This thesis analyzes the establishment of a zone, free of nuclear and other weapons of mass destruction (WMDFZ), in the Middle East. It argues that the proposed Middle East zone constitutes a normative regulatory strategy for promoting nonproliferation and disarmament in the region in support of broader, international nonproliferation and disarmament efforts. It addresses the subject of the zone through the lens of Martha Finnemore and Kathryn Sikkink’s norm life cycle model, which asserts that norms first emerge (norm emergence), then spread throughout a given population (norm cascade), and then become internalized as standard practice by members of the population …

Close to the entrance of Cairo’s legendary Tahrir Square, a tent adorned with the Syrian flag houses photographs of the brutality of 18 months of atrocities and casualties of the Syrian uprising. My proposed thesis will examine Syrians who migrated to Cairo fleeing the violence in Syria, where escalating battles between rebel forces and the Syrian army continue to push hundreds of thousands of Syrian civilians into Turkey, Jordan, Lebanon, and Iraq. UNHCR, the UN refugee agency, estimates it has assisted more than 700,000 registered Syrian refugees in these countries since the revolution kicked off in March 201, a number …

This study focuses on the problem of slums or ‘ashwa’iyyat in Egypt and its placement on the public agenda. For this, the researcher studied the case of the development and upgrading project of ‘ashwa’iyyat Zeinhum which was implemented by the Egyptian Red Crescent (ERC), an Egyptian non-governmental organization, for more than ten years from 1998 through 2009. The study analyzed the Zeinhum case mainly from two perspectives. The first is the more general perspective, in which Zeinhum was looked at as part of the bigger context that has to do with the government’s general strategy during Mubarak’s period, towards ‘ashwa’iyyat …

Biennial Conference: The Social Practice of Human Rights
How are counter-norms manufactured, and what are their components? Current literature on norm diffusion largely views the process as linearly progressive. In other words, norms progress towards greater inclusion. However, notable cases such as Russian President Vladimir Putin’s controversial use of traditional values in the UN Human Rights Council demonstrates a potential backlash to this progression. Building on our previous case study work of Russian anti-LGBTQ rhetoric and its spread to the United States, in this paper we examine the timing and content of anti-LGBTQ rhetoric using text analysis. This allows us to model the sequencing of messaging and whether …

The emerging needs of operators to enhance the users' mobility and to increase their productivity, have raised a need for an architecture that can facilitate the ability of mobile users to conduct business anywhere, anytime, from any device with the same amenities offered in their home networks. The escalation of cyber attacks enforces any technology underpinning mobility to span the spectrum of network services with integral security capabilities to protect both the mobile users and the enterprise network. This study analyzes the depiction of Christians and the Christian-Muslim relationship in the Egyptian cinema. The researcher aimed to conduct a content analysis of all movies depicting Christian characters, a list that includes 49 movies presenting Christian was compiled, out of which 35 movies were reachable and so analyzed. The researcher aimed at exploring if the Egyptian cinema has captured changes with respect to Christians and their relationship with their Muslim counters throughout the time span covered in this study. The detention of migrants and asylum-seekers on administrative grounds is common practice in Germany and Austria. Administrative detention in migration settings mainly aims at facilitating deportation procedures but can also lead to deterrence. A definition for deterrence in pre-deportation detention settings is developed in this paper and applied to three German and three Austrian court cases. In this way, it is possible to show how deterrence occurs and what it looks like. Broad discretionary powers and insufficient training for law enforcement agents, such as the immigration police, as well as vague standards and procedures, play a role in the occurrence …

This piece focuses on stateless persons outside their country of origin/habitual residence who are now in Egypt. A number of stateless persons have been detained because of their illegal entry into Egypt, and because of their lack of deportability, their detention becomes indefinite. There are also a number of stateless persons who are not under the protection of the UNHCR Cairo living in Cairo, who are at risk of indefinite detention because of their lack of documentation. New wars are defined by their innate disposition to blur distinctions and human rights violations while structurally undermining the enjoyment of human rights. These wars are self-fueling human rights cataclysms that destroy society and its social contract by blurring the distinction between government, army and people. These characteristics prolong into what is perceived as post-conflict and blur the distinction between war and peace. The lack of acknowledgment and understanding of these characteristics among the actors who provide relief and seek resolution to the conflict undermines the effectiveness of their actions and the coordination among them resulting in aid gaps. The long-running controversy in international refugee law over the concept of safe third countries is particularly challenging when refugees migrate irregularly from urban settings. While urban-based refugees often face a distinct set of human rights violations, the complexity that characterizes how these abuses fit into the larger picture of urban poverty and state ineffectiveness, combined with continued ambiguity concerning the minimal standards of protection necessary to allow a state to return a refugee to a first country of asylum, allows receiving states to deny protection obligations by relying on the argument that the hardships compelling movement, if they did not …

Conduct disorder and behavioral problems in children are the 6th most prominent childhood health disorder within the United States of America. Early recognition and interventions have shown to improve outcomes and reduce lifelong adult sequela. Evidence suggests that primary care providers are not confident or knowledgeable about identification and assessment of the disorder. The manuscript examines the prevalence, co-morbidities, trajectories, mortality risk and outcomes of conduct disorder. Health disparities and diagnostic stigma are also addressed. Additionally, the manuscript provides primary care providers with evidence-based research and recommendations for prompt identification and screening. This chapter reports on a study that focuses on a special agent of change: the classroom teacher and their bilingual skills in preparation for the challenge of teaching in Spanish and English. The new generation of practicing bilingual educators and those presently preparing to teach, have lived in a context that, although restricted by language policies for schooling, have developed coping mechanisms and maintain skills in both languages, Spanish as a native language and English as the language of schooling. Safety of navigation is essential for the global economy as maritime trade accounts for more than 80% of international trade. Carrying goods by ship is economically and environmentally efficient, however, a maritime accident can cause harm to the environment and local economies. To ensure safe passage, mariners tend to use already familiar routes as a best practice; most groundings occur when a vessel travels in unfamiliar territories or suddenly changes its route, e.g., due to extreme weather. In highly trafficked areas, the highest risk for ships is that of collision with other vessels in the area. In these situations, a …
