In response to the economic crisis caused by the COVID-19 pandemic, the U.S. federal government enacted initiatives designed to help households weather the pandemic’s effects. These initiatives included expansions of existing programs, such as unemployment insurance, as well as new programs like the economic impact payments. In this brief, we investigate the extent to which households relied on an array of public benefit programs over the course of the pandemic, how they used their economic impact payments, and the extent to which the unemployment insurance expansion was effective in insulating recipients from hardship during the pandemic.

Voices From A Prison Pandemic: Lives Lost From Covid-19 At Lakeland Correctional, Kimberly Thomas
Articles
Coronavirus tore through jails and prisons like wildfire. In some states, more than half of the people incarcerated there tested positive for COVID-19; nearly 400,000 people in prison across the United States have tested positive. For people in prison, COVID-19 brought the loss of close friends, solitary confinement, loss of connection with family and programming, lack of information, and fear of contracting the virus. It has also reminded those who are incarcerated of the one-dimensional way in which people in prison are perceived. As stated by one collaborator, Cory Souders, "[s]o many men and women who come to prison are …

A Two-Step Polynomial And Nonlinear Growth Approach For Modeling Covid-19 Cases In Mexico, Rafael Perez Abreu C., Samantha Estrada, Hector De-La-Torre-Gutierrez
Psychology Faculty Publications and Presentations
Since December 2019, the novel coronavirus (SARS-CoV-2) and its associated illness COVID-19 have rapidly spread worldwide. The Mexican government has implemented public safety measures to minimize the spread of the virus. In this paper, we used statistical models in two stages to estimate the total number of coronavirus (COVID-19) cases per day at the state and national levels in Mexico. In this paper, we propose two types of models. First, a polynomial model of the growth for the first part of the outbreak until the inflection point of the pandemic curve and then a second nonlinear growth model used to …

Lived Leadership Experiences Of Nursing Clinical Instructors In A Prelicensure Nursing Program: A Phenomenological Study, Catherine Marin
Lived Leadership Experiences Of Nursing Clinical Instructors In A Prelicensure Nursing Program: A Phenomenological Study, Catherine Marin
All Theses And Dissertations
The role of the nursing clinical instructor has evolved alongside the nursing profession. Nursing clinical instructors are expected to teach, coach, empower, and lead future registered nurses throughout their academic prelicensure journey. Although nursing clinical instructors possess at least the minimum required educational and clinical experience for their role as instructors, it is unclear how they obtain their leadership skills. The purpose of this qualitative phenomenological study was to understand how nursing clinical instructors attain self-empowerment and develop leadership skills. The theoretical framework was the integrated model of leader traits, behaviors, and effectiveness (IMoLB) developed by Derue et al. (2011). …

Rethinking Immigration Enforcement, Peter L. Markowitz
Rethinking Immigration Enforcement, Peter L. Markowitz
Articles
As the nation turns the page away from the dark chapter of President Trump's relentless assault on immigrants, it is time to take stock of the nation's unprecedented immigration enforcement regime. During its relatively short existence, the Immigration and Customs Enforcement agency (ICE) has deported more than twice as many people as were deported in the entire previous history of the United States. The human and fiscal costs of ICE's mass deportation agenda are astronomical, and there is almost universal agreement across the political spectrum that the United States' immigration enforcement apparatus is badly broken. That, however, is where the …

As one of the busiest trade and travel hubs in the world, Singapore quickly became the worst affected of all countries by COVID-19 in the very early stages of the pandemic. For example, on 5 February 2020, two weeks after the unprecedented lockdown in Wuhan by the Central Government of China, Singapore had the highest infection rate (24 cases out of a population of 5 million) in the world, higher than China (20,502 cases out of a population of 1.5 billion).1 Alongside the health emergency, Singapore also had to cope with another emergency as countries around the world, in a …

Sexual Assault Enablers, Institutional Complicity, And The Crime Of Omission, Amos N. Guiora
Utah Law Faculty Scholarship
Sex abuse, particularly of children, is a crime which any rational person would wish to prevent. However, when an individual’s loyalties and responsibilities to an institution put them at odds with preventing sex abuse, it is far too often the institution which takes precedence. This is the grim phenomenon of institutional complicity. It is a plague which, sadly, permeates institutions of all types, be it a school, hospital, sports team, church, military, or government agency. It also permeates countries as a global issue.
I have interviewed dozens of survivors who suffered under an abuser who was protected by an institution. …
Scrutiny-Determination Avoidance In First Amendment Cases: Laudable Minimalism Or Condemnable Evasion?, Clay Calvert
Scrutiny-Determination Avoidance In First Amendment Cases: Laudable Minimalism Or Condemnable Evasion?, Clay Calvert
Nevada Law Journal
This Article examines the United States Supreme Court’s practice in First Amendment cases of not resolving the precise level of scrutiny that applies to measure a statute’s validity. Rather than opting for one of two tiers of scrutiny— one more rigorous than the other—the Court sometimes dodges the issue. It does this by concluding that a statute would not pass muster under the more lenient standard, thereby rendering it unnecessary to decide which test was, in fact, more appropriate. The Court thus adopts an “assuming-without-deciding” logic in such cases, simply supposing the lesser standard applies without definitively holding as much. …

Social media has become an integral part of human lives. Social media users resort to these platforms for various reasons. Users of these platforms spend a lot of time creating, reading, and sharing content, therefore, providing a wealth of available information for everyone to use. The research community has taken advantage of this and produced many publications that allow us to better understand human behavior. An important subject that is sometimes discussed and shared on social media is public safety. In the past, Twitter users have used the platform to share incidents, share information about incidents, victims and perpetrators, and …

The motivation for this research was the lack of a protocol to apply an Unmanned Aerial Vehicle (UAV) platform for traffic data collection and effectively analyze and evaluate incidents in high-speed multi-lane and freeway corridors. The ultimate purpose of this research study was to integrate the use of drones into real-time incident detection to assist in reducing congestion and delay, improve traffic operations, and enhance overall safety in the corridor and contiguous surface transportation networks. Phase I of the research project consisted of a comprehensive literature review, selection and acquisition of drones and drone training to develop the protocol, data …

Chemical castration sanctions were applied in Indonesia through Law No. 17 of 2016 on the Second Amendment to Law No. 23 of 2002 on Child Protection. Since 2016 until now in 2021 there has only been 1 (one) Judge’s Decision on additional chemical castration sanctions imposed on perpetrators of child sexual abuse, namely the Verdict of PN Mojokerto No. 69/Pid.sus/2019/PN.Mjk, May 2, 2019. The verdict provoked a strong reaction from human rights observers. The Impelementation Regulation on Procedures for the Implementation of Chemical Castration, Installation of Electronic Detection Devices, Rehabilitation, and Announcement of the Identity of Perpetrators of Sexual Violence …

Multi-Operator Cell Tower Locations Prediction From Crowdsourced Data, Mostafizur Rahman, Mohammad Arif Hossain, Murat Yuksel
Electrical and Computer Engineering Faculty Publications
Cell tower locations are not publicly available due to business interests of wireless providers. Very often wireless providers provide exaggerated coverage maps that may mislead the public. In addition to providing a neutral check on the coverage maps, prediction of cell tower locations hosting multiple operators’ access nodes could also be helpful in disaster communications and public safety in general. The localization of the disaster-affected towers can be very conducive to respond and reach to the victims. Further, victims’ devices could utilize this knowledge to initiate device-to-device (D2D) or unmanned aerial vehicular (UAV) communications as alternatives to the damaged cellular …

A Fresh Approach To What It Means To Be A Religious Refugee, Brienna Bagaric, Jennifer Svilar
Pepperdine Law Review
The world is currently experiencing an unprecedented displaced persons crisis. There are more than 70 million people worldwide who have been forcibly displaced from their homeland and are in search of a new country in which to settle. There is no international appetite to absorb these people. There is only one legal pathway by which displaced people can claim an entitlement to settle in another country. This is pursuant to the Refugee Convention. More than 140 countries including the United States are signatories to this convention. The difficulty experienced by displaced people is now particularly acute so far as entry …

Replacing The Cd With A Cassette Tape And Other Foundational Considerations Brought Upon By Remote Justice, Renee Danser
Richmond Journal of Law & Technology
I once knew a couple who bought a brand new car but asked to remove the CD player and replace it with a cassette tape player. The couple thought the CD was just a fad. Putting aside that the CD is now obsolete (and the cassette tape before it), and some adult readers will not know what CDs were in the first place, those of us that do will chuckle at this choice. During the peak of the pandemic, justice moved completely online. As society contemplates a return to normal, the justice system considers whether to sustain those remote processes …

Selection Of Functional Logistics Service Providers: Ahp And Dematel Application, Th Ly, S Roh, H Jang
Plymouth Business School
Despite the widespread establishment of logistics service providers, the largest integrated logistics service providers (ILSPs) cannot offer customers a fully customised supply chain without outsourcing some logistics functions, not their strengths, to local companies or specialised service providers. Accordingly, this study investigates the outsourcing of functional logistics activities from logistics integrators, or ILSPs, by focusing on the selection process for functional logistics service providers (FLSPs), especially on the attributes that affect the selection decision. This study uses the hybrid multiple criteria decision-making approach, the AHP-DEMATEL integrated model. The findings include the characterisation of eight main factors affecting the FLSPs’ selection …
