Characterizing The Importance Of Clarity Of Roles And Responsibilities In Government Inter-Organizational Collaboration And Information Sharing Initiatives, J. Ramon Gil-Garcia, A. Guler, Theresa A. Pardo, G. Brian Burke
Center for Technology in Government
Previous research has shown that clarity of roles and responsibilities (CRR) influences the performance of individual organizations as well as inter-organizational efforts. In the context of cross-boundary information sharing (CBIS), CRR has been found to enable other important determinants of success, such as building trust among members, increasing their willingness to participate, and mitigating some of their concerns about security, among others. However, few studies have attempted to understand the determinants of CRR in government CBIS initiatives. Sayogo, Gil-Garcia, and Cronemberger's (2016) analysis of results of a national survey identified three significant determinants of CRR in CBIS, (1) the extent …

Improving Protection And Services For Trafficking Victims In The United States: Recommendations Based On The United Kingdom's Modern Slavery Act 2015, Yusuf Abdulkareem
Children's Legal Rights Journal
Human trafficking is a form of modern slavery that occurs both internationally and within national borders. It is a multibillion-dollar criminal industry, and millions of men, women, and children have been victims of this heinous and unconscionable crime.2 Fortunately, the problem of human trafficking has finally started to receive the attention it deserves. Over the past two decades, a plethora of anti-trafficking laws have been passed at both international and domestic levels. The United States specifically has been a leader in the promulgation of anti-trafficking laws that have served as models for other nations of the world. These federal laws, …

International Law And The Struggle Against Government Impunity In Africa, John Mukum Mbaku
International Law And The Struggle Against Government Impunity In Africa, John Mukum Mbaku
UC Law SF International Law Review
In recent years, impunity has become pervasive throughout most African countries. In some African countries, impunity is due to the inability of national governments to bring perpetrators of human rights violations to account for their crimes. In others, impunity arises from the unwillingness of government to utilize the existing legal system to bring criminals, whether they are state- or non-state actors, to justice. Effectively combatting impunity in Africa must begin with the reconstruction of African States to provide democratic institutions, which are capable of adequately constraining the government and preventing civil servants and political elites from acting with impunity; and …

The Case For Less Immigration Restrictions In The United States (2019-2020), Elle O’Leary Kelleher
The Case For Less Immigration Restrictions In The United States (2019-2020), Elle O’Leary Kelleher
Argument
In this example of an argument, Kelleher explores how the issue of immigration has been taken up in politics and policy, but rests on many misperceptions, including the negative portrayal of immigrants in popular culture ranging from 1931 to 2013. Kelleher argues for a loosening of immigration restrictions based on benefits to the United States and based on a historical sense of “American values.”

The First Attempt To Prosecute The Crime Of Aggression, Harry M. Rhea
The First Attempt To Prosecute The Crime Of Aggression, Harry M. Rhea
Florida State University Journal of Transnational Law & Policy
The crime of aggression, also known as the "supreme international crime," is the most controversial international crime. It is the only international crime that requires state participation, therefore making it a political crime. Moreover, illegal war often includes other international crimes, including terrorism, torture, genocide, and crimes against humanity, and it differs only in that "it contains within itself the accumulated evil of the whole." Aggression was included in the Rome Statute of the International Criminal Court in 1998 without a definition. The Assembly of States Parties to the International Criminal Court adopted a criminal definition of aggression at the …
Procedural Violations In The Trial Of The Woman Taken In Adultery, Steven T. Densley Jr.
Procedural Violations In The Trial Of The Woman Taken In Adultery, Steven T. Densley Jr.
Interpreter: A Journal of Latter-day Saint Faith and Scholarship
The story in John 8 of the woman taken in adultery is sometimes used to argue that Jesus was lenient toward sin and that we should be too. However, when placed in its broader context, we can see the story is not one in which Christ shows indifference or contempt for the law, but rather utmost respect for it.
Property Rights, Citizenship, Corruption, And Inequality: Confiscating Loyalist Estates During The American Revolution, Marcus Gallo
Property Rights, Citizenship, Corruption, And Inequality: Confiscating Loyalist Estates During The American Revolution, Marcus Gallo
2019 Faculty Bibliography
In Maryland, fierce debate attended the decision to confiscate loyalist lands, but the state eventually embraced confiscation, seizing significantly more loyalist land than neighbors who had access to lands in the trans-Appalachian west. State senators who initially objected to property confiscations found themselves forced by necessity to adopt a revolutionary view of subjecthood, in which loyalists who abandoned the state voluntarily abrogated their citizenship. While some irregularity surrounded Maryland's confiscations, this paled in comparison to the corruption that attended confiscation in neighboring states like Pennsylvania and New Jersey. However, as in other confiscations, the state's political and military officers came …
Building A Vegan Feminist Network In The Professionalized Digital Age Of Third Wave Animal Activism, Corey Lee Wrenn
Building A Vegan Feminist Network In The Professionalized Digital Age Of Third Wave Animal Activism, Corey Lee Wrenn
Diversity and Social Movements Collection
Despite its legacy of feminist leadership and a continued female majority, the Nonhuman Animal rights movement has exhibited structural sexism across its various waves of protest. This institutionalized sexism not only inhibits women’s ability to protest safely and effectively, but also permeates the activist imagination and aggravates interpersonal violence. Even Nonhuman Animals as a feminized group are unwittingly disparaged in popular campaigns. This essay suggests that structural sexism in the Nonhuman Animal rights movement is nourished by its patriarchal organization, specifically its decision to professionalize. Twenty-first century vegan feminist activism on the margins has been able to circumvent the hegemony …

This research is part of a larger study of police crime—that is, crime committed by nonfederal sworn law enforcement officers with general powers of arrest—across the United States. In 2014, after several fatal on-duty police shootings garnered national media attention, our principal investigator, Philip Stinson, conducted a joint research project with The Washington Post to count the number of police officers charged with murder or manslaughter resulting from an on-duty shooting where the officer shot and killed someone. The results of the joint research project were published in The Washington Post on April 12, 2015, and The Washington Post was …

CPN 101: Researched Inquiry
In this student example, Robinson addresses wrongful convictions, falsified evidence, and other major problems in the American justice system. Relying heavily on source material, Robinson confronts systemic problems by detailing the work of a particular nonprofit organization and highlighting the evidence for the necessity of that organization.

(Un)Civil Denaturalization, Cassandra Burke Robertson, Irina D. Manta
Faculty Publications
Over the last fifty years, naturalized citizens in the United States were able to feel a sense of finality and security in their rights. Denaturalization, wielded frequently as a political tool in the McCarthy era, had become exceedingly rare. Indeed, denaturalization was best known as an adjunct to criminal proceedings brought against former Nazis and other war criminals who had entered the country under false pretenses.
Denaturalization is no longer so rare. Naturalized citizens’ sense of security has been fundamentally shaken by policy developments in the last five years. The number of denaturalization cases is growing, and if current trends …
