Appendix B: Ohio Attorney General Facial Recognition Task Force Proposal On Monitoring, Auditing, Enforcement And Transparency, Brian E. Ray, Dennis Hirsch
Appendix B: Ohio Attorney General Facial Recognition Task Force Proposal On Monitoring, Auditing, Enforcement And Transparency, Brian E. Ray, Dennis Hirsch
Law Faculty Reports and Comments
Policy controls that govern agency activity generally contain at least two components: (1) a substantive policy; and (2) a governance structure for ensuring implementation of and compliance with that policy. Effective controls require both. This proposal focuses on the second component, the governance structure. Specifically, it addresses routine monitoring, annual audits, enforcement of the AG’s policies that govern the facial recognition system, and public transparency. Established facial recognition policies, including those that the Task Force has looked to as models, recognize the importance of establishing such a governance structure.

Collateral Consequences Of Pretrial Diversion Programs Under The Heck Doctrine, Bonnie Gill
Washington and Lee Law Review
Following the Introduction, Part II of this Note gives an overview of federal and state pretrial diversion programs. Part III explores the statutory and doctrinal background of 42 U.S.C. § 1983, including its interaction with another civil rights statute, 28 U.S.C. § 2254, the federal habeas statute. Both statutes are essential to understanding the Heck v. Humphrey doctrine’s purpose and application to pretrial diversion participants. Part III also explores the development and interpretation of the Heck doctrine in four Supreme Court cases. Part IV discusses the circuit split as it currently stands. Changes Employment Classification Rules For App-Based Transportation And Delivery Drivers. Initiative Statute.
Initiatives
Establishes different criteria for determining whether app-based transportation (rideshare) and delivery drivers are “employees” or “independent contractors.” Independent contractors are not entitled to certain state-law protections afforded employees—including minimum wage, overtime, unemployment insurance, and workers’ compensation. Instead, companies with independentcontractor drivers will be required to provide specified alternative benefits, including: minimum compensation and healthcare subsidies based on engaged driving time, vehicle insurance, safety training, and sexual harassment policies. Restricts local regulation of app-based drivers; criminalizes impersonation of such drivers; requires background checks. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: …

“I See You Have Been Convicted Of A Felony; Can You Tell Me About That?” Workforce Development Challenges For Restorative Citizens Seeking Employment, Terrance Hinton
Journal of Prison Education and Reentry (2014-2023)
Incarceration has been an issue nationwide in the United States for decades due to policies from the 1970s, 1980s, and 1990s that lead to mass increases in incarceration. In the past decade, several states have overhauled their criminal sentencing and prison structure to lower prison populations. This has resulted in the release of thousands of restorative citizens and has expanded the need for reentry services. Released individuals who have been incarcerated face a number of social, political, and economic barriers that prevent them from re-entering society successfully. The inability to obtain employment is often cited as one of the most …
