Leadership Crisis Communication During The Pandemic Of 2020, Daryl Watkins, Steven Walker
Leadership Crisis Communication During The Pandemic Of 2020, Daryl Watkins, Steven Walker
Publications
COVID-19 provided a unique opportunity to examine leadership communication strategies during an extended crisis. The authors used political discourse analysis to review the crisis communication of President Donald Trump and seven U.S. governors using the U.S. Center for Disease Control crisis communication framework. The findings demonstrated that U.S. governors typically used effective communication strategies during their press briefings. President Trump often did not use effective crisis communication. The governors’ crisis communication styles were consistent with the CDC’s guidelines. The governors’ communication styles demonstrate that they are “in the arena,” while President Trump has attempted to remove himself from the arena.

Family In The Balance: Barton V. Barr And The Systematic Violation Of The Right To Family Life In U.S. Immigration Enforcement, David Baluarte
William & Mary Journal of Race, Gender, and Social Justice
The United States systematically violates the international human right to family life in its system of removal of noncitizens. Cancellation of removal provides a means for noncitizens to challenge their removal based on family ties in the United States, but Congress has placed draconian limits on the discretion of immigration courts to cancel removal where noncitizens have committed certain crimes. The recently issued U.S. Supreme Court decision in Barton v. Barr illustrates the troubling trend of affording less discretion for immigration courts to balance family life in removal decisions that involve underlying criminal conduct. At issue was the “stop-time rule” …

National Youth Advocacy & Resilience Conference
For 20+ years in Savannah, Georgia, Parent University has successfully enhanced the ability of families to create an environment in which learning thrives for both children and parents. When the pandemic closed schools and disrupted normal programming, Parent University immediately pivoted to online programming to continue connecting families with relevant education, resources and support throughout this time of need. The pandemic also exposed a huge gap in technology and education. Therefore, Parent University is working to close that gap with our new Tech College at Parent University.

The time of arrival (TOA) trilateration is one of the representative location detection technologies (LDT) that determines the true location of a mobile station (MS) using a unique intersection point of three circles based on three radii corresponding to distances between MS and base stations (BSs) and center coordinates of BSs. Since the distance between MS and BS is estimated by using the number of time delays, three circles based on the estimated radii are generally increased and they may not meet at a single point, resulting in the location estimation error. In order to compensate this estimation error and …

Enlightenment Thinker Cesare Beccaria And His Influence On The Founders: Understanding The Meaning And Purpose Of The Second Amendment’S Right To Keep And Bear Arms, Mark W. Smith
Pepperdine Law Review
Often hailed as the father of modern criminology, the writings of the prominent eighteenth-century Italian thinker Cesare Beccaria were deeply influential on the American Founders’ views of criminal law and theory. Courts, lawyers, and legal observers recently have begun to appreciate Beccaria’s influence, including on such timely topics as the pardon power, the theory of criminal sentencing, and the moral implications of the death penalty. But another topic Beccaria wrote about with great influence has been largely neglected: the individual right to keep and bear arms. This article seeks to correct this gap in the current scholarship surrounding Beccaria’s thought …

Can Science-Informed, Consensus-Based Stakeholder Negotiations Achieve Optimal Dam Decision Outcomes?, Cuihong Song, Natallia Leuchanka Diessner, Catherine M. Ashcraft, Weiwei Mo
New Hampshire EPSCoR
Integrating science and decision-making in dam management is needed to address complex tradeoffs among environmental, economic, and social outcomes across varied geographic scales and diverse stakeholder interests. In this study, we introduce an approach that integrates system dynamics modeling (SDM) and role-play simulation (RPS) to facilitate use of the best available knowledge in dam decision-making. Using a hypothetical dam decision context in the New England region of the United States, this research investigates: (1) How do science-informed, negotiated outcomes compare to Pareto-optimal outcomes produced by a scientific model that balance selected system performance tradeoffs?; and (2) How do science-informed, negotiated …
Learning From The Past: Using Korematsu And Other Japanese Internment Cases To Provide Protections Against Immigration Detentions, Caleb Ward
Arkansas Law Review
One of the darkest periods in modern United States history is reoccurring with mixed public approval. During World War II, the United States government enacted executive orders creating a curfew, proscribing living areas, and forcing the exclusion and detention of all Japanese descendants from the West Coast. The United States justified these grievous freedom and equality violations through an increased need for national security “because we [were] at war with [Japan].” However, this perceived increased need for national security came from a fraudulent assessment showing any Japanese-American could be planning espionage or sabotage of the United States. After the war, …

Grin And “Bare” It: The Seventh Circuit’S Stamp Of Approval On Unreasonable Fourth Amendment Violations, Ashley L. Surinak
Seventh Circuit Review
The Fourth Amendment guarantees the people’s right to be secure in their persons, houses, papers, and effects against unreasonable searches and seizures. Originally conceived as a property-based protection against arbitrary invasions by officials during the colonial era, the Fourth Amendment has since been interpreted to guarantee a reasonable expectation of privacy in other areas, too. In fact, since the 1960s, courts interpreted the Fourth Amendment with a keen awareness of advancing technology. Courts have done so in order to navigate the scope of the Amendment’s protections as the government’s prying eye and uninvited ear threatened the sanctity of protected areas …
