“Police Perceptions Amid The Black Lives Matter Movement”, Eadoin Grim
Honors Theses
In 2014, following the police-involved deaths of Eric Garner and Michael Brown, researchers focused their attention on the existence of a “Ferguson Effect,” such that rising homicide rates could be attributed to a reduction in proactive policing due to concerns over heightened public scrutiny. While UCR data would eventually refute the existence of such an Effect, previous research has found that there does appear to be evidence of a perceptual belief in the Ferguson Effect among municipal officers. To date, very little research concerning officer perceptions or experiences has been conducted with campus police departments, creating a substantial gap in …

From Bunks And Bars To Sidewalks And Skies: Support For Reentry From Incarceration, Ashley Ann Steen
Theses and Graduate Projects
Currently, there are over 2.3 million inmates in the prison system throughout the United States (Bureau of Justice Statistics, 2018). Over 10,000 ex-prisoners are released from America's state and federal prisons every week and studies show that approximately two-thirds will likely be rearrested within three years of release (Bureau of Justice Statistics, 2018). This scholarly project will explore the literature on why inmates face such a high rate of recidivism. It will further explore the current programming that is provided to inmates prior to release back to the community and offer a questionnaire to utilize in all reentry programs to …

Alaska Police Officer Use Of Deadly Force: 2010-2020, Troy C. Payne, Yevgenii Kisarauskas, Robert E. Henderson
AJiC Reports
The Alaska Department of Law Office of Special Prosecutions (OSP) and the Alaska Justice Information Center (AJiC) partnered to answer two questions regarding police officer use of deadly force. First, to what extent existing OSP investigative casefiles could be used to fully describe the nature of uses of lethal force incidents in Alaska. Second, to describe lethal use of force incidents using the available information. We found that while OSP casefiles files contained sufficient information for OSP’s purpose of determining whether criminal charges are warranted under the circumstances, the OSP casefiles lacked some information of interest to policymakers and the …
Analysis Of Winter Weather Conditions And Their Relationship To Crashes In Nebraska, John Cecava
Analysis Of Winter Weather Conditions And Their Relationship To Crashes In Nebraska, John Cecava
Department of Earth and Atmospheric Sciences: Dissertations, Theses, and Student Research
Adverse weather conditions: such as changes in visibility, precipitation, wind speed, temperature, and road surface conditions, substantially impact highway and interstate safety. Therefore, an investigation into the winter weather conditions during highway and interstate crashes in Nebraska was conducted. Crash data were obtained from the Nebraska Department of Transportation (NDOT) for the years 2008 to 2018. In order to separate the non-winter weather related crashes and the winter weather related crashes, six filtrations were applied to make this possible. These filters were based on a few crash parameters: road classification, alcohol, and crash severity, and weather parameters within the crash …

Crisis And Catalonia: An Analysis On The Impact Of Crisis On The Public Opinion Of The Secessionist Movement In Catalonia, Rachel Ducker
Honors Theses
Catalonia, the autonomous region of Spain has seen an increase in secessionist sentiments in recent years. While the past inclination toward independence has been centered on economic autonomy and cultural identity, there has been a recent emphasis on political independence, particularly in the times of crisis. In this thesis. I analyze the relationship between the economic changes during the period of a crisis and the public opinion about the potential Catalan secession. Specifically, it investigates the relationships between the economic change and public sentiment during the financial crisis of 2008, the political crisis of 2017, and the pandemic crisis of …

"Since accusations went public that administrators at Pennsylvania State University ignored reports of child abuse during the Jerry Sandusky trial almost a decade ago, several educational and state agencies have reinterpreted aspects of their respective laws requiring certain persons to report suspected child maltreatment (mandatory reporting laws). These reinterpretations were possible due to the ambiguity of statutory language used in the law and, subsequently, may have exposed individuals to a legal responsibility to report to which they were previously unaware. In this study, we use a thematic content analysis to examine variation across state mandatory reporting statutes from all fifty …

The Importance Of Business Ethics As A Project Management Professional (Pmp®), James Burrows
Senior Honors Theses
The Project Management Professional (PMP®) certification is the most industry-recognized certification due to the rigorous requirements and credibility of the Project Management Institute (PMI), (Alexander, 2020). PMI requires members and certification holders to abide by the PMI Code of Ethics and Professional Conduct, which prioritizes four main value areas: responsibility, respect, fairness, and honesty (Project Management Institute, 2006). The following research and analysis aim to define each value area by connecting project management methodologies and ethical business dilemmas through each value area’s accompanying subsections.

Deepfakes, Online Platforms, And A Novel Proposal For Transparency, Collaboration, And Education, Dhruva Krishna
Richmond Journal of Law & Technology
Deepfakes are manipulated media, often synthesized with machine learning, that create realistic digital impersonations, avatars, or derivative images based on pre-existing source material. Deepfakes are a source of technological innovations that can positively change our culture. However, “malicious” deepfakes pose serious threats to individuals and society at large, given their inherently upfront harm, rapid dissemination, and constant evolution that escapes an easy definition. Among privacy, technology, and legal experts, crafting policy to address malicious deepfakes has become a contentious hotspot. This Article outlines the current gap in effective policy addressing malicious deepfakes. First, existing legal remedies are ineffective at addressing …

Untested And Neglected: Clarifying The Comparator Requirement In Equal Protection Claims Based On Untested Rape Kits, Emily Jones
Untested And Neglected: Clarifying The Comparator Requirement In Equal Protection Claims Based On Untested Rape Kits, Emily Jones
Northwestern University Law Review
Rape kits are important tools used to store the evidence that is collected from a victim’s body and clothing following a sexual assault. Although the DNA evidence stored in rape kits is crucial to rape investigations, police departments throughout the country have routinely failed to test rape kits. This remains true despite the national funding allocated specifically for rape kit testing. This widespread neglect hinders justice and renders community members unprotected from sexual violence. The national rape kit backlog has sparked legal challenges; six lawsuits have been filed against police departments for systematically refusing to test rape kits, alleging equal …

Regulatory Compliance And Socio-Demographic Analyses Of Civil Unmanned Aircraft Systems Users, Chenyu "Victor" Huang, Yu-Che Chen, Joseph Harris
Aviation Institute Faculty Publications
To safely integrate the emerging Unmanned Aircraft Systems (UAS) technology into the national airspace system and a variety of application fields, the Federal Aviation Administration (FAA) is in charge of publishing rules to regulate and oversee UAS activities in the U.S. However, incompliance with rules undermines the effectiveness of such regulations. This study focuses on investigating the status of UAS regulatory compliance in the U.S. from the perspectives of UAS ownership registration and maximum flight altitude limitation, analyzing the socio-demographic factors of UAS users and their relationship with regulatory compliance. A U.S. national representative survey was performed for data collection. …

Assessing South African Government’S Use Of Social Media For Citizen Participation, Ifeoluwapo Fashoro, Lynette Barnard
Assessing South African Government’S Use Of Social Media For Citizen Participation, Ifeoluwapo Fashoro, Lynette Barnard
The African Journal of Information Systems
Social media are commended as e-participation reformation tools; consequently, governments around the world are adopting social media. South Africa is not exempt from this adoption trend; however, the extent to which social media is used for public participation is yet to be understood. This paper presents a qualitative study exploring social media as an e-participation tool through content analysis of social media pages of the South African government. The study found that while all provinces and municipalities have social media accounts, these platforms are used mainly for information broadcasting, viz., as an extension to their websites. There is limited engagement …
