Functional Kernel Density Estimation: Point And Fourier Approaches To Time Series Anomaly Detection, Michael R. Lindstrom, Hyuntae Jung, Denis Larocque

We present an unsupervised method to detect anomalous time series among a collection of time series. To do so, we extend traditional Kernel Density Estimation for estimating probability distributions in Euclidean space to Hilbert spaces. The estimated probability densities we derive can be obtained formally through treating each series as a point in a Hilbert space, placing a kernel at those points, and summing the kernels (a “point approach”), or through using Kernel Density Estimation to approximate the distributions of Fourier mode coefficients to infer a probability density (a “Fourier approach”). Changes to equity and inclusion mean, not only including, but also valuing, and sharing power with, community members and stakeholders of various backgrounds. In addition to race and ethnicity, socioeconomic status, gender identity, physical and mental abilities, as well as where they intersect, should be represented throughout the entire evaluation process. Countless surveys make assumptions about communities without knowing the culture of the community. This study explores where equity does and does not exist, in the process of creating and conducting the evaluations that are used to measure the successful execution of nonprofit programs. During their presidencies, Abraham Lincoln and George W. Bush both suspended the writ of habeas corpus; while these two situations appear to be similar, the facts surrounding each president’s suspension are vastly different. As I will later discuss in detail, President Lincoln was faced with an imminent rebellion near our nation’s capital that threatened the existence of the United States, had it been successful. On the other hand, President Bush called for the detention of enemy combatants on foreign soil where there was no immediate danger posed to the United States becuase a substantial amount of time had passed since …

Environmental Factors Influencing Urban Homicide Clearance Rates: A Spatial Analysis Of New York City, Leslie W. Kennedy, Joel M. Caoplan, Eric L. Piza, Amanda L. Thomas

In this paper, we explore the conditions under which clearance rates improve by looking at the experience across New York City. Using one agency provides a control on the administrative differences that appear across other jurisdictions that have been studied, usually through cross-national analysis. Our analysis uses Risk Terrain Modeling (RTM) to identify environmental features that relate to closed versus open homicide cases using two years of New York City Police Department (NYPD) data. This analysis is supplemented with an investigation of precinct-wide social structure variables to examine how context matters in influencing closure rates.

The primary purpose of the research study was to identify the most common discipline infractions and consequences for Grade 7 and Grade 8 students enrolled in a middle school located in the Mississippi Delta. In addition, the study sought to determine relationships among the common discipline infractions and student performance and the common discipline consequences and student performance on the statewide assessments for English/language arts (ELA) and mathematics by grade level. COVID-19 is a global health emergency that originated in Wuhan, China, in December 2019. It was declared a pandemic on March 11, 2020, and since then has affected more than 53,507,282 individuals and claimed the lives of more than 1,305,164 around the globe. It is a respiratory virus transmitted from person to person through airborne aerosols and droplets from infected individuals and direct contact with infected surfaces.

Floods are important disturbances to urban socio-eco-technical systems and their meteorological drivers are projected to increase through the century due to global climate change. Urban flood models are numerical models that have the capability of representing the features of urban ecosystems and the mechanisms of flooding that impact them. They have the potential to play a critical role in flood risk assessment, operational response, and resilience planning, but existing models remain limited in their capability to represent integrated flooding processes in urban areas and provide the credible quantitative information needed to support risk assessment and resilience practice. This Article examines the current controversy regarding Confederate monuments. While many have focused on the removal of these commemorative objects, the legal framework regarding their protection has not been fully explored. This Article provides an in-depth understanding of the application of historic preservation laws to monument removal efforts and examines the impact of these federal, state, and local laws. The examination raises significant questions about the permanency of preservation laws generally. This Article considers how historic significance is evaluated and valued, noting the lack of flexibility and absence of mechanisms for reevaluating past protection decisions. Roughly 14% of male inmates and 31% of female inmates suffer from one or more serious mental illnesses, such as schizophrenia, bipolar disorder, and major depressive disorder. Policymakers and the public widely ascribe the overrepresentation of offenders with serious mental illness in the justice system to the “criminalization” of the symptoms of this afflicted population. The criminalization theory posits that the criminal justice system has served as the primary agent of social control over symptomatic individuals since the closure of state psychiatric hospitals in the 1950s and the tightening of civil commitment laws. Recidivism rates for individuals who are convicted of illegal entry and re-entry (U.S.C. §§ 1325 and 1326) are quite high despite post-sentencing deportations. The “holistic defense” model developed in New York City at the Neighborhood Defender Services and Bronx Defenders has been instrumental in achieving better outcomes for criminal defendants and their communities, in large part due to an emphasis on re-entry or reintegration services for defendants being released from incarceration. However, that model is difficult to implement when applied to noncitizen defendants who are to be deported. This Article argues that some attention to re-entry services for deportable non-citizen …

Federal object-based scientific collections have been created to serve agency missions and, in a few cases, to comply with legislative and regulatory mandates. “Project collections” (those managed by the researchers who obtained them for restricted use) and their costs and benefits were considered too varied for standard methodologies that assess costs and benefits. In a few cases, departments and agencies are required by legislation or regulations to retain objects in long-term “institutional collections.” In most cases, decisions to retain objects are based on long-term costs relative to the perceived potential for benefits to taxpayers. Law enforcement traffic stops are one of the most common entryways to the US justice system, with significant downstream impacts for both individuals and communities. Group-specific rates are typically based on jurisdiction resident populations; these rates, like many justice-system indicators, demonstrate race-ethnicity disparities. Residential-based rates implicitly assume race-ethnicity groups have equal vehicle access, equal driving volume, and that all driving occurs in resident’s jurisdictions. In contrast, surveys suggest Black non-Hispanic and Hispanic households have less access and drive less than white non-Hispanic households. The State of Missouri has legalized the cultivation, possession, dispensing, distribution, sale, and use of marijuana for recreational use and treatment of specific diseases and chronic illnesses by patients upon the recommendation of a Missouri licensed physician and receipt of a valid Missouri registration card. Missouri and other states’ laws that legalize medical and/or recreational marijuana conflict with University (UHSP) policy and the federal Controlled Substance Act, which classifies marijuana as an illegal drug.
