This is the second of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center was asked to create the measurement framework and analytic strategies to evaluate the MAP initiative. Using multiple data sources and onsite observations and interviews, the team aims to understand the relationship between the MAP efforts and the expected outcomes of those efforts.

Aging And Blaming In The Criminal Justice System, Rachel Robinson-Greene
Aging And Blaming In The Criminal Justice System, Rachel Robinson-Greene
Languages, Philosophy, and Communication Studies Faculty Publications
A recent study in the medical journal The Lancet suggests that, if trends hold, 50% of babies born today will live to be over 100 years old. Though long life is typically thought of as a good thing, some of our ordinary practices may need to change to track philosophical and practical challenges posed by longer life spans. In particular, we need to reflect on whether our attitudes about blame and punishment need to be adjusted. For example, last year, John “Sonny” Franzese was released from an American prison at the age of 100. Franzese was sentenced to fifty years …

If Separation Of Church And State Doesn’T Demand Separating Religion From Politics, Does Christian Doctrine Require It?, Samuel W. Calhoun
If Separation Of Church And State Doesn’T Demand Separating Religion From Politics, Does Christian Doctrine Require It?, Samuel W. Calhoun
Washington and Lee Law Review Online
This Essay responds to comments by Wayne Barnes, Ian Huyett, and David Smolin on my prior Article, Separation of Church and State: Jefferson, Lincoln, and the Reverend Martin Luther King, Jr., Show It Was Never Intended to Separate Religion From Politics. Part II, although noting a few disagreements with Huyett and Smolin, principally argues that they strengthen the case for the appropriateness of religious arguments in the public square. Part III evaluates Wayne Barnes’s contention that Christian doctrine requires separating religion from politics.

Financial Barriers And Utilization Of Medical Services In Prison: An Examination Of Co-Payments, Personal Assets, And Individual Characteristics, Brian R. Wyant Phd, Holly M. Harner
Journal for Evidence-based Practice in Correctional Health
Although research has found that requiring incarcerated individuals to pay fees for medical service decreases use, there are still important unanswered questions about this association: 1) Is the copayment fee a barrier to those seeking medical attention? 2) If so, what individual factors are associated with viewing the copayments as the reason to avoid seeing a medical professional? Using 2012 survey data collected from 45 incarcerated persons housed in a maximum security prison on the East Coast, it was discovered that over 70% of the men surveyed reported avoiding medical services at least once in the past three months due …

Race/Ethnicity And Geographic Access To Urban Trauma Care, Elizabeth L. Tung, David A. Hampton, Marynia Kolak, Selwyn O. Rogers, Joyce Yang, Monica E. Peek
Psychology
Importance Little is known about the distribution of life-saving trauma resources by racial/ethnic composition in US cities, and if racial/ethnic minority populations disproportionately live in US urban trauma deserts.
Objective To examine racial/ethnic differences in geographic access to trauma care in the 3 largest US cities, considering the role of residential segregation and neighborhood poverty.
Design, Setting, and Participants A cross-sectional, multiple-methods study evaluated census tract data from the 2015 American Community Survey in Chicago, Illinois; Los Angeles (LA), California; and New York City (NYC), New York (N = 3932). The death penalty raises serious questions regarding the unequal and arbitrary application of the law since the death penalty exceeds the threshold of law and relates to arguments beyond it, among which there are several fundamental political elements. The advent of the neoliberal revival of the 1970s, first as a new ideology emphasizing the value of free market competition and then as a policy model and practice of government, has had a significant impact on the consideration of individuals within society. The Lockett v. Ohio rulingis part of this particular context, setting the stage for the societal mutation toward a …
An Application Of Risk Analysis To The Doctrine Of Self-Defense, Kirsten Welch
An Application Of Risk Analysis To The Doctrine Of Self-Defense, Kirsten Welch
The Hilltop Review
Although it is an unavoidable aspect of any self-defense situation, risk is an underdeveloped concept in the self-defense literature. In this paper, I argue that the existence of objective risk can justify the use of self-defense, even in cases in which defensive action is not clearly necessary. To accomplish this, I first introduce the concept of risk, seeking a definition that incorporates both objective and subjective elements in a manner appropriate to a discussion of self-defense. In section two, I make a case for the appropriate way to carry out and apply risk analysis in self-defense situations, addressing questions of …

Aging Out: 2018 Legislation Seeking To Address Virginia’S Permanency Problem For Children In Foster Care, Valerie L'Herrou
Aging Out: 2018 Legislation Seeking To Address Virginia’S Permanency Problem For Children In Foster Care, Valerie L'Herrou
Richmond Public Interest Law Review
Virginia has one of the highest rates of youth who “age out” of the foster care system and one of the lowest family reunification rates in the country. This is due to several factors, including that the termination of parental rights has an accelerated timeline in Virginia compared to the federal timeline. Children who age out of the system lack a sense of permanency that is critical to healthy psychological development. As a result, many such children tend to experience lower levels of educational attainment and income, and higher levels of substance use, criminal justice system involvement, and homelessness than …

Free To Bleed: Virginia House Bill 83 And The Dignity Of Menstruating Inmates, Holly Seibold, Gianna Fienberg
Richmond Public Interest Law Review
For many individuals, their monthly period is an embarrassing and stigmatizing event, but for those who are homeless or have a low income, are students, or are incarcerated, it is something much more dangerous. A lack of menstrual hygiene can lead to serious health risks including skin infections, urinary tract and bladder infections, and toxic shock syndrome. Because of the cost of menstrual supplies, though, many are prevented from adequately caring for their menstrual health. Students, the homeless and low-income, and the incarcerated are regularly confronted by a lack of access to menstrual supplies and are thus forced to use …

Virginia Pioneers Mental Health Transportation Alternative For Children Under Temporary Detention Order, Snapper Tams, Victoria Zicker
Richmond Public Interest Law Review
Children in Virginia who are experiencing a mental health crisis have traditionally been shackled while they are transported to a mental health facility for treatment. Such shackling is traumatizing for children and detrimental to their cognitive and emotional development. Shackling has been required by law enforcement personnel, the default providers of mental health transportation. However, alternative transportation options to law enforcement exist and are actively being explored in Virginia in order to de-stigmatize mental health crises and minimize trauma caused by the transportation process. The Virginia Department of Behavioral Health and Developmental Services funded a pilot program in southwestern Virginia …
Virginia’S 2018 General Assembly Session In Review, Mollie Laird
Virginia’S 2018 General Assembly Session In Review, Mollie Laird
Richmond Public Interest Law Review
The 2018 General Assembly session came on the heels of what many deemed a shocking 2017 election cycle. Democrats gained a surprising number of seats in the General Assembly, creating the need for bipartisan compromise throughout the 2018 session. It is when compromise occurred that deals were made and laws were passed to benefit Virginians. This does not mean that tensions did not flare at times. Ideological differences were certainly on display in debates surrounding Confederate monuments and gun control. But beyond ideological differences, the General Assembly was able to raise the felony-larceny threshold and to end a rate freeze …
