While the judicial merit system in Alaska has effectively balanced accountability with the competing need for independence in the judiciary, the growing trend of politicized retention elections threatens that independence. This Note examines the threat to the Alaskan judicial merit system, argues for the importance of protecting an independent judiciary, and proposes a number of potential solutions to reform or replace the current retention election system.

Building upon this proposition, this article assesses Nepal’s local budgeting process of 2020 to understand the degree to which it succeeded (or failed) in incorporating citizen’s voices in the annual handbook of local public policies and budgets. The study is aimed to evaluate accountability and gender roles in enhancing the accountability of village fund and other government-related assistance during COVID-19 pandemic. This study employed an integrated framework of accountability, gender socialization theory and gender subtext theory. The freshwater algae grow in a wide range of aquatic habitats across the globe and are rich in secondary metabolites. The present study was designed to conduct the phytochemical screening, proximate analysis, antioxidant and antibacterial activities of water net (Hydrodictyon reticulatum), an algal weed from Pakistan. The pure and dried algal mass was crushed into a fine powder and four solvent-based extracts were used for phytochemical screening. Introduction: Tinnitus is the subjective sensation of noise perceived at the peripheral or central level. Occasionally, tinnitus perception may be severe enough to present debilitating effects on daily activities. The occurrence of tinnitus can be related to occupational or non-occupational hazardous noise exposure. Case Presentation: A 60-year-old male presented with bilateral tinnitus with an initial onset at age 21. The progression of his tinnitus has caused disruptions in sleeping patterns and concentration. Since 1995, the United Nations Commission on International Trade Law (UNCITRAL), has been developing tools to meet the challenges of having different insolvency laws managing a single cross-border insolvency. By 1997, UNCITRAL’s Working Group V completed the Model Law on Cross-Border Insolvency. By September 2020, the original model law has been adopted by 48 countries. In Rubin v. Eurofinance SA, the U.K. Supreme Court cited a lack of authority to recognize a U.S. insolvency-related judgment in the Model Law on Cross-Border Insolvency. This paper describes our implementation of several neural networks built on a field programmable gate array (FPGA) and used to recognize a handwritten digit dataset—the Modified National Institute of Standards and Technology (MNIST) database. We also propose a novel hardware-friendly activation function called the dynamic Rectifid Linear Unit (ReLU)—D-ReLU function that achieves higher performance than traditional activation functions at no cost to accuracy. We built a 2-layer online training multilayer perceptron (MLP) neural network on an FPGA with varying data width. Reducing the data width from 8 to 4 bits only reduces prediction accuracy by 11%, but the FPGA area …

Background: Seborrheic dermatitis (SD) is a chronic relapsing dermatitis manifesting in the seborrheic area, affecting infants or adults. In Indonesia, the prevalence of SD is 0.99–5.8% of all dermatology cases from 2013 to 2015. SD has been known to be a prominent manifestation among HIV patients, but there is an increasing trend in the general population. The First Generation And Annual Cytogenetic Diversity Of The Simulium Arcticum Malloch Complex (Diptera: Simuliidae) At The Little Blackfoot River, Montana, Gerald F. Shields

I made six extensive collections of black fly larvae at the Little Blackfoot River (LBFR) in western Montana at roughly 2-week intervals from 25 March to 2 June 2019 to describe larval size-class frequencies and cytogenetic diversity of the first spring generation. Frequencies of seven size classes, pupae, and pupal exuviae are given, though no larvae with egg bursters (first-instar larvae) were observed. Therefore, the earliest instars were missed. Sex chromosomes of 562 larvae of this first generation were compared to those of 1260 other larvae previously analyzed from 10 dates (2003 to 2012) to determine whether sex chromosome frequencies …

This case focuses on Nevada’s anti-SLAPP statutes’ public forum component as it relates to defamation. Michael Kosor, a homeowner in the Southern Highlands community, criticized the developer/managers of the community, Olympia Companies, LLC and its president, Garry V. Goett, during homeowner association board meetings, in written materials distributed to the community, and online. Olympia sued Kosor for defamation, which Kosor unsuccessfully moved to dismiss under Nevada’s anti-SLAPP statute in the district court.
