Instance Segmentation Of Public Safety Objects In Rgb Image From Indoor Scene To Build Rich Interior Hazard Maps, Mazharul Hossain
Electronic Theses and Dissertations Archive
An accurate model of building interiors with detailed annotations is critical to protecting first responders and building occupants during emergencies. First responders and building occupants can use these 3D building models to navigate indoor environments or to vacate the building safely. Light Detection and Ranging (LiDAR) is a commonly used remote sensing method that uses light (laser) to create a 3D map. However, it provides a low-resolution point cloud, which makes it difficult for first responders to identify objects of interest directly in the point cloud. More specifically, small safety objects do not have a clear presence in the point …
Intervention And Reaction: Florida Newspapers And United States Entry In World War I, C. Peter Ripley
Intervention And Reaction: Florida Newspapers And United States Entry In World War I, C. Peter Ripley
Florida Historical Quarterly
Florida newspapers largely ignored the war in Europe until 1917. In early January there was only an occasional mention of the international situation except for brief reports on the fighting. But by mid-February the possibility, and in some cases the inevitability, of United States involvement in the war was a major editorial topic. A month later a majority of the papers favored America’s joining the crusade to make the world “safe for democracy.”

Temporal Trends And Drivers Of Mountain Lion Depredation In California, Usa, Justin A. Dellinger, Daniel K. Macon, Jaime L. Rudd, Deana L. Clifford, Steven G. Torres
Human–Wildlife Interactions
Increasing human populations and expanding development across the globe necessitate continual progress in understanding and mitigating human–wildlife conflict. California, USA has the largest human population and at least half of the state is suitable mountain lion (Puma concolor) habitat. The juxtaposition of high human abundance within and adjacent to mountain lion habitat make California relevant for understanding human–large carnivore conflict. We compiled 7,719 confirmed incidents of mountain lions depredating domestic animals over a 48-year period (1972–2019) to examine temporal trends in mountain lion depredations as well as factors influencing annual depredation rates at the county level. Linear regressions …

Webinar: The Impact Of Ride Hail Services On The Accessibility Of Nonprofit Services, Dyana Mason
TREC Webinar Series
Nonprofit organizations are responsible for providing human services across the United States, often in partnership with government agencies. In this work, they address some of the most pressing social issues – including homelessness, poverty, health care and education. While many of these organizations consider location and accessibility crucial to supporting their clients – often locating services near bus or train stops, for example – little is known about the impact of new technologies, including ride hail services (also called Transportation Network Companies, or TNCs) like Lyft and Uber, on nonprofit accessibility. Do these services help fill gaps in client needs? …

Debunking The Deathbed Analysis: Exploring A New Approach To Article 3 Health Cases, Meredith Heim
Debunking The Deathbed Analysis: Exploring A New Approach To Article 3 Health Cases, Meredith Heim
Northwestern Journal of Human Rights
This essay will explore Article 3 of the European Convention on Human Rights (ECHR) as it has been applied to deportation cases of persons in poor health, with the ultimate goal of answering the following question: Whether the deportation of a person to a place where she or he will not receive adequate health care should constitute a violation of ECHR Article 3. Further, this article will suggest how the European Court of Human Rights (ECtHR) and the national courts below them can better review such cases in order to provide more meaningful protection to those inflicted. In doing so, …

A Thematic Analysis Of Parenting Experiences Of Women In Prison, Pious Dananai Maedzenge
A Thematic Analysis Of Parenting Experiences Of Women In Prison, Pious Dananai Maedzenge
Theses and Dissertations
Given the increased representation of women in prisons, several collateral consequences have followed One of such consequences include, but are not limited to, the effect that incarceration has on incarcerated mothers given that, in most instances, they are the primary caregivers of their children. Using Braun and Clarke (2006; 2019) reflexive thematic analysis approach and secondary analysis of qualitative data, this study examines parenting experiences of women incarcerated in a Midwestern correctional center. Additionally, the researcher is interested in knowing the ways in which background experiences (i.e. sexual and physical abuse, drug dependency, and broken homes) shape women’s experiences of …

Digital Contact Tracing During The Sars-Cov-2 Pandemic, Erin Katherine Moran
Digital Contact Tracing During The Sars-Cov-2 Pandemic, Erin Katherine Moran
Dissertations
Problem
Manual contact tracing (MCT) is considered an essential public health intervention for infectious disease control. During the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) pandemic, there was insufficient funding or personnel to reduce transmission effectively. Throughout the pandemic, Missouri remained below the recommended contact tracing response rate (CRR) of 50%. One method used globally to aid in pandemic control was digital contact tracing (DCT); however, Missouri was unable to implement digital contact tracing due to barriers faced, which were not unique.
Methods
DCT was selected as subject of a strategic plan (SP) to augment MCT efforts. Other locales’ successes …

Studying Complex Aquifer Systems From Large-Scale Stratigraphy Development To Local Aquifer Storage And Recovery, Hamid Vahdat Aboueshagh
LSU Doctoral Dissertations
Hydrostratigraphy model is an essential component of building valid groundwater models. Many challenges are associated with constructing hydrostratigraphy models which include geological complexities such as faults, domes, and angular unconformities. Developing a method with an emphasis on capturing big data to thoroughly inform large-scale models is one of the challenges addressed in the first part of this study. The method is predicated upon discretization of the study domain into tiles based on the geological dip direction and faults. The application of the method in the state of Louisiana with the utilization of more than 114000 well logs demonstrates promising results …

Probability Of Woody Debris Passage At Rock Weirs, Kathryn A. Margetts, B. M. Crookston
Probability Of Woody Debris Passage At Rock Weirs, Kathryn A. Margetts, B. M. Crookston
International Junior Researcher and Engineer Workshop on Hydraulic Structures
Often, large woody debris (LWD) at hydraulic structures is considered hazardous from a performance and public safety perspective. However, the sustainable management of rivers requires the consideration of ecological impacts of LWD such as cover for aquatics and the natural movement of LWD through a catchment. Therefore, this study explores the interaction of natural (nonuniform) LWD with rock weirs through field observations in the Blacksmith Fork River in Utah, USA and laboratory testing at the Utah Water Research Laboratory. The passage probability of individual LWD at rock weirs is observed and tested in an effort to describe the balance between …

Development Of Grass-Roots Data Collection Methods In Rural, Isolated, And Tribal Communities, Kevin Chang, Cody Hodgson
CSET Project Reports
While extensive procedures have been developed for the collection and dissemination of motor vehicle volumes and speeds, these same procedures cannot always be used to collect pedestrian data, given the comparably unpredictable behavior of pedestrians and their smaller physical size. There is significant value to developing lower cost, lower intrusion methods of collecting pedestrian travel data, and these collection efforts are needed at the local or “grass-roots” level. While previous studies have documented many different data collection methods, one newer option considers the use of drones. This study examined its feasibility to collect pedestrian data and used this technology as …

Bottleneck: The Place Of County Jails In California’S Covid-19 Correctional Crisis, Hadar Aviram
Bottleneck: The Place Of County Jails In California’S Covid-19 Correctional Crisis, Hadar Aviram
Hastings Journal of Crime and Punishment
This Article examines a lesser-known site of the COVID-19 pandemic: county jails. Revisiting assumptions that preceded and followed criminal justice reform in California, particularly Brown v. Plata and the Realignment, the Article situates jails within two competing/complementary perspectives: a mechanistic, jurisdictional perspective, which focuses on county administration and budgeting, and a geographic perspective, which views jails in the context of their neighboring communities. The prevalence of the former perspective over the latter among both correctional administrators and criminal justice reformers has generated unique challenges in fighting the spread of COVID-19 in jails: paucity of, and reliability problems with, data; weak …

Cyber Security For Microreactors In Advanced Energy Systems, Piyush Sabharwall, James Gibb, Christopher Ritter, Kathleen Araújo, Abhinav Gupta, Ian Ferguson, Bri Rolston, Ron Fisher, Jess Gehin, Youssef Ballout
CAES Energy Policy Institute Faculty Publications and Presentations
Demand for clean and resilient energy has led to new and advancing frontiers of energy development in nuclear technology, specifically in the development of microreactors. These miniaturised modular reactors are generally < 20 megawatts thermal (MWt) or 10 megawatts electric (MWe) and offer new opportunities to meet energy needs in remote locations and mobile operations. As with the slightly larger small modular reactors (< 300 MWe), microreactor development must demonstrate security and safety, as well as economic competitiveness, to be seen as potential opportunities for new applications. Current research focuses on passive safety features, capital costs, reliability, semi-autonomous or autonomous control, cyber informed design, digital twins and non-proliferation. This paper focuses specifically on microreactor cyber informed design and cyber risk. An overview of microreactor technology provides a basis for examining the cyber nuclear playing field, with an emphasis on the USA. Frameworks for evaluating cyber security threats, and thereby designing for them, are reviewed. Recommendations follow with ideas for future research.
