Robert "Bobby" Ehrenberg is 61 years old, and he is serving a 50 years to life sentence at Sullivan Correctional Facility for murdering Silvio Goldberg, a jewelry store owner, in 1992. After decades of "self-examination, education, and rehabilitative programs," Ehrenberg applied for clemency in 2020. In the audio portion, we hear who he was before incarceration and what factors led up to the murder he committed. The other multimedia display the clemency application components, incarceration population data and upcoming state legislation that could impact Ehrenberg’s sentence.

Pirate Radio Proves Invaluable To Immigrant Communities During The Pandemic — But The Fcc Isn’T Having It, May Olvera

In January 2020, congress passed the PIRATE Act into law, expanding the legal consequences for operating pirate radio tenfold. Although the FCC claims that the reason they are cracking down on pirate stations — that is, stations broadcasting on regulated airwaves without an FCC license — is that they could interfere with emergency messaging, the pandemic has proven otherwise; there is no evidence of pirates interfering with official safety warnings. In fact, most pirate stations are run by immigrants speaking in their native tongue and they have been able to provide vulnerable and underserved communities with the information they need …

Problem: Natural and man-made disasters happen in all communities and negatively impact the health and safety of populations. Vulnerable populations, such as older adults with comorbidities and disabilities or those aging in place, face greater challenges and have specific needs when faced with disasters. The physical, psychosocial, and cultural characteristics of older adults place them at greater risk during disasters. Emergency preparedness is necessary to build and improve community resilience, as well as to ensure older adults aging in place have the necessary supplies and support to respond to a disaster. This case illustrates how the First Amendment functions as an essential backstop to Fourth Amendment freedoms—and vice versa. As revealed by the national response to the killing of George Floyd and so many similar injustices, the ability to record encounters with government representatives is critical to preserving civil rights, and especially the right to avoid excessive force. Forests in California and elsewhere are under an increasing threat of uncharacteristically large and severe wildfires. Fuel treatments, such as tree density reduction or prescribed burns, can alter wildfire behavior and potentially reduce risk. An environmental consulting group is currently developing a probability-based greenhouse gas (GHG) emissions accounting framework that would provide tools to quantify GHG benefits of fuel treatments and help fund said treatments through carbon offset credits. This framework is being developed in collaboration with key stakeholders (such as public agencies, carbon offset registries, non-profit organizations, and the private sector) in the western United States. Abstract
Reproductive rights (RR) have been defined as all individuals and couples having the basic right to “decide freely and responsibly the number and spacing of their children and to have the information, education and means to do so” (United Nations Population Division, n.d.). Reproductive justice (RJ) was born from combining reproductive rights with social justice (Ross & Solinger, 2017, p. 9) and goes beyond RR by placing a greater emphasis on access. This paper reviews the current health practices of Immigration and Customs Enforcement (ICE) detention centers, focusing on asylum seekers housed at Otay Mesa Detention Center (OMDC) located in San Diego, California, United States. Many asylum seekers, or foreign nationals who have been confirmed to have a credible fear of persecution in their home countries, regardless of how they enter the United States, are placed into Federal Immigration and Customs Enforcement detention centers. Two avenues for the release of detainees while they wait for their asylum cases to be heard by an immigration judge are bond and parole applications, the basis …

What Are The Consequences Of (De)Criminalization?, Isaac Rhea
Fall Student Research Symposium 2020
The US has the highest incarceration rate of any developed country (1.46M in 2018) and this large population of inmates creates a significant cost for taxpayers and governments. Further, the traditional prison system may not be the most effective way to reduce crime and rehabilitate offenders. Extensive researchhas been conducted to study decriminalization as a solution to these problems, and promising results have been found indicating a path forward to reduce inmate populations and government expenditures, improve offender outcomes, and maintain public safety.

The objectives of this research were to 1) investigate bridge deck condition assessment methods used in the field and laboratory, methods of managing bridge decks, and methods for estimating remaining bridge deck service life using computer models through a comprehensive literature review on these subjects; 2) collect and analyze field data from representative concrete bridge decks in Utah; and 3) develop a decision tree for concrete bridge deck management in Utah. Biological toxins are poisonous substances produced by certain microorganisms, animals, and plants. Examples of toxins of biological origin include Diphtheria Toxin, Tetrodotoxin, Pertussis Toxin, Botulinum Toxin, Snake Venom Toxins, Conotoxin and Ricin. Although toxins are derived from biological materials, they do not replicate and are therefore not considered infectious.
However, they may be extremely toxic in very small quantities and must be managed like hazardous chemicals in the workplace. Controls must be in place to ensure staff is protected from exposure. The routes of exposure include inhalation, eye, nose and mucous membrane contact, percutaneous, and skin absorption depending on the …

One Ring To Rule Them All: Individual Judgments, Nationwide Injunctions, And Universal Handcuffs, Paul J. Larkin Jr., Giancarlo Canaparo
Notre Dame Law Review Reflection
A large and growing body of literature criticizes nationwide injunctions, although a handful of scholars have come to their qualified defense. The literature has focused on whether universal injunctions comport with the historic scope of federal courts’ equitable powers and are good policy to boot. Largely missing from the debate is a fulsome analysis of whether the Constitution or the Judicial Code authorizes federal courts to issue such injunctions and whether they are permissible under existing Supreme Court precedent. We argue that the answer to each question is “no.”

A Model Of Crisis Management, Fei Li, Jidong Zhou
Cowles Foundation Discussion Papers
We propose a model of how multiple societies respond to a common crisis. A government faces a “damned-either-way” policy-making dilemma: aggressive intervention contains the crisis, but the resulting good outcome makes people skeptical of the costly response; light intervention worsens the crisis and causes the government to be faulted for not doing enough. This dilemma can be mitigated for the society that encounters the crisis first if another society faces the same crisis afterward. Our model predicts that the later society does not necessarily perform better despite having more information, while the earlier society might benefit from a dynamic counterfactual …
