stressful occupations in the United States, involving repeated exposure to threatening or challenging encounters and the risk of severe injury and death. A voluminous literature has documented various psychophysiological implications of police stress, including morbidity and premature mortality. Adverse childhood experiences (ACEs) are potentially traumatic stressors during one’s formative years, such as abuse, neglect, and household violence and dysfunction. The purpose of this study was to determine how communicating authentic agricultural information using an infographic affects Millennial and Generation Z students’ perceptions of genetically modified organisms (GMO) and to determine the perceptions of college students regarding the infographic used to convey agricultural messages. This study used survey research methods with open- and closed-ended questions administered through Qualtrics. The questionnaire was designed with five sections including a pre-questionnaire, content presentation, post-questionnaire, infographic perception questionnaire, and demographics section. Cost-effective weed suppression is an important consideration for tomato growers. Growers often choose methods which minimize hand labor, as hand weeding can be prohibitively expensive. This project determined economic viability of high tunnel tomatoes treated with several methods of weed control, both organic and chemical. These methods included: 2-week hand weeding, 1-week hand weeding, preemergent herbicide application (plots sprayed with herbicide prior to weed emergence), straw mulch (plots bedded with straw), landscape fabric (plots covered in fabric), and untreated weedy control plots. Current commercial production practices typically do not mimic the natural environmental conditions of ancestral poultry species, specifically lighting. The current study aimed to evaluate the impact of genetics and the effect of sunrise/sunset lighting on the stress response of 4 genetic lines of Coturnix quail. Digestibility markers are used to determine total digestibility without collecting total feces, which reduces time and labor and allows greater numbers of animal observations to be obtained. The goal was to determine if the digestibility marker acid detergent insoluble ash (ADIA) was fully recovered, and based on that information, determine the accuracy of total digestion predictions using ADIA. Different proportions of sericea lespedeza hay and alfalfa silage were offered to 16 gestating Dorper ewe lambs (Ovis aries) (41.8 ± 4.61 kg body weight) to determine digestibility. More than 37 billion dollars of pet food was sold in 2019, a sum that increased to approximately 42 billion dollars in 2020. In fact, forty-two of the fifty states have pet food facilities producing more than 3 million tons of animal-based pet food ingredients. Yet, in the last decade, multiple pet food brands have been found to contain trace amounts of euthanasia ‘death drugs’ and are made from 3D or 4D animals — those that are dead, dying, diseased, or disabled. CONTEXT: The COVID-19 pandemic led to an abrupt disruption in access to services and personnel for collegiate student-athletes in the spring and summer of 2020. We sought to identify the effects of this unprecedented change by examining the psychological well-being, changes to normal routines, and return-to-play considerations of current student-athletes in order to guide support for both current and future student-athletes who may face similar situations. METHODS: We utilized a phenomenological approach to interview a purposeful sample of eighteen collegiate student-athletes (7 males, 11 females; mean age = 20 years) from across the United States. Amid social distancing restrictions, community gardening becomes a focal point of one honors program. While providing fresh produce to the campus food pantry, this student-run initiative generates a new setting for experiential and service learning.
With the onset of the COVID-19 pandemic, honors programs across the U.S. struggled to maintain community as higher education moved largely to a virtual setting. Although this shift produced numerous innovations in creative programming, real social interaction greatly diminished. Research has indicated that child behavior is highly influenced by both the quantity and quality of father involvement. Despite the awareness of the important role father’s play, many parenting studies fail to focus on the father-child relationship. Furthermore, lower income families are especially important to examine due to the increased risk of lower father involvement. Identifying sources of resilience in low-income communities is needed. Since late 2016, Ningxia has drawn attention as a new target in Beijing’s drive to “Sinicize Islam.” The removal of overt signs of the Islamic faith and Arab influences is viewed as representing a new front in the CCP’s sweeping rollback of religious freedom. Is Ningxia another Xinjiang as both the party and its critics fear? This paper argues that it is not at the empirical level but shares with Xinjiang key underlying dynamics at the systemic level. The town of Nosara on Costa Rica’s Nicoya peninsula is home to a vibrant community of diverse residents and is adjacent to an important turtle nesting site. However, tensions between lifelong residents, more recent transplants, visitors, and developers have increased as more of the world discovers this once-isolated haven. Climate change, income inequality, and alienation from a distant government apparatus have further complicated effective land-use planning and fractured social cohesion. The 2020 election, uniting control of the political branches in the Democratic party, opened up a realistic possibility of immigration reform. Reform of the immigration system is long overdue, but in pursuing such reform, Congress should cast a broad net and recognize the health policies embedded in immigration laws. Some immigration laws undermine health policies designed to improve individual and population health. For example, immigration inadmissibility and deportability laws that chill noncitizens from enrolling in health-promoting public benefits contribute to health inequities in immigrant communities that spill over into the broader population—a fact highlighted by the still-raging COVID-19 pandemic. Background: Partner support improves breastfeeding initiation and continuation among mothers. However, few studies have explored partner support for breastfeeding among Black women living in the southeastern U.S., who report the lowest rates nationally of breastfeeding compared to women of other racial groups.
