Detained noncitizens experiencing serious intellectual and mental health disabilities are among the most vulnerable immigrant populations in the United States. The Executive Office for Immigration Review’s (EOIR) creation of the National Qualified Representative Program (NQRP) following a class action lawsuit was an important step in finally bringing meaningful protections to this population. The EOIR pledged to ensure government-paid counsel for those facing removal who had been adjudicated “incompetent” by an immigration judge, as well as other protections for those who had been identified as having a “serious mental disorder” but who had not yet been found incompetent. Moving Elementary School English Learners Forward: Understanding How Covid-Era School Disruptions Impacted English Learner Education, Danielle Vissering

In the first semester of my honors thesis, I looked at how big events like COVID-19 affect non-heritage English speakers. Through my research, I was able to compile a literature review to see what challenges ELL students face, and how we could overcome those difficulties. This then led me this semester to look at what strategies could better assist ELL students in the classroom. To understand how teachers are working with students in classrooms now I interviewed teachers and observed classrooms to find out what strategies, technology, and resources could help ELL students.

College students face a vast array of basic needs challenges that can impact their ability to thrive inside and outside of the classroom. Basic needs can include (but are not limited to) food and housing security, healthcare for mental and physical health/well-being, childcare, resources for personal hygiene, and more. Utah State University has many programs and services that aim to support the basic needs of students. In addition, there are many off campus resources that students are often eligible for. Being aware of the resources available and connecting students to those resources is essential when helping students navigate these hardships. …

Northern Vistas: A Retrospective Of The Rural Alaskan Volunteers In Service To America Program 1965-1971, Carol Fuiten Hoefler
Arctic and Northern Studies
This thesis examines the Volunteers in Service to America program as it operated in rural Alaska from 1965 to 1971. Oral histories, correspondence from the volunteers, trainers and stakeholders offer a rich historical perspective of the program's successes and failures. Remote and underdeveloped village conditions presented daunting operational challenges to the program and its volunteers. During the study period, rural Alaska underwent dramatic social and political changes as recent statehood and looming resource development necessitated resolution of Native land claims. A series of new federal anti-poverty initiatives and the transfer of existing agencies to state and local oversight presented opportunities …

Illegal Homeless Encampments In California: Using The Com-B Framework To Transform A Public Health Nuisance Into A New Housing Development Model, Desiree E. Orozco

California has the highest homeless population, with over 161,000 people experiencing homelessness. Despite approving a billion dollars in grants for the 2018-2019 budget, The 2021 Annual Homeless Assessment Report (AHAR) to Congress revealed California had an increase of over 3,500 individuals staying in shelters between 2020-2021. The multi-faceted and multi-dimensional issues of homelessness and policies make it difficult to prevent individuals experiencing homelessness from living in illegal encampments. Therefore, the author proposes a multi-prong approach to homelessness in California grounded in theories of the Socio-Ecological Model (SEM) and COM-B model and informed by housing first and permanent supportive housing practices. …

Domestic violence or interpersonal violence (IPV) is a serious public health issue in the United States. IPV is commonly considered to be an issue that occurs in adult relationships. However, most victims of IPV first experience some form of IPV during adolescence, which is known as teen dating violence (TDV). In the United States, TDV impacts about 26% of female and 15% of male adolescents. In Southern California (Orange County) approximately two thirds of adolescents have experienced some form of TDV.
