Drug Policy Reform In The Americas: A Welcome Challenge To International Law, Alvaro Santos
Drug Policy Reform In The Americas: A Welcome Challenge To International Law, Alvaro Santos
Georgetown Law Faculty Publications and Other Works
Drug policy in the American hemisphere is in flux. After decades whereby a prohibitionist regime reigned supreme and proposing alternatives was taboo, several countries have begun to reconsider policy, particularly in the case of marijuana. International law has been instrumental in building the legal and institutional regime of prohibition, and it has remained largely impervious to critiques of its disastrous consequences. Indeed, when it comes to drug law and policy, international law has been part of the problem. Nevertheless, countries in the Americas have begun to adopt innovative strategies that also embrace international obligations. In this essay, I examine the …
Second Amendment Sanctuaries, Shawn E. Fields
Second Amendment Sanctuaries, Shawn E. Fields
Northwestern University Law Review
The term “sanctuary” has long expressed a sympathy for immigrants’ rights and resistance to federal immigration enforcement. Recently, the word has become associated with another divisive political topic, as local governments have begun declaring themselves “Second Amendment Sanctuaries” in defiance of statewide gun-control measures they deem unconstitutional. This gun-rights resistance movement not only flips the political script on the nature of sanctuaries, but also presents important and challenging questions about local–state power sharing, the proper scope of “subfederal commandeering,” and the role of coordinate branches in constitutional decision-making. This Article provides the first scholarly treatment of Second Amendment Sanctuaries. In …

Socio-Physical Human Orchestration In Smart Cities, Nathan Patrizi
Socio-Physical Human Orchestration In Smart Cities, Nathan Patrizi
Electrical and Computer Engineering ETDs
In this thesis, we present a novel socio-physical human orchestration framework to deal with the increasing complexity of smart city environments, by capitalizing on recent advances in game theory and reinforcement learning, with the goal of solving the efficient management of a smart city while improving the quality of life for the humans living in said smart city. This problem has become more challenging as the smart cities have become more complicated and complex with new technologies. In the proposed framework, each human selects a Point of Interest (PoI) that it wants to visit. This selection is performed by acting …
Advancing Best Practices For Aversion Conditioning (Humane Hazing) To Mitigate Human–Coyote Conflicts In Urban Areas, Lesley Sampson, Lauren Van Patter
Advancing Best Practices For Aversion Conditioning (Humane Hazing) To Mitigate Human–Coyote Conflicts In Urban Areas, Lesley Sampson, Lauren Van Patter
Human–Wildlife Interactions
Coyotes (Canis latrans) are now recognized as a permanent feature in urban environments across much of North America. Behavioral aversion conditioning, or humane hazing, is increasingly advocated as an effective and compassionate alternative to wildlife management strategies, such as trap and removal. Given a growing public interest in humane hazing, there is a need to synthesize the science regarding methods, outcomes, efficacy, and other relevant considerations to better manage human–coyote conflicts in urban areas. This paper was prepared as an outcome of a workshop held in July 2019 by Coyote Watch Canada (CWC) to synthesize the literature on …

Students' Perceptions Of Career And Academic Advising In College Learning Communities, Kelly M. Hallas
Students' Perceptions Of Career And Academic Advising In College Learning Communities, Kelly M. Hallas
USF Tampa Graduate Theses and Dissertations
The purpose of this study was to examine if community college students in differing learning communities had different perceptions of their career and academic needs and whether students in different learning communities perceived their career and academic advisor as meeting these needs (i.e. are they satisfied with their advising). In addition, this study examined the variables of gender, ethnicity, and enrollment status and their relation to students’ needs and satisfaction across learning communities.
The Community College that provides the backdrop for the inquiry has recently transitioned to Academic and Career Learning Communities. This institution defines its communities as similar majors …

Litigation Is “Just One Tool”: An Annotated Interview With Karin Baqi, Counsel For The End Immigration Detention Network In Brown V Canada, Kristen Lloyd
Journal of Law and Social Policy
The End Immigration Detention Network (EIDN) was formed as a coalition of migrant detainees, their family members, and allies, who organized to bring an end to indefinite immigration detention in Canada. In October 2016, EIDN was granted third party public interest standing in a constitutional challenge to Canada’s immigration detention regime. This granted an unprecedented legitimacy to EIDN, and to the rights and lives of immigration detainees, and should in itself be considered a victory. That said, it was a moment that would not have arrived without the three years of intensive political organizing that came before it. This article …
Out Of Sight, Out Of Mind: Bill C-83, Solitary Confinement, And Mental Health, Lydia Dobson
Out Of Sight, Out Of Mind: Bill C-83, Solitary Confinement, And Mental Health, Lydia Dobson
Journal of Law and Social Policy
This article investigates the recently passed Bill C-83, which aims to reduce harms caused by segregating people with mental health issues. In order to assess the capacity of the Bill to support meaningful change, the history of mental health institutions and correctional facilities in Ontario is first explored, followed by an analysis of recent cases on segregation and mental health in the province. Next, legislative oversight for federal prisons and provincial jails is described, followed by an overview of ongoing reforms. Here, a distinction between federal prisons and provincial jails is made in order to explore the different legislation governing …
Detaining The Uncooperative Migrant, Siena Anstis, Molly Joeck
Detaining The Uncooperative Migrant, Siena Anstis, Molly Joeck
Journal of Law and Social Policy
A migrant held in a Canadian prison refuses to hand over a DNA sample to the Canadian Border Services Agency (CBSA). Another refuses to sign a statutory declaration of voluntary return to Somalia where his return is anything but voluntary. Others outright refuse at times to assist in any manner whatsoever with their own deportation. Canadian officials, judges, and adjudicators have treated all of these situations as instances of “non-cooperative” behaviour by an immigration detainee and, in turn, relied on such conduct to impose lengthy and indefinite periods of immigration detention. While the issue of an immigration detainee’s “non-cooperation” seems …

Pastor Anthony W. Green And Bishop Dr. Jackie L. Green, Wilmer Amina Carter Foundation
Bridges Digital Archive: Audio and Video Recordings
Pastor Anthony W. Green and Bishop Dr. Jackie Green discuss their long leadership in Second Baptist Church of Redlands. They both grew up in black dominated communities and experienced a culture shock when they came to Redlands, CA in 1983. They were disappointed to see the lack of black people in Redlands and wanted there to be black role models for their children in education and law enforcement. The Green’s were able to create a sense of community for Black people in Redlands through the Second Baptist church, where Anthony served as a pastor. Second Baptist was the first African …
