The Scholar: St. Mary's Law Review on Race and Social Justice
Undocumented migrants feature prominently in modern American politics. One group of migrants, however, has drawn relatively little attention—those from the People’s Republic of China. Leading up to the 2024 election, Chinese migrants were the fastest growing group of migrants entering from the U.S.-Mexico border. This Article proposes that U.S. policymakers take a three-prong approach to responding to Chinese migrants who have entered the country in recent years or who may enter in the future. First, use asylum law as an instrument of U.S. foreign policy and grant asylum to Chinese migrants in numbers appropriate to advance America’s national interest in …

The Scholar: St. Mary's Law Review on Race and Social Justice
This comment examines the impact of standardized testing on English Language Learners (ELL) in K–12 education. It explores the complexities and challenges these students face, including language barriers and cultural differences, which can significantly influence their test performance and educational outcomes. By analyzing existing research and legal frameworks, this comment assesses shortcomings of bilingual education in Texas and its under-preparation for ELL students to take standardized testing and whether current testing practices adequately accommodate the needs of ELL students.Ultimately, this comment proposes policy recommendations aimed at promoting fair and equitable assessment practices in bilingual education for K–12 ELL students.

This Report provides a summary of activities and outcomes from the Maboo Liyan Boorroo Workshop III, held in June 2025. Three community Workshops have been held, involving an external multi-disciplinary and multi-institutional research team (the research team) visiting and working with the Yurmulun Pandanus Park Community and the Martuwarra Fitzroy River Council River Keepers. INTRODUCTION: In Africa, 75% of households are exposed to household air pollution (HAP), a key contributor to cardiovascular disease (CVD). In Nigeria, 90 million households rely on solid fuels for cooking, and 40% of adults have hypertension. Though clean fuel and clean stove (CF-CS) technologies can reduce HAP and CVD risk, their adoption in Africa remains limited.

Background: HIV incidence remains high among pregnant and postpartum women in Kenya despite access to HIV pre-exposure prophylaxis (PrEP).1–4 Male partners influence women’s individual PrEP decisions,5–7 yet few studies evaluate community-level gender and power dynamics. Aligned with calls for feminist global health research,8,9 we explored gender-based determinants and structural challenges of pregnant women’s PrEP use through a feminist lens.

Exposure to air pollution adversely affects health and is highly associated with birth outcomes. This study analyzes the relationship between air pollution and low birth weight (LBW; less than 2,500 g at birth) at the county level in the United States. Using the latest publicly available data from the County Health Rankings and Roadmaps across 3,027 counties and equivalents, simple and quantile regression analyses were conducted to test the association between the average daily density of fine particulate matter (PM2.5) and LBW. Most of what we know about organized criminal violence comes from research on illicit narcotics markets. Yet criminal groups also fight to capture markets for licit commodities, as evidenced by Sicilian lemons and Mexican avocados. When do organized criminal groups violently expand into markets for licit goods? We argue that rapid increases in the share of a good’s export value create opportunities for immediate profit and future market manipulation. These opportunities lead to violence as groups expand their territorial holdings and economic portfolio. We provide subnational evidence of our mechanism using data on avocado exports from Mexico, and address reverse …

Background/Purpose: Recognizing the importance of interprofessional educational experiences and graduating global citizens, nursing must think creatively to develop learning opportunities for global interaction. Challenges exist in offering study-abroad nursing experiences as curriculums are very full, controlled for content, and oftentimes accelerated. Building interdisciplinary collaborations outside of health may provide an untapped, innovative opportunity for building partnerships to enhance global educational outcomes. Plant functional traits typically show strong covariation, e.g. as in the worldwide leaf economics spectrum (LES). Covariation is thought to arise from selective forces and physical constraints. However, processes shaping covariation at interspecific scales may differ from those at intraspecific scales. Potential sources of intraspecific trait variation include variation in genetics, abiotic environment, and biotic environment; any of these factors may cause divergence from interspecific patterns. The 2024 Indonesian presidential election marked a striking realignment as Prabowo Subianto—a former opposition leader—secured victory with the tacit endorsement of outgoing President Joko Widodo (Jokowi). This study investigates how the enduring popularity and policy achievements of Jokowi shaped voter preferences in favor of Prabowo, effectively positioning the election as a referendum on political continuity. Building on theories of economic voting and retrospective performance evaluation, the analysis explores the impact of district-level economic indicators, social media penetration, ideological orientation, social assistance distribution, and sociocultural characteristics on electoral outcomes. A non-indigenous species (NIS) of benthic foraminifera was first identified in a core collected in 1993 in San Francisco Bay, California, USA, and subsequently identified as Trochammina hadai Uchio, 1962. Archived samples and literature reviews were used to determine that the species, which is native to Asia, arrived in San Francisco Bay between the early 1960s and 1983. Through molecular analyses of specimens, archived samples and literature reviews from 1930-1983, and site surveys of harbors and estuaries along the western North American seaboard in 1994-2024, in total more than 2500 samples, we documented the presence of T. hadai at 73 …

Lung adenocarcinomas (LUAD) are a pressing global health problem with enduring lethality and rapidly shifting epidemiology. Proteogenomic studies integrating proteomics and post-translational modifications with genomics can identify clinical strata and oncogenic mechanisms, but have been underpowered to examine effects of ethnicity, smoking and environmental exposures, or sex on this heterogeneous disease. In the age of online social networking, photo and video sharing, blogs, text messaging, and other forms of communication technology, bullying among teenagers has reached a whole new level. It has transcended the traditional schoolyard context and crossed into cyberspace, leaving victims of bullying more vulnerable than ever. Recent headline-grabbing suicides, such as the cyberbullying-related suicides of Megan Meier, Phoebe Prince, Tyler Clementi, and Jamey Rodemeyer, have launched the issue of cyberbullying into the national spotlight.

Practicing Proportionality, William W. Berry Iii

At the heart of the Eighth Amendment's Cruel and Unusual Punishments Clause are two concepts of proportionality—absolute and relative. Absolute proportionality ("cruel") asks whether the sentence is commensurate with the state's purposes of punishment. Relative proportionality ("unusual"), by contrast, asks whether the sentence is relatively similar to the outcomes of similar cases. Absolute proportionality sets limits on punishment based on the relationship between the punishment and the intended punitive goal; relative proportionality sets limits on punishment based on the sentencing outcomes in similar cases.

Staying Alive: Negotiating Life With The Contamination Of Kitchener Drain., Zein Hassib

This thesis explores how rural communities in Kafr El Sheikh governorate, Egypt, negotiate everyday life with the contamination of Kitchener Drain, the largest agricultural drain in the central Nile Delta. Drawing on ethnographic fieldwork in three villages at the tail-end end of the drain, the study explores how water contamination shapes social and ecological, social life for farmers living in the catchment of the drain. The thesis situates the farmer’s present experience within the broader history of colonial and modernist national irrigation reforms and developments highlighting how systemic neglect and uneven governance reproduce conditions of vulnerability. In 2011, the Brazilian Government began dismantling the country’s robust framework for Indigenous land rights by enacting measures to deny Indigenous Peoples’ access to their ancestral lands. From 2019 to 2022, the government did not recognize or title a single hectare of Indigenous lands, despite more than 700 pending requests for demarcation (or formal designation and titling). A change in government and six land demarcations in 2023, however, show signs of a new era for Indigenous Peoples’ rights and relationship with the state. Identifying Barriers And Place-Based Solutions To Physical Activity For Older Adults In East Tennessee, Lydia Hoskins, Jodi Southerland

Introduction: Older adults in East Tennessee (TN), the fastest growing demographic, face significant health challenges, with 44% reporting four or more chronic conditions. The state ranks 45th in physical inactivity among older adults, exacerbating chronic disease risks, fall-related injuries, and mental health issues. Urban-rural disparities in East TN further complicate efforts to promote active living, particularly for rural residents.
Purpose: This qualitative study explored socioecological barriers and solutions to increase physical activity (PA).

BackgroundPlay is pivotal in human development, and as such the human experience. In young people, play is increasingly taking the form of video gaming—capturing a large share of the entertainment sector and potentially exposing young people to new instances of harmful behaviour. Loot boxes (purchasable items where the contents are chance based, which have structural and psychological similarities to gambling) generate significant income for the sector. Vessel-to-Grid (V2G) technology offers significant potential for supporting grid stability, boosting renewable energy integration, and increasing the profitability of electric vessels (EVs) through intelligent energy management. However, concerns linger regarding the impact of frequent charge-discharge cycles on battery health, especially with the further inclusion of the V2G power cycles. Background: Collaborative research in global surgery has resulted in the rapid development of the field via knowledge creation and dissemination, research capacity building, and direct improvements in the delivery of clinical care. Yet the establishment and maintenance of trans-boundary collaborations carries significant risk to health systems, clinicians, patients, and researchers, particularly if such collaborations are not developed thoughtfully and with appropriate guardrails. In recent years, there has been significant growth in the literature on the pervasiveness and impact of neocolonialism on global health research.

As the United States, hoping to pursue “Manifest Destiny,” attempted to expand until North America truly was the “American” continent, the newly formed Dominion of Canada, ever fearful of its expanding neighbor to the south, tried to cobble together a trans-continental nation and forge its own unique identity and destiny. These two competing impulses came to a head in the long neglected Métis Red River Rebellion of 1869–1870 which sealed the future of the North American continent.
