Human-autonomous system teaming is becoming more prevalent in the Air Force and in society. Often, the concept of a shared mental model is discussed as a means to enhance collaborative work arrangements between a human and an autonomous system. The idea being that when the models are aligned, the team is more productive due to an increase in trust, predictability, and apparent understanding. This research presents the Dual-Process Model using multivariate normal probability density functions (DPM-MN), which is a cognitive architecture algorithm based on the psychological dual-process theory. The resiliency of systems integrated through cyber networks is of utmost importance due to the reliance on these systems for critical services such as industrial control systems, nuclear production, and military weapons systems. Current research in cyber resiliency remains largely limited to methodologies utilizing a singular technique that is predominantly theoretical with limited examples given. Directed energy weapons (DEW) are of interest to the armed forces as they search for more effective ways to deal with evolving threats. The development of these weapons has been ongoing for almost 40 years, despite only one operational fielding by the U.S. Navy in 2014. Some reasons for DEW’s lack of adoption by the services include cost overruns and unclear requirements. Early adoption of human systems integration (HSI) in the military’s acquisition process is shown to provide substantial cost savings over the life of the system. US Air Force (AF) Civil Engineer (CE) Officers stationed at overseas bases lead and manage construction and engineering efforts for projects totaling billions of dollars annually. Budget overruns in the Department of Defense (DoD) and specifically the AF, have been under stringent investigation by government officials in recent years. 92% of CE Officers overseas work with local nationals (LN) and the host nation weekly or daily, but most receive less than 2 hours of formal cross-cultural training prior to arrival overseas. As UAS technology continues to grow and enable increased autonomous capabilities, acquisition and operational decision makers must determine paths to pursue for existing and emerging mission areas. The DoD has published a number of 25-year unmanned systems integration roadmaps (USIR) to describe future capabilities and challenges. However, these roadmaps have lacked distinguishable stakeholder perspectives. Following the USIRs concept, this research focused on UAS autonomy through the lens of UAS subject matter experts (SMEs). As CubeSat formation flying missions relying on differential drag control become increasingly common, additional missions based on this control must be studied. A mission planning tool is investigated to control the relative spacing of a CubeSat formation where differential drag is the sole control mechanism. System performance is investigated under varying perturbations and a range of system parameters, including limiting the control duty cycle. Optimal solutions based on using a pseudo spectral numerical solver, GPOPS-II, to minimize maneuver time. Advances in computing and mathematical techniques have given rise to increasingly complex models employed in the management of risk across numerous disciplines. While current military doctrine embraces sound practices for identifying, communicating, and mitigating risk, the complex nature of modern operational environments prevents the enumeration of risk factors and consequences necessary to leverage anything beyond rudimentary risk models. Efforts to model military operational risk in quantitative terms are stymied by the interaction of incomplete, inadequate, and unreliable knowledge. Objective: Stress inoculation training (SIT) is a cognitive-behavioral treatment that has demonstrated potential as a nontrauma based intervention for veterans with posttraumatic stress disorder (PTSD). The purpose of this study was to explore the efficacy of a novel 3-phase group formulation of SIT applied to a naturalistic population of veterans with PTSD and traumatic brain injury (TBI). The goals were to reduce symptoms of PTSD and depression, improve perceived functioning, and increase treatment initiation among veterans who were reticent to initiate established evidence-based and trauma-focused therapies. This paper focuses on understanding and explaining the change of Turkish foreign policy,particularly in the last decade. Many observers have expressed a suspicion that Turkey is abandoning its Western-centric alignment and gradually shifting its axis. The thesis argues that rather than a shift, Turkey is taking an independent position. It maintains that the end of the Cold War and the change in the international structure from bipolarity to unipolarity has provided incentives for countries with some degree of material capabilities to pursue independence from the U.S. policy preferences. The United States lacks a cohesive strategy to deter Russian aggression. Despite being militarily and economically inferior, Russia has undermined the United States and its allies by exploiting the “gray zone,” or the conceptual space between war and peace where nations compete to advance their national interests. This dissertation presents research conducted during the hurricane seasons of 2017 and 2018 in New Orleans, Louisiana. The research’s purpose was to assess citizen perceptions of evacuation support services offered during mandatory evacuation events. A prospective quantitative survey and qualitative, open-ended, semi-structured interview assessed perceptions. Both research methods were designed and assessed using the constructs of the Health Belief Model, a public health model created to assess perceived barriers, benefits, risks, severity, self-efficacy, and cues to action regarding health programming. Quantitative research yielded 211 surveys, representing opinions of New Orleans residents within 1-km Euclidian distance of an evacuation pick-up marker. …

Computer network security is a very serious concern in many commercial, industrial, and military environments. This paper proposes a new computer network security approach defined by self-organized agent swarms (SOMAS) which provides a novel computer network security management framework based upon desired overall system behaviors. The SOMAS structure evolves based upon the partially observable Markov decision process (POMDP) formal model and the more complex Interactive-POMDP and Decentralized-POMDP models, which are augmented with a new F(*-POMDP) model. These defining characteristics, while bringing stability and predictability, pose challenges when it comes to managing dynamic natural systems. I argue that conservation’s definition is twofold, encompassing the actual work, as well as public engagement and presentation. A news report from April 2017 that compiled data from South Sudan, Nigeria, Somalia, and Yemen stated that each country is either experiencing famine or on the brink. These countries and their link to famine is not coincidental: each country is either in the midst of current armed conflict or trying to piece itself back together following an armed conflict. For example, in South Sudan, violent clashes between South Sudan’s army and a rebel militia resulted in the “razing and burning [of] entire villages.”

In times of social upheaval, lawyers can mark the way toward social change. In particular, when lawyers become more aggressive than traditional lawyers in the cause of fighting injustice, they face backlash from multiple sources, including government and their own profession. Such was the case during the U.S. civil rights movement. Unusually aggressive behavior by cause lawyers was met with hostility from their own profession and from government action. The United States has relied on Private Military Firms (PMFs) extensively to carry out its numerous overseas military missions since the end of the Cold War. Civilians and contractors have always had a place in American wars, even during the American Revolution and beyond. Mediation is enthusiastically promoted as a vehicle for providing access to justice. This is as true in developing countries as it is in the United States. For individuals, mediation promises autonomy, self-determination and empowerment; for courts, there is the lure of procedural and administrative reforms—reduced dockets and greater efficiencies. Unburdened with formal discovery, evidentiary and procedural rules, pleadings, and motions, mediation is thought to generate access to justice at a faster pace than litigation.
