Notre Dame Journal on Emerging Technologies
What I offer below is a theoretical framework for evaluating competing societal interests: the value our society assigns to the free-flow of information to the public, including highly sophisticated computergenerated analyses of gargantuan data sets—information that helps inform better individual and collective decision-making; and on the other hand, the value we place on privacy even in the context of technological advances. One’s most personal actions and thoughts—what we type into search engines, which videos we watch, for how long or how often, which books or articles we read, with whom we communicate and the contents of those communications—should not be …

Cops In Scrubs, Ji Seon Song
Florida State University Law Review
An encounter with police often involves more than just the police officer and the individual person. This Article highlights one particular actor integral to police investigations: the medical professional. Medical professionals, whether they be physicians, nurses, nurse practitioners, or other healthcare providers, become part of investigations in many ways. They notify police of crimes. They facilitate police questioning. They provide information gleaned from patient conversations, patient belongings, and their bodies. _The intertwined relationship between medical professionals and law enforcement is embedded in the legal and regulatory framework. A constellation of laws directs medical professionals to cooperate with law enforcement with …

The Impact Of Socioeconomic Status (Ses) On Cognitive Outcomes Following Radiotherapy For Pediatric Brain Tumors: A Prospective, Longitudinal Trial, Victoria A. Torres, Jason M. Ashford, Evelyn Wright, Jiahui Xu, Hui Zhang, Thomas E. Merchant, Heather M. Conklin
Faculty and Student Publications
Background: Socioeconomic status (SES) is a determinant of cognitive and academic functioning among healthy and ill children; however, few pediatric oncology studies examine SES and long-Term cognitive functioning. The current study systematically investigated SES as a predictor of cognitive outcomes among children treated for localized brain tumors (BT) with photon radiation therapy (RT). Methods: 248 children treated on a prospective, longitudinal, phase II trial of conformal RT (54-59.4 Gy) for ependymoma, low-grade glioma, or craniopharyngioma were monitored serially with cognitive assessments (intelligence quotient [IQ], reading, math, attention, adaptive function) for 10 years (2209 observations, median age at RT = 6.6 …

Unjust Isolation: The Diminishing Returns Of Solitary Confinement Of Pregnant Women And California’S Need To Regulate It., Richard Lee
Hastings Journal of Crime and Punishment
California’s state prison system lacks sufficient regulations to restrict the use of solitary confinement for pregnant women. Under the current system, the California Department of Corrections and Rehabilitations (CDCR) possesses broad discretion regarding the use of solitary confinement, administrative segregated housing, or other forms of isolated placement. According to the CDCR manual, prison officers may place a pregnant woman in solitary confinement as long as her medical condition does not “preclude” that placement. This standard, which vests an inappropriate amount of discretion in prison officers, is deeply insufficient to prevent the negative consequences of subjecting pregnant women to solitary confinement. …
Mitigating Calcium Oxychloride Damage In Cementitious Paste And Concrete Utilizing Supplementary Cementitious Materials, Casey Jones
Graduate Theses and Dissertations
It is understood among engineers in the United States (U.S.) that improvement is needed throughout the transportation infrastructure. In the 2021 Infrastructure Report Card produced by the American Society of Civil Engineers, the roadways of this nation merit a D. This leaves room for improvement in order to provide durable pavements throughout this nation. Areas with significant winter weather may have exacerbated effects in decreased roadway longevity due to freezing/thawing cycles and the use of chemical deicers to mitigate gelid roadway conditions. Much research focuses on surface scaling and reinforcement corrosion using these materials; however, joint deterioration, due to chemical …

A Model For Integrating Rail Services With Other Transportation Modalities: Identifying The Best Practices And The Gaps For California’S Next State Rail Plan, Eric Peterson, Wenbin Wei, Lydon George
Mineta Transportation Institute
The California State Rail Plan (CSRP) is among the best rail plan documents published by any jurisdiction in the United States to date. As such, the CSRP is used in this paper as the basis of comparison to other state rail service plans. These plans will have been submitted to the Federal Railroad Administration (FRA) on record as of June 2020—as required under Section 303 of the Passenger Rail Investment and Improvement Act (PRIIA) of 2008. The purpose of this paper is to identify the best practices and gaps that may inform California and other states in their future rail …

Background: Pharmaceutical fraud can be very profitable. Those working in pharmaceuticals are in a tempting position as the nature of the product and supply is complex, making detection of fraud difficult and expensive. However, a reliable pharmaceutical supply can often be a life-or-death situation for patients. Thus, when detection of fraud occurs, a Regulator's Dilemma often emerges (recall a drug for which a supplier is the sole source, or allow a substandard product to be sold)—generally resulting in pharmaceutical companies receiving minimal penalties even for the worst acts. Despite pharmaceutical companies' unique leverage over regulators and profitability, studies are rare …

Many of the sites of the worst outbreaks of the disease caused by the novel coronavirus (COVID-19) are America’s prisons and jails. As of March 2021, the virus has infected hundreds of thousands of incarcerated people and well over two thousand have died as a result contracting the disease caused by the virus. Prisons and jails have been on perpetual lockdowns since the onset of the pandemic, with family visits suspended and some facilities resorting to solitary confinement to mitigate the virus’s spread, thereby exacerbating the punitiveness and harmfulness of incarceration. With the majority of the 2.3 million people incarcerated …

Remote Work Policy - Staff
Human Resources Policies
Remote work is a work arrangement in which staff in certain positions may receive approval to routinely perform their regular job responsibilities away from their primary business location. Remote work is intended to allow qualifying staff members to continually be productive while promoting work-life balance. Often employees in certain positions and employers find well-developed remote work programs allow for increased productivity overall and increased work satisfaction. These changes occur due to the remote worksite being more free from distractions therefore allowing for certain work to be better accomplished there, while maximizing those irreplaceable interactions and tasks that can only occur …

Deason Center Reports
Budding Change explores what happened when Dallas County District Attorney John Creuzot (DA Creuzot) radically changed his office’s policies about the prosecution of first-time misdemeanor marijuana cases. The report concludes that DA Creuzot’s 2019 policies were associated with significant reductions in police enforcement of marijuana misdemeanor laws. As a result, marijuana screening caseloads within the District Attorney’s Office declined substantially. Budding Change shows that prosecutorial policies can have a profound impact on policing behaviors.
