The Use Of Performance Measurement And Management In Small Ohio Municipalities, Yvonne M. Christopher Jan 2020

The Use Of Performance Measurement And Management In Small Ohio Municipalities, Yvonne M. Christopher

Browse all Theses and Dissertations

As the dominant public management paradigm today, performance measurement and management systems are fundamental to increasing efficiency, accountability, and service quality in the public sector. Research into the practice at all levels of government has been expanding for decades in developed countries. However, the small local governments that comprise most U.S. municipalities are frequently overlooked as a topic of academic inquiry in public administration. This study aims to shed light on the extent to which the performance measurement methods prevalent at the state and federal levels have spread to small municipalities. Using elite interviewing methods and the four-point approach to …

Development Of Real-Time Systems For Supporting Collaborations In Distributed Human And Machine Teams, Aishwarya Bositty

Browse all Theses and Dissertations

Real-time distributed systems constitute computing nodes that are connected by a network and coordinate with one another to accomplish a cooperative task, combining the responsiveness, fault-tolerance and geographic independence to support time-constrained collaborative applications, including distributed Human-Machine Teaming. In this thesis research the viability of real-time distributed collaborative technologies is demonstrated through the design, development and validation of prototype systems that support two human-machine teaming scenarios namely, ACE-IMS (Affirmation Cue based Interruption Management Systems) and ReadMI (Real-time Assessment of Dialogue in Motivational Interview). ACE-IMS demonstrates how a combination of AI capabilities and the cloud and mobile computing infrastructure can be …

An Investigation Of Elementary School Teachers’ Culturally Relevant Teaching Practices In Two Cultures: A Comparative Study In China And The United States, Alicia R. Thompson

Theses and Dissertations

Effective teaching is one of the most important factors in student achievement. Throughout the world, there are high expectations for teacher and student performance. Teachers and students need to navigate the demographic and cultural shifts occurring around the world. Teachers’ cultural awareness and knowledge base of culturally relevant teaching practices is critical to their effectiveness. Based on the need to better understand the cultural responsiveness of teachers, this comparative study investigated elementary school teachers’ culturally relevant teaching practices in China and the U.S. through the use of video-cued ethnography. The following findings were revealed from the study: (a) differences in …

The Chesterfield Pike Plan: A Community Revitalization Plan For Historic Route 1, Eric Van Mai Jan 2020

The Chesterfield Pike Plan: A Community Revitalization Plan For Historic Route 1, Eric Van Mai

Master of Urban and Regional Planning Capstone Projects

The Chesterfield Pike Plan complements Chesterfield County’s ongoing efforts to revitalize the northern section of the Jefferson Davis Highway corridor. By focusing on housing and local economic challenges on what is locally known as “The Pike,” this plan explores community revitalization strategies in a diverse inner-ring suburb. The Pike has been impacted by the nationwide trends of suburban poverty and immigrant suburbanization, which present challenges and opportunities in the pursuit of revitalization. Striking a balance between meeting community needs and economic growth requires a plan that identifies ways in which both new private investment and the existing community can benefit. …

The Eastern Goochland Greenway: Connecting Goochland's Past, Present, And Future, Scott A. Newhart Jan 2020

The Eastern Goochland Greenway: Connecting Goochland's Past, Present, And Future, Scott A. Newhart

Master of Urban and Regional Planning Capstone Projects

The Eastern Goochland Greenway Plan proposes a shared-use trail that is nested within the Virginia Department of Conservation and Recreation’s (DCR) conceptualization of a statewide trail system called the James River Heritage Trail (JRHT). The JRHT includes shared use bicycle and pedestrian facilities as well as water trail access points that would connect pre-existing trail systems to new proposed trails that are parallel with and in close proximity to Virginia’s James River corridor and all of the natural, cultural, and historic resource opportunities that the surrounding areas offer. Specifically, the Eastern Goochland Greenway aims to serve two major purposes; to …

Infra-Sutures: New Perspectives In Responsive Design And Community Engagement, Shekinah Mitchell Jan 2020

Infra-Sutures: New Perspectives In Responsive Design And Community Engagement, Shekinah Mitchell

Master of Urban and Regional Planning Capstone Projects

Whether considering the construction of highways, urban renewal, or concentrated poverty, many low-wealth communities of color bear the scars of inequity. These scars are symbols of racial and socioeconomic trauma with deep physical, cultural and economic impact; however, this plan asserts that if the built environment has the power to entrench and reinforce hierarchies, it also has the power to participate in dismantling oppressive ideologies and advancing racial and socioeconomic equity. With Richmond, Virginia serving as the case example, this plan proposes a community engagement process and culturally responsive design principles to activate public space redevelopment projects as infra-sutures. Developed …

Food Park, Houria Boumzairig Jan 2020

Food Park, Houria Boumzairig

Theses and Dissertations

If climate change and population growth progress at their current pace, in roughly 50 years farming as we know it will no longer exist (Despommier, 2009). This means that the majority of people could soon be without enough food or water. But there is a solution that is surprisingly within reach: Move most farming into cities, and grow crops in tall, specially constructed buildings. It’s called vertical farming. “There is a close relation between the beginning of agriculture and the birth of architecture. Our cities were shaped by food” (Precht, 2019). The agricultural revolution ended our presence as hunters and …

The Role Of Law And Policy In Achieving Healthy People’S Disability And Health Goals Around Access To Health Care, Activities Promoting Health And Wellness, Independent Living And Participation, And Collecting Data In The United States, Elizabeth Pendo, Lisa I. Iezzoni

Articles

Ensuring that the almost 60 million Americans with disabilities live as healthy and independent lives as possible is an important goal for our nation. This evidence-based report highlights efforts to better use law and policy to support and protect people with disabilities. Specifically, it examines how existing federal laws and policies could be leveraged by states, communities, and other sectors to reduce barriers to primary and preventive care; reduce barriers to local health and wellness programs; increase access to leisure, social, or community activities (and indirectly, to religious activities) for individuals with disabilities; and generate better disability data needed to …

The Impacts Of Accessibility On Vulnerability Of Place In Comfort Castle, Jamaica, Heather Thole Jan 2020

The Impacts Of Accessibility On Vulnerability Of Place In Comfort Castle, Jamaica, Heather Thole

Dissertations, Master's Theses and Master's Reports

Jamaica experiences meteorological, hydrological, and geological natural hazards that can produce island-wide impacts. The island’s exposure to multiple hazard types requires effective and sustainable mitigation and disaster risk management to lessen potential impacts, especially for vulnerable populations and communities. Comfort Castle, a small rural farming community, sits in the upper Rio Grande Valley of Portland parish and experiences earthquakes, landslides, hurricanes, heavy rainfall, and floods. Steep terrain and remoteness due to geographic location affect the community’s geophysical vulnerability. Their social vulnerability results from a lack of employment, health, educational, and livelihood resources within the community. Together, geophysical, and social factors …

Adapting Environmental Education For A Virtual Space, Jennifer Klemm Jan 2020

Adapting Environmental Education For A Virtual Space, Jennifer Klemm

Dissertations, Master's Theses and Master's Reports

Incorporating virtual education offerings with traditional environmental education delivery can be a complementary pairing. In addition to giving instructors more flexibility by increasing their toolkit, it can also increase potential offerings and engagement opportunities for an organization. Since virtual programs offer the chance for them to be shared beyond the initial audience with no significant increase in time, they can allow instructors to focus on developing other projects. This report studies content delivered by an environmental education specialist at Huron Pines, Gaylord, Michigan from February to October 2020. The environmental education specialist created virtual, nine-part series, Connecting to Nature, in …

The Overexploitation Of The Valle De Querétaro Aquifer And Its Impact In Small Peri-Urban Communities, Querétaro, México, Kelsey Kirkland

Dissertations, Master's Theses and Master's Reports

The Valle de Querétaro Aquifer is the only viable local water source satisfying the domestic, agricultural, and industrial water needs of the Querétaro Valley. Severe depletion of the groundwater source has had significant consequences throughout the region, especially in the peri-urban communities of Santo Niño de Praga, Tlacote el Bajo, and La Palma. Historically, residents depended on aquifer-fed freshwater springs (known as Los Tajos) to meet their basic and productive needs. Spring production ceased between 10 and 15 ago and investigating the causes formed the basis of this research.

Analysis of available qualitative and quantitative data was used to identify …

The Paradox Of Informal Economy In Urban Area Indonesia: A Case Study Street Vendors In Jalan Salemba Raya, Jakarta, And Jalan Raya Sawangan, Depok, Rusydan Fathy, Dicky Rachmawan Jan 2020

The Paradox Of Informal Economy In Urban Area Indonesia: A Case Study Street Vendors In Jalan Salemba Raya, Jakarta, And Jalan Raya Sawangan, Depok, Rusydan Fathy, Dicky Rachmawan

Masyarakat: Jurnal Sosiologi

Informal economic has a big proportion which absorbs 58% of the workforce in Indonesia. In urban areas, it easily can be seen as street vendors (SV). Several previous studies on informal economic about street vendors see them from negative perspective (as the source of urban irregularity) and positive perspective (for contribution to national economic development). By using the literature review, observation, and depth interview with the SV at Jalan Salemba Raya (Jakarta City) and Jalan Raya Sawangan (Depok City), this article particularly shows with the second perspective of previous studies that SV contributes to economic activity in urban. The conversion …

Neoliberalism, Violence And Capital Accumulation, Reem M. El Barbary Jan 2020

Neoliberalism, Violence And Capital Accumulation, Reem M. El Barbary

Theses and Dissertations

This dissertation looks into the violent, self-serving legal (neocolonial) order that revolves around wealth accumulation and the defense and sustainability of the status quo. The starting point and core idea that guides my discussion is the “redemptive” ideological framework and commitment to free market economies and profit-making. I thus look into the narratives upon which an alliance between development, progress, human rights and neoliberalism rests, in a manner that limits and restricts involvement and action; and normalizes and legitimizes suffering, ill-doing and irresponsibility through law. I examine the interdisciplinary and multilayered reality of repression that state sponsored, and supported, bodies …

3d Surface Modeling Of Late Pleistocene Glaciers In The Munzur Mountains(Eastern Turkey) And Its Paleoclimatic Implications, Zeynel Çilğin Jan 2020

3d Surface Modeling Of Late Pleistocene Glaciers In The Munzur Mountains(Eastern Turkey) And Its Paleoclimatic Implications, Zeynel Çilğin

Turkish Journal of Earth Sciences

Located in the Eastern Anatolian Region in Turkey, the Munzur Mountains (Munzurs; 3463 m above sea level) are one of the most important glacial landscapes in Turkey, with evidence for extensive glaciations in the past and small-scale glaciation at present. As Turkey's second-largest glaciated region, these mountains include various glacial landforms, primarily glacial valleys, hanging valleys, cirques, and moraines. However, only limited data are available on the extent and chronology of former glaciations in the Munzur Mountains. This study produced data on the extent of paleoglaciers, calculated their equilibrium line altitudes (ELAs), revealed paleoclimate conditions, and modeled paleo temperatures during …

Translational Ecology And Environmental Law, Robert W. Adler Jan 2020

Translational Ecology And Environmental Law, Robert W. Adler

Utah Law Faculty Scholarship

Translational ecology is a comparatively new approach to the pursuit of ecology and other environmental sciences, the implications of which for environmental law have not previously been explored significantly. Emulating the concepts of translational medicine, proponents of transactional ecology seek to increase the relevance of their research to important environmental problems by improving how effectively they communicate research results to end users of that science, collaborating with those end users to identify research that is “actionable” rather than purely “curiosity-driven” or theoretical, recognizing that values as well as science have a legitimate role in environmental decisions, and engaging in ongoing …

George Perkins Marsh: Anticipating The Anthropocene, Robin Kundis Craig Jan 2020

George Perkins Marsh: Anticipating The Anthropocene, Robin Kundis Craig

Utah Law Faculty Scholarship

This chapter, part of the forthcoming volume PIONEERS OF ENVIRONMENTAL LAW, explores the vision of humanity's influence on social-ecological systems that George Perkins Marsh provided to the world in his 1964 work, MAN AND NATURE, OR PHYSICAL GEOGRAPHY AS MODIFIED BY HUMAN ACTION, republished in 1874 as THE EARTH AS MODIFIED THROUGH HUMAN ACTION. In addition to tracing how Marsh and these publications influenced nature resources and environmental law in the United States well into the 20th century, this chapter also argues that Marsh anticipated, in many respects, the environmental legal and policy issues of the Anthropocene by tracing clearly …

Peninsula Medical School

Objectives The introduction of medical revalidation in 2012 has been a controversial and radical change to medical regulation in the UK. It involved changes to the way organizations manage medical performance, and to the relationships between doctors, their employers and the professional regulatory body. In this paper, we explore the implementation of medical revalidation, analysing the change process and its consequences for doctors and organizations. Methods We conducted a qualitative investigation of the implementation of revalidation in 15 case study organizations in 2016–2017, collecting documents and undertaking a total of 80 interviews with medical and non-medical staff. We used Normalization …

The Law Of Rescue, Shalini Bhargava Ray Jan 2020

The Law Of Rescue, Shalini Bhargava Ray

Articles

Diverse areas of law regulate acts of rescue, often inconsistently. For example, maritime law mandates rescue, immigrant harboring law prohibits it, and tort law generally permits it but does not require it. Modern legal scholarship has focused principally on mandatory and permissive forms of rescue. With humanitarian actors facing prosecution for saving migrants' lives in the Arizona desert and elsewhere, however, scholarly treatment of the phenomenon of prohibited rescue is increasingly urgent. By analyzing disparate regimes of rescue, and focusing on migrant rescue specifically, this Article makes three contributions. First, it argues that the law of rescue generally privileges property …

Gay Male Speech And Dialects In Motion: Constructing Linguistic Identity In Southern New Hampshire, Hayden P. Stinson Jan 2020

Gay Male Speech And Dialects In Motion: Constructing Linguistic Identity In Southern New Hampshire, Hayden P. Stinson

Honors Theses and Capstones

The study of gay male speech has largely focused on fundamental frequency and various quantifiable aspects of /s/ (Campbell-Kibler 2012, Mack and Munson 2012, Munson 2007, Zimman 2013). In a study of the speech of three gay men from California, however, Podesva (2011) concludes that gay men may utilize salient aspects of regional dialects to express their gayness. The stylistic correlation between gayness and certain regional dialects supports Eckert’s (2008) argument that linguistic styles are centered around ideologies, rather than rigid categorical identities and Podesva (2011) urges that this phenomenon be studied further. Southern New Hampshire provides an ideal landscape …

Legal Levers For Cleaner Air In Kolkata: An Assessment Of Local Legal Authority, Ama Francis Jan 2020

Legal Levers For Cleaner Air In Kolkata: An Assessment Of Local Legal Authority, Ama Francis

Sabin Center for Climate Change Law

Air pollution in India results in significant adverse health and environmental outcomes. Only 16% of the population lives in an area that meets India’s national air quality standards, and less than 1% lives in an area that meets international guidelines for air quality. In 2015, air pollution resulted in 1.1 million deaths nation-wide. If the World Health Organization’s air quality standard was met, Indian life expectancy would increase by 5.2 years. The state of West Bengal, wherein Kolkata is located, faces some of the highest exposures to air pollution in the country, making local interventions there critical.

In recent years, …

Utilization Of Machine Learning Algorithms To Support Retail Chain Store Location Decisions, Petr Grin Jan 2020

Utilization Of Machine Learning Algorithms To Support Retail Chain Store Location Decisions, Petr Grin

Dissertations and Theses @ UNI

Businesses use GIS software to build spatial business models to have possibility to analyze customers, competitors or markets not only in terms of finance, but also in terms of their behavior in space. Specifically, geomarketing methods are used to maximize profit when searching for places to open new factories, shops, restaurants, or expand chain of cafes. The main geomarketing approach is to identify the optimal location based on socio-economic data, as well as on the criteria that are necessary for this type of business (suitability model).

Traditionally the Maxent model, a type of an ecological niche model (ENM), is used …

A Ground Based Investigation Of Snow Metamorphism Using An Energy Flux Model And Hyperspectral Imaging Across Cropland, Grassland And Barren Surface In Northeast Iowa, Ayan Sasmal Jan 2020

A Ground Based Investigation Of Snow Metamorphism Using An Energy Flux Model And Hyperspectral Imaging Across Cropland, Grassland And Barren Surface In Northeast Iowa, Ayan Sasmal

Dissertations and Theses @ UNI

Snow is unstable under natural environmental conditions; it undergoes metamorphism that can be measurable with an energy flux model. The demand for snow research is increasing due to its importance for maintaining Earth’s energy balance and hydrological applications. Snow metamorphism is a process of transformation of snow particles with an expense of surface free energy. Very few studies have been completed on snow metamorphism in grassland, cropland and barren surfaces that needs farther investigation. In this study, an attempt was made to measure winter snow metamorphism with physical based model and detecting snow metamorphism by using hyperspectral imaging spectroradiameter in …

The Impact Of Berrien Springs Water Types On Multiethnic Hair Textures, Ralna M. Simmonds Jan 2020

The Impact Of Berrien Springs Water Types On Multiethnic Hair Textures, Ralna M. Simmonds

Master's Theses

This thesis documents an explorative study into the effect of water from various Berrien Springs water sources on the multiethnic hair texture of Andrews University students/faculty. Participants were living in the area for at least five months, whether originally from the United States or other countries of the world. The theory informing this study is the Expectancy Violations Theory (EVT) by Burgoon (1976). EVT is a communication theory that examines the reaction to behaviors within nonverbal communication that are expected or unexpected in a positive or negative light. In this context EVT has not been used to examine nonverbal communication, …
