Abstract
In Pennsylvania, there has been a rise in unclaimed decedents within Third-Class and Fifth-Class county coroner offices. Decreasing the number of unclaimed decedents in Third-Class and Fifth-Class Pennsylvania coroners offices is the goal for this healthcare policy analysis project. Using the Bardach’s eight step policy analysis problem solving technique, the data and the project outcomes will be presented to Pennsylvania Department of Transportation (PennDOT). Data collection began with a questionnaire sent to all 67 counties to determine who had access to the Pennsylvania driver’s license database entitled Pennsylvania Justice Network (JNET). Although the immigration discourse is a taboo subject in Japan, the aging demographics and the need for workers has brought the topic into discussion. Part of the OECD community, Japan remains the eldest liberal country who up till recently avoided immigration to maintain its unique image. This thesis builds on Japanese and immigration scholarship to examine how new pro-immigration policies of the conservative Liberal Democratic Party may affect their electoral standing. Federal Bureau of Investigation (FBI) statistics from 2013 revealed that of about 477,000 sworn law enforcement officers at the local level in the United States, only 12% are women; and only 6.2% of those who hold intermediate-level rank are women (U.S. Department of Justice, Bureau of Justice Statistics, Local Police Department, 2013: Personnel, Policies, and Practices, 2015). Although legal mandates have afforded women career opportunities in law enforcement, those mandates have not provided protection within the structures of law enforcement agencies regarding achieving high ranking positions. Background: Electronic cigarettes (e-cigarettes) first appeared on the U.S. market in 20071 , but to date, little is known about their safety. Concern about long term adverse effects on overall health continues to increase as we explore the potential of e-cigarettes to aid in smoking cessation practices. E-cigarettes have gained popularity and support through this idea that by using them to help patients quit smoking, the benefits of ultimately abstaining from tobacco use will outweigh the harms associated with e-cigarette use1 . Police body-worn cameras have proliferated since the deaths of Michael Brown and Eric Garner, and the recent George Floyd-related protests seem set to continue or even accelerate that trend. Indeed, in her recent Nieves v. Bartlett dissent, Justice Sotomayor took time to note that many departments equip their police officers with body cameras. Body camera advocates have touted the cameras’ benefits, such as decreasing misconduct, reducing complaints, and improving accountability. At the same time, serious concerns have been raised regarding the impact of these cameras on privacy, public resources, and fairness. I recently purchased a tract of raw land with the intention of building a cabin, and wasn't terribly surprised to find the land came with some impressive piles of junk. I was frankly enamored of these objects, abandoned but not destroyed by the previous owner. They had a potentially useful quality that resonated with other aspects of the Fairbanks community; transfer sites, the airplane graveyard behind the airport, old couches and tables and wooden spools that littered the yards of countless homes. Confederate monuments have again received increased attention in the aftermath of George Floyd’s tragic death in Minneapolis, Minnesota, on May 25, 2020. Momentum and shifting public opinion are working toward the removal of these problematic monuments across the country. This Article seeks to provide insight for monument-removal advocates: specifically focusing on the legal issues associated with the “death” or removal of these monuments, how property law shapes and defines these efforts, and briefly examining what happens to these statues after removal. Our exploration of Confederate monuments reveals that some removal efforts occur outside of legally created processes. Both public and …

Over the last couple of decades, society has become more accepting of recreational cannabis and an ever-growing number of states have passed pro-cannabis legislation. With this change, the cannabis industry has, to some extent, exploded into a booming enterprise in states that have legalized marijuana. Nonetheless, cannabis' status as a Schedule I banned substance under the Controlled Substances Act of 1970 remains unchanged. As a result, businesses in the cannabis industry face the unique challenge of having to toe the line between "legally" operating under state law and violating federal law, which trumps state law. News Reporting On Trump's Covid-19 Treatments: Should Broadcasters Have To Disclose Their Being Potentially Dangerous?, Dr. Joel Timmer

During the early months of the COVID-19 pandemic in 2020, President Trump touted a number of treatments that many medical professionals considered dangerous. These treatments include hydroxychloroquine and disinfectants, which if misused could cause a patient’s death. This prompted Free Press to file an emergency petition with the FCC, arguing that broadcasters who report on Trump’s claims about these treatments without highlighting their dangers could be in violation of the Commission’s broadcast hoax rule. Free Press also requested the FCC require that broadcasters include disclaimers when reporting on such claims. This article examines whether the broadcast hoax rule has been …

Changes in the policy process is one of the lesser explored phenomena within the field of criminal justice. A basis of knowledge about changes in various criminal justice policy processes in the U.S., could benefit scholars and practitioners alike. This thesis explores changes in content of pretrial release policy (PRP) portfolios in states with the least policy activity both within and across states over time. A thematic content analysis of PRPs from eight U.S. states (Alaska, Arkansas, Idaho, Maine, North Dakota, South Dakota, Vermont, and Wyoming) revealed how PRPs have changed in those states over time. From Community Policing To Political Police In Nicaragua, Lucia Dammert, Mary Fran T. Malone

In a region plagued by high rates of violent crime and repressive policing practices, Nicaragua has earned a reputation as exceptional. Despite poverty, inequality, and a historical legacy of political violence and repression, Nicaragua has defied regional trends. It has registered low rates of violent crime while deploying policing practices that emphasized prevention over repression. April 2018 marked an end to this exceptionalism. Police attacked anti-government protestors, and launched a sustained campaign against dissidents that continues to the present day. While the Nicaraguan police had long cultivated a reputation as community-oriented and non-repressive, they appeared to quickly change into a …

Problem: Safety concerns have existed for more than 40 years about how hazardous drug (HD) exposure contributes to long- and short-term adverse health outcomes for healthcare workers (HCWs). Careless handling may cause toxic residues to infiltrate hospital environments and patient care areas, and can even be traced to patients’ homes. "Unwarranted disparity in sentencing continues to be a problem in criminal courts. Sentencing, a final step in the multi-stage process of criminal justice, is seen as such an important component of ensuring consistency that legislative policy has created guidelines to control judicial decision-making. Nonetheless, research shows that disparity under sentencing guidelines persists due to influences external to the law - referred to as substantive rationality. Sentencing research overwhelmingly utilizes quantitative analysis of official court data to produce its conclusions about the influences of disparity. The current study builds upon past research by using qualitative analysis of interviews with 20 judges …

This paper presents an advanced method to determine explanatory variables required for developing deterioration models without the interference of human bias. Although a stationary set of explanatory variables is ideal for long-term monitoring and asset management, the penalty regression results vary annually due to the innate bias in the inspection data. In this study, weighting factors were introduced to consider the inspection data collected for several years, and the most stationary set was identified. Wireless Smart Sensor (WSS) process field data and inform structural field engineers and owners about the infrastructure health, condition, and safety. Engineers acquire the data and investigate changes on displacements under loads to make informed choices and prioritize decisions concerning maintenance, required repairs, and infrastructure replacements. However, reliable data collection and access to displacement information in the field in real-time under loads remains a challenge. The displacement data provided by the WSS in the field undergoes additional processing, and it is seen at a different location, at the decision-making headquarters. In the wake of the nation’s 2020 summer protests about policing and use of force, New York State made public the Civilian Complaint Review Board records documenting complaints against police officers, including those at the NYPD, an agency with just over 34,000 officers. Those records showed that officers with substantiated accusations of misconduct and use-of-force were able to remain at the department and get promoted.
The New York City Civilian Complaint Review Board documents show something else: A New York City News Service review found at least 81 former NYPD officers with substantiated accusations of wrongdoing have been able to …

Research on corporate communications’ effects on politics presents an acknowledgement of a relationship between the two topics, leaving a void in the explanation and examination of this topic. The void presents an opening to introduce a conceptual process for how corporations are able to craft communications to influence the American Polity, the democratic social organization within the United States.
