Preventing Sexual Violence Through Understanding Perceptions Of Sexual Offenders, Judith G. Zatkin May 2021

Preventing Sexual Violence Through Understanding Perceptions Of Sexual Offenders, Judith G. Zatkin

Dissertations and Theses

In this dissertation, I present three complete manuscripts. I utilize social and community psychological theory, as well as criminological theory to better understand those who perpetrate sexual violence in two domains: child sexual abuse and college campus sexual assault. All three studies are conducted with an eye toward the prevention of sexual violence. In the first study, I conduct a complete psychometric analysis of the Modus Operandi Questionnaire, a comprehensive quantitative tool that examines offending patterns and tactics of those who commit child sexual abuse (Chapter II). An updated factor structure for this tool is presented, as well as recommendations …

The European Union: Data Protection For Economic Competition And Regional Security, Matthew D. Wurst May 2021

The European Union: Data Protection For Economic Competition And Regional Security, Matthew D. Wurst

Hatfield Graduate Journal of Public Affairs

The collection and use of personal data is being increasingly scrutinized by governments and the European Union (EU) has been attempting to handle the development of data protection based progressive protections to protect its citizens data and right to privacy. With the reemergence of Russia in challenging the state of affairs within Europe, their illegal seizure of the Crimea from Ukraine demonstrated the lengths Russia will go to in order to preserve its sphere of influence. Furthermore, Russia’s use of cyber tactics and hybrid warfare has caused many in Europe to become more concerned for their security. When viewed through …

The Threat Of Social Media To Society And National Security: A Call For Social Media Policy And Legislation, Frank Hernandez

Helm's School of Government Conference - 2021-2024

In the Constitution, We the People affirm ourselves to domestic tranquility, our common defense and general welfare to secure the blessings of Liberty. As such, statesmen are charged with developing policy to ensure social media is safe, accessible and usable to all. Currently, social media companies and use of their platforms pose a threat to national security and the societal fabric of our nation. No longer just a communication tool to bring communities and people together, social media is now leveraged to disrupt and diminish faith in our democratic republic, its people, systems and institutions. Citizens, public and private organizations, …

Hydrometeorological Responses To Abrupt Land Surface Change Following Hurricane Michael, Shannon Alexis Nelson May 2021

Hydrometeorological Responses To Abrupt Land Surface Change Following Hurricane Michael, Shannon Alexis Nelson

LSU Master's Theses

While many of the destructive environmental conditions associated with tropical cyclones are well recognized, tropical cyclone-induced defoliation, a reduction in green leaves and mature vegetation, has been largely overlooked as a source of environmental stress following tropical cyclone passage. The land surface change associated with defoliation reduces evapotranspiration and shade, thus altering boundary layer moisture and energy fluxes that drive the local water cycle, for many months after tropical cyclone passage. Understanding the potential for any hydrometeorological impacts arising from such abrupt land surface change is important for guiding future post-hurricane preparedness and recovery planning in coastal communities.

Evaluation Of Food Safety Practices At Louisiana Summer Feeding Sites And Food Safety Communication Via Social Media During Crises, Peyton E. Haynes May 2021

Evaluation Of Food Safety Practices At Louisiana Summer Feeding Sites And Food Safety Communication Via Social Media During Crises, Peyton E. Haynes

LSU Master's Theses

The United States Department of Agriculture’s Summer Food Service Program (SFSP) provided children under the age of 18 in low-income areas 145 million free meals in 2018 through summer feeding sites. Food safety issues arise for Louisiana feeding sites due to time-temperature controlled foods served, weather patterns in Louisiana, seasonal staff and short operation time, and lack of equipment. The purpose of this study was to assess food safety practices at Louisiana feeding sites through observational study with intention to compare food practices at institutional and noninstitutional sites. A rubric following USDA food safety guidelines based on categories: hot holding, …

The Shift Towards Marijuana Legalization And Its Effect On Violent Crime Trends, Kari L. Michael May 2021

The Shift Towards Marijuana Legalization And Its Effect On Violent Crime Trends, Kari L. Michael

Justice

This study assesses the restrictiveness of state marijuana policies on overall violent crime rates. Considering the effects that current marijuana policies have on violent crime rates within individualized states will hopefully allow for more refined decisions based on empirical data in both state and federal legislation in the future. Data was collected from 1995 in order to allow for a time period prior to any marijuana legalization, medical or recreational and every third year after until 2019, when the most recent data had been made available for violent crime rates. Four different states were analyzed: California, Hawaii, Texas and North …

Privacy As A Collective Norm, John Shaeffer, Charlie Nelson Keever May 2021

Privacy As A Collective Norm, John Shaeffer, Charlie Nelson Keever

Loyola of Los Angeles Entertainment Law Review

As the economic value of aggregating personal data has grown, so too have concerns over the economic power “owning” such data gives to those who collect it. Existing legal regimes governing data privacy have struggled to strike a balance between protecting personal privacy and preserving the economic efficiencies that can be gained by permitting the collection and exploitation of personal data. This Article proposes a collective re-conceptualization of one subset of personal data: information about what we do, say, and like. This data has little value in isolation—it only becomes valuable when combined with the information about what others do, …

Making Scents: Multispecies Partnership, Security, And Affect Among Canine Search And Rescue Teams, Kara Griffin

Anthropology Theses and Dissertations

This study examines the qualitative experiences of dogs and handlers working on canine search and rescue teams as they strive to develop a successful relationship through working, training, and living together. In order to work effectively, these teams form affective partnerships characterized by mutual advocacy, correspondence, and trust, which highlight the co-constructed nature of more than human worlds and allow members of both species to contest certain framings of their partners in their social worlds. Each chapter will further explore how handlers grapple with contemporary controversies in their field which are often framed as questions of effectiveness and personal choice …

Revitalization: Crime Prevention Through Design Intervention, Jose Ricardo Leon Serrano May 2021

Revitalization: Crime Prevention Through Design Intervention, Jose Ricardo Leon Serrano

Hospitality Design Graduate Student Capstones

In a city populated by Luxurious Hotels, the streetscape is often neglected discouraging extended interaction of the pedestrian in the area. As a result, the topic of security in public spaces is being analyzed to bring to light the recent increase in violent offenses. Establishing additional principles of safety to the standard best practice guidelines will impact the image of our city promoting public safety. The issue arises as to the lack of urban squares and architectural features that allow for recurring criminal behavior. An increase in crime financially causes a loss in profit for the retail and hotels surrounding …

Racism-Based Trauma And Policing Among Black Emerging Adults, Robert Motley May 2021

Racism-Based Trauma And Policing Among Black Emerging Adults, Robert Motley

Arts & Sciences Graduate Student Theses and Dissertations

Community violence exposure (CVE) among Black emerging adults ages 18-29 in the United States is a major public health concern. However, an unknown is the nature of the relationship between Black emerging adults CVE and substance use when the perpetrator(s) of the violence are the police and the violence is experienced as a race-based traumatic event. The Classes of Racism Frequency of Racial Experiences (CRFRE) measure assesses individuals’ exposure to perceived racism-based events. However, the CRFRE hostile-racism scale does not capture the range of police violent events that are most salient for a population. To fill the noted gaps in …

An Affordable Education And Research Platform For Multi-Robot Autonomy, Rutledge Detyens, Andrew Gunn, Christopher Furmanick, Ryan Integlia

Florida Conference on Recent Advances in Robotics

Industry is continuously exploring new methods to enhance automation, as a way to reduce costs and increase efficiency. Multi-robot communication and cooperation is expected to become a vital aspect of these automated systems. There are many important applications in public safety, such as search and rescue operations, or performance of other dangerous tasks, such as fighting fires. Coordinated groups of people traditionally perform these tasks in large-scale cooperative efforts. Implementing cooperative efforts in teams of autonomous robots can be done in a variety of ways, utilizing many different systems and networked architectures. While there is much interest in this field, …

Impressions Of School Discipline Efficacy: Contributing Factors To Staff Decision Making Through The Process, Aumrey Moland May 2021

Impressions Of School Discipline Efficacy: Contributing Factors To Staff Decision Making Through The Process, Aumrey Moland

Education | Master's Theses

Research conducted over decades in the field of education has shown overwhelmingly that student removal from schools has a long lasting negative impact on students’ outcomes. This research overlaid with studies showing that students with special needs are at higher risk of experiencing exclusionary practices and are more likely to be subjected to repeated removal, makes this problem of significant importance. In the face of these dire findings, current research, however, also suggests that the use of alternatives to removal are showing promising results in effectively addressing behavioral needs in the classroom. The purpose of this research project was to …

Othering Across Borders, Steven Arrigg Koh May 2021

Othering Across Borders, Steven Arrigg Koh

Duke Law Journal Online

Our contemporary moment of reckoning presents an opportunity to evaluate racial subordination and structural inequality throughout our three-tiered domestic, transnational, and international criminal law system. In particular, this Essay exposes a pernicious racial dynamic in contemporary U.S. global criminal justice policy, which I call othering across borders. First, this othering may occur when race emboldens political and prosecutorial actors to prosecute foreign defendants. Second, racial animus may undermine U.S. engagement with international criminal legal institutions, specifically the International Criminal Court. This Essay concludes with measures to mitigate such othering.

Pressure On The Trigger Will Now Fire The Weapon: An Examination Of How The Supreme Court, Congress, And Presidents Have Left The Legal Foundation For Executive Detention Akin To The World War Ii Era Internment Of Japanese Americans Largely Intact, Kevan F. Jacobson May 2021

Jacobson

Richmond Public Interest Law Review

Contrary to Chief Justice Robert's dicta, Trump v. Hawaii (2018) did not overrule Korematsu v. United States (1944) which upheld the exclusion of Japanese Americans from the West Coast during World War II. Korematsu and its related cases are still troublingly vital. Their expansive reading of the war powers justifying executive detention has been bolstered by the Court's cases addressing detainees held at Guantanamo Bay. Hamdi v. Rumsfeld (2004), which sanctioned the detention of a U.S. citizen pursuant to the Authorization for the Use of Military Force, exposed a fundamental weakness in the Non-Detention Act, the principal statutory barrier to …

United States Penal System: Approaches To Rehabilitating Minor Drug Offenders And The Efforts Of Governments To Reduce The Number Of Incarcerated Individuals, Thomas Tyler Moses May 2021

United States Penal System: Approaches To Rehabilitating Minor Drug Offenders And The Efforts Of Governments To Reduce The Number Of Incarcerated Individuals, Thomas Tyler Moses

Richmond Public Interest Law Review

The War on Drugs drastically changed the criminal treatment of illicit drug users in the United States. Changes in the 1980s brought about stricter sentencing laws for simple possession of unlawful substances. While the intent of the legislature was to prevent repeat offenders through the imposition of harsher penalties, these sterner consequences have forced countless individuals into a vicious cycle of incarceration without being offered the rehabilitative services needed to address substance abuse or addiction. Historically, the legal system has treated minor drug offenders in the same regard as those committing violent crimes. Inmates leaving American prisons often find themselves …
