The Cascadia subduction zone (CSZ) is an exceptional geologic environment for recording evidence of land-level changes, tsunamis, and ground motion that reveals at least 19 great megathrust earthquakes over the past 10 kyr. Such earthquakes are among the most impactful natural hazards on Earth, transcend national boundaries, and can have global impact.Reducing the societal impacts of future events in the US Pacific Northwest and coastal British Columbia, Canada, requires improved scientific understanding of megathrust earthquake rupture, recurrence, and corresponding hazards. Despite substantial knowledge gained from decades of research, large uncertainties remain about the characteristics and frequencies of past CSZ earthquakes. …

The Effect Of Property Tax Relief On K-12 Education Expenditures In North Dakota, Kole Allen Nichols

North Dakota implemented two pieces of legislation in 2009 and 2013 to reduce property tax burdens. These policies encouraged local school districts to lower their property-tax mill rates and provided intergovernmental grants to school districts to replace the missing revenue. In this study I examine the effect of this change in policy on total school district expenditures. I employ panel econometric methods to analyze the effect that these property tax relief interventions had on county education expenditures in North Dakota. For startups and young companies, there is significant uncertainty and managerial flexibility within a company’s business model, research and development (R&D) processes, and commercialization strategy. These characteristics make early stage companies difficult to value. While the predominant valuation tools used include discounted cash flow and multiples analysis, their fixed assumptions and improper risk adjustment tend to undervalue startups with managerial flexibility, uncertainty, and high growth potential. This thesis utilizes stochastic real options to assist with the valuation process for agricultural technology startups in order to better reflect uncertainty, managerial flexibility, and asymmetric growth that is existent. ‘The Environment Is Us’: Settler Cartographies Of Indigeneity And Blackness In Prophecy (1979), Kali Simmons

This article examines the triangulation of whiteness, Blackness, and Indigeneity in the ‘creature feature’ sf-horror film Prophecy (Frankenheimer US 1979), arguing that the film’s renderings of environmental racism ultimately function to justify white supremacist hetero-patriarchal maintenance and surveillance of Black and Indigenous lands and bodies. A close examination of Prophecy’s representational and ideological shortfalls – in particular its renderings of Black and Indigenous maternity – reveals troubling entanglements between settler-colonial logics of geography, ecology, monstrosity, and subjectivity.

Background: Assertive Community Treatment (ACT) is a recognized evidence-based practice, but the use of Translation Science to ensure the broad implementation of high quality ACT services has not yet been fully explored. This single intrinsic case study explores how Oregon uses strategies identified through Translation Science to achieve statewide implementation of high-fidelity recovery-oriented ACT.
Method: Multiple data sources were used to evaluate this implementation process, including ACT fidelity review reports, programmatic outcome data, a national ACT taskforce survey, and focus groups with program participants.

BACKGROUND & AIMS: The risk of nonalcoholic fatty liver disease (NAFLD) and its progression may differ between men and women. We conducted a systematic review and meta-analysis to determine the relationship between sex and NAFLD, nonalcoholic steatohepatitis (NASH), and advanced NAFLD fibrosis.
METHODS: Studies reporting sex-stratified NAFLD prevalence among population-based samples and either NASH or advanced fibrosis among patients with biopsy-proven NAFLD were identified from MEDLINE, EMBASE, and Cochrane databases through December 2017. We calculated pooled relative risk ratios comparing women vs men for each outcome.

The Elastics Of Snap Removal: An Empirical Case Study Of Textualism, Thomas O. Main, Jeffrey W. Stempel, David Mcclure

This article reports the findings of an empirical study of textualism as applied by federal judges interpreting the statute that permits removal of diversity cases from state to federal court. The “snap removal” provision in the statute is particularly interesting because its application forces judges into one of two interpretive camps—which are fairly extreme versions of textualism and purposivism, respectively. We studied characteristics of cases and judges to find predictors of textualist outcomes. The COVID-19 pandemic created not only a public health crisis but also an insurance coverage imbroglio, prompting near-immediate business interruption claims by policyholders impacted by government restrictions ordered in response to the pandemic. Insurers and their representatives "presponded" to the looming coverage claims by quickly moving to denigrate arguments for coverage, engaging in a pre-emptive strike that has largely worked to date, inducing too many courts to rush to judgment by declaring-as a matter of law-that policy terms such as "direct physical loss or damage" do not even arguably encompass the business shutdowns resulting from COVID-19. Climate change presents a global commons problem: Emissions reductions on the scale needed to meet global targets do not pass a domestic cost-benefit test in most countries. To give national governments ample incentive to pursue deep decarbonization, mutual interstate coercion will be necessary. Many proposed tools of coercive climate diplomacy would require a one-dimensional metric for comparing the stringency of climate change mitigation policy packages across jurisdictions. This article proposes and defends such a metric: the carbon price equivalent. The Kern Water Bank is a semi-private groundwater bank operated by the Kern Water Bank Authority in Kern County, CA. The bank stores water from the State Water Project (SWP), Central Valley Project (CVP), and the Kern River. It is massive in scale, covering over 20,000 acres, with approximately 2.5 million acre feet diverted to the bank since 1995. The bank stores water on behalf of its member water agencies, which include both public and private water entities mainly focusing on agricultural use, along with a small number of municipal and residential customers. The New Zealand Parliament has recently granted the Whanganui River and the Te Urewera mountain ecosystem rights as legal persons, with a Māori governing board to speak for the nonhuman entities, based upon traditional cultural precepts. Far from an isolated precedent, in what the U.N. Secretary General calls “the fastest growing legal movement of the twenty-first century,” legislatures, courts, or voters in Australia, Colombia, Ecuador, Bangladesh, India, Uganda, and the U.S. have also declared that rivers and other living systems have legal rights. Background: US direct-to-consumer advertising spending for medicine has soared in recent decades. Advertising has been shown to impact drug utilization. Most Alzheimer’s disease patients are above age 65 and may take a range of prescription medications for various disease states. Objective: To investigate how direct-to-consumer advertising is associated with the drug utilization of patients ≥ 65 years old. The prevalence of black bear (Ursus americanus) bark stripping in commercial redwood (Sequoia sempervirens) timer stands has been increasing in recent years. This stripping is a threat to commercial timber production because of the deleterious effects on redwood tree fitness. This study sought to unveil a remote sensing method to detect these damaged trees early and map their spatial patterns. The widespread construction of dams to regulate rivers has dramatically altered aquatic ecosystems, but these impoundments also provide a unique opportunity to support freshwater conservation goals by implementing functional flow regimes designed to mitigate dam-related impacts on fisheries. Drifting invertebrates are an important food source for stream-dwelling juvenile salmonids such that drift feeding can be an energetically profitable foraging strategy, yet the effect of streamflow alterations on invertebrate drift dynamics is largely undetermined. Marine protected areas (MPAs)—defined geographic areas where fishing and harvesting activity is limited or restricted—have emerged as a popular marine biodiversity and climate resilience strategy worldwide. MPA monitoring efforts often follow MPA designation to help inform the adaptive management of MPAs and MPA networks. In 2012, California completed the largest statewide system of MPAs to date, consisting of 124 MPAs covering 16% of state waters. Following MPA implementation, the state initiated a long-term monitoring program (2019-2022) to help inform the 10-year MPA management review. The convenience sampling technique was used to choose 206 respondents for the study, which yielded a response rate of 93.7 per cent. Classification is about relationships, not just finding the proper notation or category. It provides a logical order of subjects and subtopics from broad to narrow, which can be converted into a linear layout of library contents. With technological advancements, classification systems, as well as their notation, must develop. This study looks at the conventional properties of notation, the classificatory needs it must serve, and their prospective applications to classification notation in order to investigate the feasibility of employing color as classificatory notation.

Abstract
This bibliometric study set out to evaluate and analyze highly cited papers in Library and Information Science field (LIS) in the Web of Science database from 1983 to 2018. In this bibliometric study, the required data were extracted from the Web of Science database. First, all documents under the rubric of LIS subject area, including 366,756 documents, were retrieved. The search was then limited to the highly cited papers. Of these papers, 433 ones were in the top-1% percentile rank.
