Platy-1 elements are Platyrrhine-specific, short interspersed elements (SINEs) originally discovered in the Callithrix jacchus (common marmoset) genome. To date, only the marmoset genome has been analyzed for Platy-1 repeat content. Here, we report full-length Platy-1 insertions in other New World monkey (NWM) genomes (Saimiri boliviensis, squirrel monkey; Cebus imitator, capuchin monkey; and Aotus nancymaae, owl monkey) and analyze the amplification dynamics of lineage-specific Platy-1 insertions. A relatively small number of full-length and lineage-specific Platy-1 elements were found in the squirrel, capuchin, and owl monkey genomes compared to the marmoset genome. In March 2019, 45 scientists and software engineers from around the world converged at the University of California, Santa Cruz for the first pangenomics codeathon. The purpose of the meeting was to propose technical specifications and standards for a usable human pangenome as well as to build relevant tools for genome graph infrastructures. During the meeting, the group held several intense and productive discussions covering a diverse set of topics, including advantages of graph genomes over a linear reference representation, design of new methods that can leverage graph-based data structures, and novel visualization and annotation approaches for pangenomes. Digitizing Brandenburg: Common Law Drift Toward A Causal Theory Of Imminence, J. Remy Green

The Supreme Court’s Brandenburg v. Ohio test provides an exception to the First Amendment’s broad guarantee of freedom of speech. Where speech is (1) directed to inciting or producing imminent lawless action, and (2) is likely to incite or produce such action, the First Amendment withdraws its promise of protection. Thus, where the “imminence” of lawless action cannot be shown, free speech cannot be restricted. Since Brandenburg, Courts have applied a test for imminence that turns on proximity in space and in time — that is, the test evaluates how spatiotemporally imminent lawless activity is. Higher-dimensional data, which is becoming common in many disciplines due to big data problems, are inherently difficult to visualize in a meaningful way. While many visualization methods exist, they are often difficult to interpret, involve multiple plots and overlaid points, or require simultaneous interpretations. This research adapts and extends hyper-radial visualization, a technique used to visualize Pareto fronts in multi-objective optimizations, to become an n-dimensional visualization tool. Hyper-radial visualization is seen to offer many advantages by presenting a low-dimensionality representation of data through easily understood calculations. On September 27, 2013, California’s governor signed Senate Bill (SB) 743 into law, in part mandating the transition from a level-of-service-based (LOS) measure of transportation environmental impacts to a vehicle-miles-traveled-based (VMT) one in compliance with the California Environmental Quality Act (CEQA). Several California jurisdictions, including San Jose, Pasadena, and San Francisco, have moved quickly to comply with SB 743, so it is no surprise that several of these early-adopter cities have been working hard to develop powerful VMT estimation methods and tools using the most recent research available.

The new electricity grid of the future, smart grid, can be seen as the interconnection of multiple microgrids. These microgrids are usually composed of distributed energy resources (DERs) that connect to each other in different topologies. Therefore, the modeling and control of meshed microgrids are requisite. This paper presents a mathematical approach for the modeling and decentralized control of multi-DER isolated microgrids (ImGs) with a meshed topology. Based on the advanced control scheme: Hamiltonian surface shaping and power flow control (HSSPFC), decentralized controllers are designed independently using only local information. This Article explores the justification for copyright from two sources: seminal court cases and accounts from photographic authors. It takes as its premise that copyright protection requires justification, not only because creative work is frequently made and disseminated without reliance on copyright, but because, in the age of digital technology, practices of creative production and dissemination have sufficiently changed to question the existing contours of the forty-year-old Copyright Act. Intellectual property law has intended benefits, but it also carries certain costs — deliberately so. Skeptics have asked: Why should intellectual property law exist at all? To get traction on that overly broad but still important inquiry, we decided to ask a new, preliminary question: What do creators in a particular industry actually use intellectual property for? In this first-of-its-kind study, we conducted thirty-two in-depth qualitative interviews of photographers about how copyright law functions within their creative and business practices. Governments and companies often use consent to justify the use of facial recognition technologies for surveillance. Many proposals for regulating facial recognition technology incorporate consent rules as a way to protect those faces that are being tagged and tracked. But consent is a broken regulatory mechanism for facial surveillance. The individual risks of facial surveillance are impossibly opaque, and our collective autonomy and obscurity interests aren’t captured or served by individual decisions.

No discerning student of the Supreme Court would contend that Justice Anthony Kennedy broadly interpreted the Fourth Amendment during his thirty years on the Court. His majority opinions in Maryland v. King, Drayton v. United States and his willingness to join the three key sections of Justice Scalia’s opinion in Hudson v. Maryland, which held that suppression is never a remedy for knock-and-announce violations, are just a few examples of Justice Kennedy’s narrow view of the Fourth Amendment.

In the midst of vicious and unrelenting attacks on Central American asylum seekers in the United States, this Article seeks to understand historic and present-day patterns of animus and discrimination facing this group of refugees, and to propose solutions. This Article begins by examining decades of prejudice faced by Central American asylum seekers, as well as attempts to right those wrongs through litigation, legislation, and the creation of Temporary Protected Status (TPS). Big data, for my purposes, refers to digital platforms that enable the discovery and sharing of information by consumers, and the harvesting and analysis of consumer data by the platform. The obvious example of such a platform is Google. The big platforms owe their market dominance not to anticompetitive conduct, but to economies of scale. When Beneficence Benefits The Benefactor: Altruism And Rent Seeking, Taylor P. Stevenson

The process of rent seeking refers to the use of political processes to capture payments to a resource beyond the opportunity cost of the resource. I describe an example of rent seeking that coexists with the economic problem of explaining altruism. I use data from real property sales to estimate the value of an economic rent that accrued to an individual as the direct result of a local government public expenditure project on donated land. I argue that we may view the donation of the land as the winning bid in a rent seeking contest and therefore not purely altruistic.

In the automobile loan market, lenders face the risk that borrowers will default. In evaluating potential clients, lenders would benefit from the ability to answer three questions: Who will default? What is the potential loss exposure when the borrower defaults? When will the borrower default? This paper suggests that lenders consider the make of vehicle purchased by the borrower when attempting to answer these questions. We analyze applicant-level and loan-level data from an American credit union, employing logistic, tobit, and censored normal regression. Our results suggest that lenders could more efficiently price for risk by including a borrower’s choice of …

Critics contend that traditional business cases fail students. A possible answer to these failings is the live case, in which students provide solutions to a business’ current problems. However, evidence supporting the efficacy of live cases is incomplete. This article describes a semester project in which 29 senior marketing majors drafted and analyzed six live cases. At the conclusion of the semester, all 29 students provided feedback on the project. Students indicated that the project was rewarding and challenging. Their feedback is presented, along with a discussion of ways to improve the live-case experience.
