Developing A Watershed-Based Plan Evaluation Framework For Socio-Ecological Network Analysis In The Upper Pontchartrain Basin, Lindsey R. Lamana

Louisiana's efforts to create regional watershed planning under the Louisiana Watershed Initiative (LWI) suggest the need to evaluate existing governance systems such as the coordination, development, and implementation of plans. The Network Analysis and Plan Evaluation (NAPE) Framework developed in this study answers initial questions related to the LWI’s long-term resilience outcomes from the content analysis and extraction of relational data in plans of LWI Region 7 located in the Upper Pontchartrain Basin. Actor-Plan Coordination Networks reveal the coordination and collaboration of entities, and a Network of Plans presents the integration of planning documents in the Region. The emerging Smart City ecosystem consists of a vast edge network of Internet of Things (IoT) devices that continuously interact with mobile devices carried by its citizens. In this setting, the IoT infrastructure, apart from the main communications facilitator, acts as a crowdsourcing mechanism that collects massive amounts of user data, and can support public safety applications for the Smart City. In this thesis, we design and analyze learning mechanisms that extract intelligence from crowd interactions with the wireless IoT infrastructure, and optimize its energy efficiency while operating as a public safety network. Issue Of False Amphetamine Field Test Positives Caused By Sugar: Use Of Baeyer Test As A Secondary Test Solution, Reed A. Knutson, Jennah Duncan, Kara Peightal, Samuel Thomas

The Marquis reagent is a well-established and widely used chemical presumptive test for 3,4-Methylenedioxymethamphetamine (MDMA) and methamphetamine. It is composed of concentrated sulfuric acid and 40% formaldehyde, which act upon alkaloids causing them to complex into larger molecules. This complexation causes a color change that can be visually interpreted as a positive or negative result. Almost any sugar molecule can be complexed in this way as well, due to their many OH groups. Experimentally it was found that the sugar molecules did complex with one another when the Marquis test was administered. The color produced by this reaction was brownish-red. …

The organizational structure of Chinese prosecutor’s organs reflects country’s historical traditions and legal system, and thus it clearly differentiates from other jurisdiction in the world, especially the jurisdictions of the common law legal system. The article starts with the constitutional grounds for prosecutor’s activities, and focuses on the major developments in the structure and powers of Chinese prosecutor’s Organs. Law enforcement is an occupation that is typically characterized by high stress, physical danger, and potential for use of excessive force to subdue suspects of criminal activity. Compared to other jobs, the law enforcement profession is considered a high-stakes occupation that has the potential to greatly impact public safety, and officers must face daily dangers not experienced in other professions. While much research has focused on traditional models of personality and police performance (i.e., Big Five traits; Schneider, 2002; Twersky-Glasner, 2005), there may be utility in examining police officer performance through the lens of the triarchic psychopathy domains (Patrick, Fowles, …

The right to good governance is a right inalienable to the democratic process. Content analysis was used as the data source for this paper. This study would attempt to resolve the questions on the intricate connection between the right to protest and the right to good governance in Nigeria and what this means for national security and international law. There are many health benefits to outdoor physical activity (PA). However, the ability of public parks to provide PA options for those most vulnerable during pandemic-related public health restrictions is unknown. PURPOSE: To examine how COVID-19 has affected the use of public parks in Los Angeles and the resulting PA of park goers. METHODS: A total of 8 public parks (4 low income (LI), 2 medium income (MI), 2 high income (HI)) (N= 5864) were observed using the System for Observing Play and Recreation in Communities (SOPARC) tool between October 2020 and July 2021. Contemporary Issues in Juvenile Justice
Conduct disorder is a constellation of continuous emotional and behavioral problems observed in children and adolescents, which may involve violent and non-violent antisocial behaviors. The symptomology of this psychological disorder includes: disregarding rules without clear reason, cruel or aggressive behavior toward people or animals (e.g., bullying, fighting, using dangerous weapons, forcing sexual activity, and stealing), skipping school, excessive substance use, pathological lying, manipulation, running away, and vandalism (American Psychiatric Association (APA), 2013). Texas Juvenile Mental Health Courts are designed to reduce the number of detained youth, divert at-risk children, maintain community safety, and utilize multidisciplinary approaches to treat conduct disordered …

This chapter focuses on risk communication in the tourism sector. Tourism organizations must communicate with a variety of stakeholders when conveying messages about impending severe weather or disasters, which are increasing due climate change and sea level rise. There is also an increased need to distribute information to tourism stakeholders about preparing for, continuing service during, and recovering from, disasters. Stakeholders involved with the tourism industry include business owners, government officials and tourists, all of whom have differing degrees of vulnerability in a destination when a threat occurs. Objective Determine whether an individual is at greater risk of severe acute respiratory distress syndrome coronavirus 2 (SARS-CoV-2) infection because of their community or their individual risk factors. Study design and setting 4,752 records from two large prevalence studies in New Orleans and Baton Rouge, Louisiana were used to assess whether zip code tabulation areas (ZCTA)-level area deprivation index (ADI) or individual factors accounted for risk of infection. Logistic regression models assessed associations of individual-level demographic and socioeconomic factors and the zip code-level ADI with SARS-CoV-2 infection. Results In the unadjusted model, there were increased odds of infection among participants …

Active transportation (AT) is widely viewed as an important target for increasing participation in aerobic physical activity and improving health, while simultaneously addressing pollution and climate change through reductions in motor vehicular emissions. In recent years, progress in increasing AT has stalled in some countries and, furthermore, the coronavirus (COVID-19) pandemic has created new AT opportunities while also exposing the barriers and health inequities related to AT for some populations. Professor Rachel Barkow has established herself as an indispensable voice in public and academic discourse on criminal justice reform. From the proliferation of community bail funds to the implementation of new risk assessment tools to the limitation and even eradication of money bail, reform movements have altered the landscape of pretrial detention. Yet little attention has been paid to the emerging reality of a post-money bail world. With monetary bail an unavailable or disfavored option, courts have come to rely increasingly on non-monetary conditions of release. These non-monetary conditions can be problematic for many of the same reasons that money bail is problematic and can inject additional bias into the pretrial system.
