The immigration system is in crisis. Long lines of asylum seekers at the border and immigrants in the interior spend years waiting for their day in immigration court. This is true in the agencies that process appli- cations for immigration benefits from legal immigrants as well. Since 2016, delays in naturalization have increased to historic proportions. The problem is even worse for military naturalizations, where delays are ac- companied by denials and overall declines in military naturalizations. Restorative justice has been part of the American criminal justice system for more than three decades. Yet, it has only recently expanded into mainstream reform conversations—particularly those addressing mass incarceration and securing justice—and has gained a new urgency following nationwide protests in response to racial violence and anti-Blackness. Such increased attention necessitates that reformists think carefully about the existing legal landscape of restorative justice to ensure that the construction and refinement of restorative justice laws do not yield undesirable state and local practices. Federal law has long deprived American veterans of certain fundamental legal rights enjoyed by non-veterans and attributable to veteran sacrifice. Federal case law, for example, denies veterans the right to bring an action in tort against the federal government to vindicate in-service injuries. And the United States Code deprives veterans of their right to robust judicial oversight of Department of Veterans Affairs (VA) service-connected benefit decisions. This pair of due process deprivations is compounded by the federal statute that prohibits veterans from exercising the fundamental right to counsel during the initial stage of the VA claims process. Southern flying squirrels (Glaucomys volans) are common and relatively abundant residents of Tennessee forests. They are often associated with mast-producing trees (ie. Quercus spp., oaks) and snags because they provide essential food resources and nest sites. However, they are widespread and occur in many different habitat types; including high-elevations in Eastern Tennessee where spruce-fir forests are dominant. Despite their extensive distribution, little is known about diel activity patterns or how factors such as elevation, temperature, or habitat composition influence timing and amount of activity. The United States (U.S.) Access Board, a branch of the federal government responsible for advancing the inclusion of people with disabilities into U.S. society, recently amended Section 508 of the Americans with Disabilities Act (ADA). On January 18th, 2018, the final Section 508 amendment required all Title IV institutions of higher education in the United States to conform to Web Content Accessibility Guidelines 2.0 (WCAG) at the Level-A and Level-AA thresholds. Parent PLUS loans are available for parents of traditional students, allowing them to borrow up to the complete cost of attendance if they pass a credit check. Having access to more loan funds might increase a student’s chances of obtaining a bachelor’s degree by allowing them to attend a higher quality school, or to spend fewer hours working and perform better academically. Study Abroad For Low-Income Students: The Relationship Between Need-Based Grant Aid And Access To Education Abroad, Melissa Whatley, Ashley B. Clayton

This study explores factors related to low-income students’ decisions to participate in study abroad while focusing specifically on the role of need-based grant aid in this decision-making process. Estimates account for systematic differences between students receiving and not receiving need-based grant aid using propensity score modeling (PSM) before disaggregating models by need-based grant aid status. Results indicate that need-based grant aid significantly increases a student’s probability of participating in study abroad. Additionally, disaggregated models show that the study abroad decisions of students receiving need-based grant aid differ significantly from those not receiving this aid, particularly when considering other forms of …

Education tax credits provide federal financial aid to a wide expanse of American taxpayers; however, little research or analysis has been done on these costly programs. There has been little evidence of its link to college enrollment growth. This descriptive paper outlines the establishment of education tax credits, their original intent, and the lack of evidence of effectual federal policy over the past two decades. Thus, the purpose of this article is to assess how the federal government has reached an $18.9 billion annual expenditure for education tax credits with little to show in returns on investment. Start To Finish: Examining The Impact Of The El Dorado Promise Program On Postsecondary Outcomes, Elise Swanson, Gary Ritter

The El Dorado Promise program is a universal, first dollar Promise program that guarantees a full tuition scholarship to students who attend the El Dorado School District from grades K-12, and a partial scholarship for those enrolled for at least 9th through 12th grade. We use a difference-in-differences framework to examine the impact of the El Dorado Promise program on college enrollment and bachelor’s degree completion. We find that, overall, the Promise was associated with a 14.0 percentage point increase in postsecondary enrollment, no change in associate’s degree completion, and an 8.8 percentage point increase in bachelor’s degree …

Expectations And Incentives: Parental Financial Support For College During The Transition To Young Adulthood, Allyson Flaster

This study provides new insight into enrollment disparities by examining how the financial support adolescents expect to receive from parents as they transition to young adulthood differs by parent and family characteristics and whether they attend college. I do this by estimating expectations of cash and in-kind co-residency support in the year after high school completion using data from the National Longitudinal Survey of Youth. The results indicate that children whose parents are highly educated, who have high solidarity with their parents, and whose parents hold norms of adolescent financial dependency have particularly large financial incentives to attend college—particularly a …

The library provides its services to satisfy the user’s approach. This study is done to assess users’ attitudes towards the retrieval of the Bengali document in OPAC through subject headings. It also traces users’ perceptions regarding subject access highlighting the problems in the retrieval of Bengali documents by subject in OPACs. It can be inferred that some features are required to be incorporated to improve the functionality of the OPACs and thereby to satisfy users’ requirements. Dyslexia, or a reading disability, occurs when an individual has significant difficulty with speed and accuracy of word decoding. Comprehension of text and spelling are also affected. The diagnosis of dyslexia involves the use of reading tests, but the continuum of reading performance means that any cut off point is arbitrary. The IQ score does not play a role in the diagnosis of dyslexia. The cognitive difficulties of dyslexics include problems with speech perception, recognizing and manipulating the basic sounds in a language, language memory, and learning the sounds of letters. University libraries in Kenya are increasingly relying on e-books for current and up-to-date information. These are also more affordable as they are acquired in bulk through Kenya Library and Information Services Consortium (KLISC). This study was intent on identifying ways in which undergraduate students in public universities in Kenya interact with the e-books. The present study explored the challenges faced by school teachers when seeking information for teaching purposes and made suggestions to overcome these challenges. The study used a mixed-method approach, comprising a questionnaire survey and focus groups discussions. The data collected through the questionnaires were mainly quantitative and were analysed using the SPSS (21.0) while the qualitative data from the focus group discussions were analysed using thematic content analysis. Print media usage presented some important qualities overtime, which have made it an advantageous medium of study regardless of the technological advancements of the contemporary times popularly described as the information age. This study has been conducted for literature review on Impact of ICT on learning activities of users by Academic library services. The study focuses on the technology utilized in Academic libraries and impact on discovering how ICT keeps on advancing, and as it does it is turning out to be increasingly more incorporated with students and researcher learning. Brilliant machines and voice-controlled aides are only two instances of how technology is developing to make students' careers simpler. This study explains how technology changes the manner in which library services work and it additionally influences the way learning exercises of users.
