The Ethics Of Dna Testing At The Border, Medha D. Makhlouf

From 2018 to 2020, the U.S. government dramatically expanded DNA surveillance of immigrants. The most recent expansion, finalized in March 2020, effectively requires the collection of DNA from all immigration detainees and storage of their genetic information in the Federal Bureau of Investigation’s (“FBI”) Combined DNA Index System (“CODIS”) database for criminal forensic investigation. This new policy is ethically troubling because it fails to address the potential privacy harms it creates; shifts the application of DNA analysis for criminal investigation from retrospective to prospective assessment of criminality; and disparately impacts racial and ethnic minorities. In this time of extreme immigration …

Geographic And Partisan Patterns Of Support For Electoral Reforms, Aubrey Kelley
Geographic And Partisan Patterns Of Support For Electoral Reforms, Aubrey Kelley
Mahurin Honors College Capstone Experience/Thesis Projects
Electoral reform has become a hotly debated issue, and it has recently been in the news at federal and state levels. On the federal level, the House of Representatives recently passed an electoral reform bill to expand early voting and allow for same-day voter registration. On the state level, Kentucky has become one of the most recent states to implement photo identification requirements. Georgia’s strict voter registration system became a subject of deep controversy during the most recent gubernatorial election. Throughout the past couple of decades, electoral reform has been tackled in a variety of different ways; some states have …

Development In Over The Rhine: Can Otr Defeat The Pitfalls Of Gentrification And Create An Economically Diverse Community?, Madeline High
Freedom Center Journal
This paper focuses on the emergence of gentrification, the negative consequences it creates, and the ways in which these consequences can be alleviated. These topics are addressed both through a broad national lens and through a more narrow focus on Over-the-Rhine (OTR), a neighborhood in Cincinnati, Ohio. This paper specifically focuses on displacement in the realm of housing, culture, and economics as well as the potential creation of long-term segregation, and on how such displacement has led to a loss of autonomy of existing residents. The rise of gentrification and its impact is explored through an examination of literature, personal …

Staying Safe In A Tornado: A Qualitative Inquiry Into Public Knowledge, Access, And Response To Tornado Warnings, Jayme E. Walters, Lisa Reyes Mason, Kelsey N. Ellis
Sociology, Social Work and Anthropology Faculty Publications
Tornadoes in the southeastern United States continue to cause substantial injury, death, and destruction. The present study seeks to 1) understand inadequate warning access, less understanding, and/or less likelihood of responding to tornado warnings; 2) examine public attitudes about NWS communications; and 3) explore the perceptions of NWS personnel regarding public response to tornado warnings, factors that might influence response, and how their perceptions impact their communication. Participants include a purposive sample of NWS forecasters in Tennessee (n = 11) and residents (n = 45) who were identified as having low access to, low knowledge of, or an unsafe response …

CITYgreen Geographic Information Systems software was used to develop a campus wide cover type map for Stephen F. Austin State University in an environmental science landscape ecology course. The finding indicated an equal division of forest cover type compared to impervious surface of buildings and paved surface. Once the classification was completed, students chose an area for reforestation identified in CITYgreen, while raising funds for the purchase of trees for the project. Before completing the project, students reviewed tenets of landscape ecology, civic ecology education, and benefits of urban forestry. At the completion of the project, students reviewed service-learning aspects …

Streets, Sidewalks And Covid-19: Reimaging New York City’S Public Realm As A Tool For Crisis Management, Donovan Finn
School of Marine & Atmospheric Sciences Faculty Publications
The 2020 COVID-19 outbreak has caused significant disruption to economic and social systems. New York City, as the United States’ largest city and among the nation’s most densely populated, was an early epicenter of the crisis. Modifications to the design, planning and operations of the city’s public realm have been important components of the city’s overall response to mitigate the effects of the pandemic while also facilitating economic recovery and providing social, educational, and recreational opportunities for city residents. This commentary provides an overview of New York City’s urban design responses to COVID-19, highlighting some of the successes and limitations …

Nebraska Rural Poll
By many different measures, rural Nebraskans are positive about their community. Many rural Nebraskans rate their community favorably on its social dimensions. Most rural Nebraskans say it would be difficult to leave their community and have a positive attachment to their community. Most rural Nebraskans disagree that their community is powerless to control its future.
Rural Nebraskans’ views about the change in their community have generally been positive. The proportion believing their community has changed for the better during the past year has usually been greater than the proportion believing it has changed for the worse, especially during the past …

Asian Carp, The Chicago Area Water System, And Aquatic Invasive Species Management In The Great Lakes, Charles Lyons
Asian Carp, The Chicago Area Water System, And Aquatic Invasive Species Management In The Great Lakes, Charles Lyons
UC Law Environmental Journal
Aquatic Invasive Species (AIS) management is an essential component to the health, integrity, and conservation of the Great Lakes as a whole. Asian carp is the most recent AIS threat to the region. While litigation and interstate agreements have not stemmed the fear of the potential effects of the introduction of Asian carp to the Great Lakes, it has encouraged agency action to address the issue. However, the success of implementing proposed measures requires funding and congressional approval with questions regarding their efficacy remaining unknown. Due to the lack of a comprehensive overarching federal statute addressing AIS management in its …
Expungement Of Criminal Convictions: An Empirical Study, J.J. Prescott, Sonja B. Starr
Expungement Of Criminal Convictions: An Empirical Study, J.J. Prescott, Sonja B. Starr
Articles
Laws permitting the expungement of criminal convictions are a key component of modern criminal justice reform efforts and have been the subject of a recent upsurge in legislative activity. This debate has been almost entirely devoid of evidence about the laws’ effects, in part because the necessary data (such as sealed records themselves) have been unavailable. We were able to obtain access to de-identified data that overcome that problem, and we use it to carry out a comprehensive statewide study of expungement recipients and comparable nonrecipients in Michigan. We offer three key sets of empirical findings. First, among those legally …

Extreme violence is in our communities and sometimes flows into our schools. Read no further than the local newspapers if you want to see the impact on campus: physical violence, serious injury, suicide, mental crises, and threats with deadly weapon. In fact, the first documented school shooting in this country occurred in the year 1764 in rural Pennsylvania (Keenan & Rush, 2016). Unfortunately, shootings continue to plague our society and occur on rural school campuses today. Are rural schools safe? Is there a way to better predict school violence so it can be prevented? What kind of rural schools are …

Investigation Of Emergency Call Performance Over Volte, John Lu
Investigation Of Emergency Call Performance Over Volte, John Lu
Wayne State University Dissertations
The European emergency call system that’s based on 2G/3G (GSM/UMTS) cellular network has been in deployment since April 2018. This system is a two-decade-long effort from multiple parties to ensure vehicular safety. Due to its legacy nature, the system is deployed with circuit-switched technology which is being phased out in many parts of the world. The packet-switched based 4G/LTE technology provides more bandwidths thus faster data speeds and more content for more users. There is a strong discussion in the mobile communications community that 3G will be phased out before 2G where 2G will still be present due to its …
