Traffic Speed Prediction And Mobility Behavior Analysis Using On-Demand Ride-Hailing Service Data, Jiechao Zhang Jan 2020

Traffic Speed Prediction And Mobility Behavior Analysis Using On-Demand Ride-Hailing Service Data, Jiechao Zhang

Electronic Theses and Dissertations, 2020-2023

Providing accurate traffic speed prediction is essential for the success of Intelligent Transportation Systems (ITS) deployments. Accurate traffic speed prediction allows traffic managers take proper countermeasures when emergent changes happen in the transportation network. In this thesis, we present a computationally less expensive machine learning approach XGBoost to predict the future travel speed of a selected sub-network in Beijing's transportation network. We perform different experiments for predicting speed in the network from future 1 min to 20 min. We compare the XGBoost approach against other well-known machine learning and statistical models such as linear regression and decision tree, gradient boosting …

Replacing Death With Life? The Rise Of Lwop In The Context Of Abolitionist Campaigns In The United States, Michelle Miao Jan 2020

Replacing Death With Life? The Rise Of Lwop In The Context Of Abolitionist Campaigns In The United States, Michelle Miao

Northwestern Journal of Law & Social Policy

On the basis of fifty-four elite interviews[1] with legislators, judges, attorneys, and civil society advocates as well as a state-by-state data survey, this Article examines the complex linkage between the two major penal trends in American society during the past decades: a declining use of capital punishment across the United States and a growing population of prisoners serving “life without the possibility of parole” or “LWOP” sentences. The main contribution of the research is threefold. First, the research proposes to redefine the boundary between life and death in relation to penal discourses regarding the death penalty and LWOP. LWOP …

Assessing The Potential Of Implementing Blockchain In Supply Chains Using Agent-Based Simulation And Deep Learning, Mohammad Obeidat Jan 2020

Assessing The Potential Of Implementing Blockchain In Supply Chains Using Agent-Based Simulation And Deep Learning, Mohammad Obeidat

Electronic Theses and Dissertations, 2020-2023

In this decade, with the rise of data science accompanying the growth of e-commerce, many technologies have been developed. An example of these technologies is Blockchain, which has appeared to overcome security problems potentially. This research assesses Blockchain's implementation in supply chains through a methodology that uses deep learning and agent-based simulation. A case study was utilized to observe and validate research developments. The unique method predicts intrusions by using deep learning, and agent-based modeling reproduces artificial but convincing agents (e.g., customers, companies, hackers, and cyber pirates) in a computer-generated market. Trust and other relationships are systematically captured to represent …

Habeas Corpus And The Politics Of History, Isaac Cui Jan 2020

Habeas Corpus And The Politics Of History, Isaac Cui

Pomona Senior Theses

Vijayakumar Thuraissigiam, a Tamil citizen of Sri Lanka, was apprehended after unlawfully entering the United States. Placed in expedited removal proceedings, which allows for streamlined deportation, Thuraissigiam sought asylum. However, he was found to lack the requisite credible fear of persecution based on a protected status. He petitioned for a writ of habeas corpus to review the legality of that determination. But because the expedited removal process limits federal habeas jurisdiction, his petition was dismissed. He claims that limitation violates the U.S. Constitution’s Suspension Clause, which provides: “The Privilege of the Writ of Habeas Corpus shall not be suspended, unless …

If You Provide, Will They Ride? Motivators And Deterrents To Shared Micro-Mobility, David Pimentel Jan 2020

If You Provide, Will They Ride? Motivators And Deterrents To Shared Micro-Mobility, David Pimentel

Articles

Bike share, e-bike share, and e-scooter systems (shared micro-mobility) are gaining popularity throughout the United States and internationally, but the optimal system design has not been determined. This study investigated motivators and deterrents to the use of such systems in the Pacific Northwest with secondary data, participant observations, depth interviews, and an on-line survey to users and non-users. The survey was administered in all cities in Washington, Oregon, and Idaho that have shared micro-mobility systems. The strongest motivators reported were exercise and enjoyment. The strongest deterrents were weather, danger from automobile traffic, and insufficient bike lanes and paths. The latter …

Net Neutrality: An Explainer, Kincaid C. Brown Jan 2020

Net Neutrality: An Explainer, Kincaid C. Brown

Law Librarian Scholarship

Net neutrality is the idea that internet services or broadband providers should treat all content streaming through their systems the same, and providers who use their discretion to create “fast lanes,” block particular content, or throttle (slow down) internet speeds are not in keeping with how the internet ought to work.

Violence Risk Assessment: Current Status And Contemporary Issues, Sarah L. Desmarais, Samantha A. Zottola Jan 2020

Violence Risk Assessment: Current Status And Contemporary Issues, Sarah L. Desmarais, Samantha A. Zottola

Marquette Law Review

Despite the increased use of violence risk assessment instruments in the criminal justice system, they remain the topic of continued discussion and debate. This Article will discuss the state of science and practice as it relates to assessing risk for violent recidivism, highlighting current issues of concern and empirical investigation. We first provide an overview of violence risk assessment and describe the role of violence risk assessments instruments in this process. We then discuss their current status in science and practice, including the accuracy with which violence risk assessment instruments forecast violent recidivism, their impact on criminal justice decisions, and …

Immigration And Violent Crime: Triangulating Findings Across Diverse Studies, Michael T. Light, Isabel Anadon Jan 2020

Immigration And Violent Crime: Triangulating Findings Across Diverse Studies, Michael T. Light, Isabel Anadon

Marquette Law Review

The dramatic increase in both lawful and unauthorized immigration in recent decades produced a groundswell of research on two questions: (1) Does immigration increase violent crime? and (2) What policy responses are most effective at addressing unauthorized immigration (e.g., sanctuary policies, deportations, etc.)? For the most part, these bodies of work have developed independently, and thus we know little as to whether the insights from one inform the other. This Article fills this gap by first reviewing both areas of research and then triangulating shared findings between them. In doing so, we focus on three contemporary immigration policies: (1) increased …

What The Numbers Say About How To Reduce Imprisonment: Offenses, Returns, And Turnover, Pamela Oliver Jan 2020

What The Numbers Say About How To Reduce Imprisonment: Offenses, Returns, And Turnover, Pamela Oliver

Marquette Law Review

Reformers across the political spectrum are calling for a rollback of mass incarceration. The U.S. rate of incarceration in state prisons would have to decline by 75% to return to its 1970s level. How might this be accomplished? This Article provides descriptive statistics about the mix of offenses, sentence lengths, and admission types and shows that no single approach can undo mass incarceration. Those classified as violent offenders are a majority of those in prison, but nonviolent offenders are a majority of those entering, leaving, or having been in prison. A majority of those in prison are scheduled to be …

High Risk, Not Hopeless: Correctional Intervention For People At Risk For Violence, Jennifer L. Skeem, Devon L. L. Polaschek Jan 2020

High Risk, Not Hopeless: Correctional Intervention For People At Risk For Violence, Jennifer L. Skeem, Devon L. L. Polaschek

Marquette Law Review

Across the United States, jurisdictions are working to reduce absurdly high incarceration rates without jeopardizing historically low crime rates. Well-validated risk assessment can identify people at low risk who can be managed safely in the community. But what about high-risk people? In this Article, we synthesize research on effective ways to identify and reduce risk of reoffending among people at high risk of recidivism, including people with psychopathic traits. To maximize the impact of criminal justice reform, we recommend that policymakers prioritize high risk clients for treatment, provide treatments most likely to work with these clients, and reframe incarceration as …

Robbery, Recidivism, And The Limits Of The Criminal Justice System, Richard Wright, William J. Sabol, Thaddeus L. Johnson Jan 2020

Robbery, Recidivism, And The Limits Of The Criminal Justice System, Richard Wright, William J. Sabol, Thaddeus L. Johnson

Marquette Law Review

The roughly 175,000 convicted robbers currently serving time in the U.S. eventually will be released. Over half of them will have been there before. Locked up as mostly young men and women, they will return to the communities they left behind, possessing little more than a criminal record and the clothes on their back. Many will find themselves owing supervision fees to the state; almost all will face legal barriers to employment, decent housing, political participation, and other sources of social inclusion. What can the criminal justice system—a system designed to prevent and deter lawbreaking— realistically do to keep them …

2019 Federal Legislative Review, Patricia Estrella Jan 2020

2019 Federal Legislative Review, Patricia Estrella

Animal Law Review

The 116th Congress was historic for many reasons, and one of those reasons was major legislative progress for animals. In 2019, the Preventing Animal Cruelty and Torture Act passed, criminalizing the underlying cruelty acts in animal crushing videos. Furthermore, Congress ended the sale of healthy wild horses and burros for slaughter and committed to giving financial rewards for tips on international wildlife trafficking. Additionally, many more bills were introduced in the House of Representatives and the Senate, such as the Courthouse Dog Act and the Refuge From Cruel Trapping Act. While it is still unclear whether all the bills introduced to …

Constitutional Law—Supervising Consumption: The Argument For Supervised Injection Facilities As A Valid Exercise Of States’ Police Power, Jennifer H. Diggles Jan 2020

Constitutional Law—Supervising Consumption: The Argument For Supervised Injection Facilities As A Valid Exercise Of States’ Police Power, Jennifer H. Diggles

Western New England Law Review

From medically assisted treatment to syringe exchange programs, the harm reduction movement has emerged as an evidence-based practice in response to the growing opioid epidemic. The supervised injection facility is a harm reduction measure that has proven effective in reducing overdose deaths and the spread of infectious diseases. Various countries around the world have initiated these programs and realized the benefits, and several states in the U.S. have proposed legislation to allow for such facilities as part of a broader approach to the opioid problem. Potential implementation of these facilities, however, is challenged on the basis that they would violate …

Our Federalism On Drugs, Jonathan Adler Jan 2020

Our Federalism On Drugs, Jonathan Adler

Faculty Publications

Over the past decade, voters and legislatures have moved to legalize the possession of marijuana under state law. Some have limited these reforms to the medicinal use of marijuana, while others have not. Despite these reforms marijuana remains illegal under federal law. Although the Justice Department has not sought to preempt or displace state-level reforms, the federal prohibition casts a long shadow across state-level legalization efforts. This federal-state conflict presents multiple important and challenging policy questions that often get overlooked in policy debates over whether to legalize marijuana for medical or recreational purposes. Yet in a “compound republic” like the …

42nd Annual Foulston-Siefkin Lecture: The Next Wave Of Fourth Amendment Challenges After Carpenter, Matthew Tokson Jan 2020

42nd Annual Foulston-Siefkin Lecture: The Next Wave Of Fourth Amendment Challenges After Carpenter, Matthew Tokson

Utah Law Faculty Scholarship

This is an edited and adapted version of the 42nd Annual Foulston Siefkin Lecture, delivered at Washburn University School of Law.

The lecture discusses the future of Fourth Amendment law following the Supreme Court’s enormously important decision in Carpenter v. United States. It analyzes Carpenter and argues that its detailed account of the privacy harms caused by government surveillance will be its most important legacy. Moreover, the Court’s emphasis on the risk of privacy harm is not a one-off or a sharp break from previous practice. Carpenter is consistent with a long line of Supreme Court decisions ignoring or reshaping …

Whose Right Is It Anyway? Adjudicating Charter Rights In The Context Of Multiple Rights Holders, Ryan Liss Jan 2020

Whose Right Is It Anyway? Adjudicating Charter Rights In The Context Of Multiple Rights Holders, Ryan Liss

The Supreme Court Law Review: Osgoode’s Annual Constitutional Cases Conference

Many of the rights and freedoms prescribed in the Canadian Charter of Rights and Freedoms (Charter) protect aspects of life that rights holders engage in collaboratively, rather than in isolation. Our protection from unreasonable search and seizure extends to houses that we may inhabit with family members or roommates. Our freedom of expression and religion prohibits state censorship of novels co-written by multiple authors and prohibits restriction on religious rites practised as a community. Our freedom of association guarantees the rights of multiple members of a union to collectively bargain together. Our right to a speedy trial applies to the …

Holistic Resilience Quantification Framework Of Rural Communities, Amanda Melendez Jan 2020

Holistic Resilience Quantification Framework Of Rural Communities, Amanda Melendez

Theses and Dissertations--Civil Engineering

Communities need to prepare for anticipated hazards, adapt to varying conditions, and resist and recover rapidly from disturbances. Protecting the built environment from natural and man-made hazards and understanding the impact of these hazards helps allocate resources efficiently. Recently, an indicator-based and time-dependent approach was developed for defining and measuring the functionality and disaster resilience continuously at the community level. This computational method uses seven dimensions that find qualitative characteristics and transforms them into quantitative measures. The proposed framework is used to study the resilience of rural communities’ subject to severe flooding events. Harlan County in the Appalachian region is …

Protecting Participants In Genomic Research: Understanding The "Web Of Protections" Afforded By Federal And State Law, Leslie E. Wolf, Catherine M. Hammack, Erin Fuse Brown, Kathleen M. Brelsford, Laura M. Beskow

Law Faculty Scholarship

Advances in genomic research increasingly rely on large-scale datasets combining biospecimens, electronic health records, and behavioral data. This article examines the complex legal framework governing privacy and confidentiality protections for participants in genomic research in the United States. Through a combination of qualitative interviews with national thought leaders and systematic legal analysis of federal and state statutes, the authors assess how existing legal protections operate in practice. The study evaluates several hypothetical research scenarios—including the return of individual results, data breaches, and legal demands for data access—to illustrate how laws such as the Common Rule, HIPAA, the Genetic Information Nondiscrimination …
