Awareness Of Sex Offender Registration Policies And Self-Reported Sexual Offending In A Community Sample Of Adolescents, Cynthia J. Najdowski, Hayley M. D. Cleary

Sex offender registration laws are widely implemented, increasingly restrictive, and intended to serve both specific and general deterrent functions. Most states have some form of policy mechanism to place adolescents on sex offender registries, yet it remains unclear whether adolescents possess the requisite policy awareness to be deterred from sexual offending. This study examined awareness of sex offender registration as a potential sanction and its cross-sectional association with engagement in several registrable sexual behaviors (sexting, indecent exposure, sexual solicitation, and forcible touching) in a community sample of 144 adolescents. When Do Chinese Subnational Governments Make Law?, Wei Cui, Jiang Wan

How often does law get made in China, and what kinds of law? We construct a dataset on subnational lawmaking to address these questions. The dataset builds on a basic insight: Chinese politicians choose among three types of instruments to implement policy—statutes, regulations, and informal policy directives (IPDs). IPDs are easier to promulgate than statutes and regulations, and the fact that they lack the force of law rarely impedes enforcement. Why then do politicians make law at all? Several findings shed light on this puzzle. First, the choice between formal lawmaking and IPDs depends on the policy subject. Second, provinces …

Lighting and marking recommendations for animal-drawn buggies and wagons were first established in 2001 through an American Society of Agricultural and Biological Engineers (ASABE) Engineering Practice, EP576.1. Many Anabaptist communities who primarily rely on animal-drawn vehicles utilize this practice for marking their buggies and wagons; however they do not utilize the practice for their low-profile vehicles, such as pony carts. Visibility for pony carts on public roads is important to protect the operators, typically women and children. The authors present a framework and practical strategies for engaging deaf persons who have language and learning challenges as well as sexual offending behaviors in sex offender oriented mental health treatment. Current treatment approaches for persons who commit sexual offenses are reviewed along with modifications that have been made for persons with intellectual impairments. The additional challenges when the persons referred are deaf and poor language users are explored. The treatment resources for helping this sub group of deaf persons with highly specialized needs are limited, and the common fallacy that a "signing clinician" with some knowledge of sexual offending …

The Yukon–Alaska Highway corridor in southern Yukon is subject to geohazards ranging from landslides to floods and earthquakes on faults in the St. Elias Mountains and Shakwak Valley. Here we discuss the late Holocene seismic history of the Denali fault, located at the eastern front of the St. Elias Mountains and one of only a few known seismically active terrestrial faults in Canada. Holocene faulting is indicated by scarps and mounds on late Pleistocene drift and by tectonically deformed Pleistocene and Holocene sediments. Previous work on trenches excavated against the fault scarp near the Duke River reveals paleoseismic sediment disturbance …

While deep learning algorithms have made significant progress in automatic speech recognition and natural language processing, they require a significant amount of labelled training data to perform effectively. As such, these applications have not been extended to languages that have only limited amount of data available, such as extinct or endangered languages. Another problem caused by the rise of deep learning is that individuals with malicious intents have been able to leverage these algorithms to create fake contents that can pose serious harm to security and public safety. Natural disasters are increasingly costly for the United States. The literature suggests emergency managers may improve disaster outcomes and enhance disaster resilience by supplementing their official public-communications methods with more bi-directional communication tactics using social media. This study aims to understand how social media is used within the “whole community” of emergency management in areas affected by recent hurricanes. The first research objective examines how social media is used by governmental and non-governmental organizations across the four phases of emergency management (preparedness, response, recovery, mitigation). Officials who work in the public sector deal with external pressures from citizens, elected officials, contractors, and developers. These groups are all trying to influence building, planning, and code enforcement officials to make sure that their particular projects are completed on their terms. Sometimes these efforts to influence are outright unethical, other times they are more subtle, but can be just a damaging to a public officials reputations. It’s important for an official who works in the public sector to recognize when they may be entering into dangerous territory and ways to avoid putting themselves in a compromising position.

Accounting For Adolescents’ Twice Diminished Culpability In California’S Felony Murder Rule, Raychel Teasdale

In 2018, the California legislature passed S.B. 1437 to narrow California’s felony murder rule and theoretically apply the rule only to those with the greatest culpability in a murder. However, whether intentionally or negligently, the law leaves room to disproportionally and unjustly affect adolescents by charging those with “reckless indifference” with first-degree murder. Imbedded in psychology and neuroscience research is the conclusion that adolescent brain structure and function are still rapidly developing. As a result, adolescents are less able to weigh the risks of their actions, resist peer pressure, regulate their emotions, and control their impulses. Therefore, this Note argues …
