Connectivity Assessment Survey For Technology Emergency Response (Caster), Rakesh Bharania, Chandler Johnson, Dustin Li
Defensive Publications Series
Disasters such as hurricanes, earthquakes, and tsunamis often cause widespread communication outages, and there is a need to quickly assess which areas have been impacted so that teams such as Tactical Operations can optimize the delivery and installation of emergency communications infrastructure. By placing a software defined radio (SDR) in low earth orbit on a satellite and processing the data to geolocate radio frequency (RF) signals, heat maps may be generated depicting "ground truth" RF changes, providing timely and accurate data to inform decision-making for emergency communications deployments. This, in turn, will serve as a force multiplier, amplifying the positive …

Cell-Devs Social Interaction Modeling And Simulation For Emergency Evacuation Systems, Yanhong Wang, Wang Xia, Shaowei Wang
Cell-Devs Social Interaction Modeling And Simulation For Emergency Evacuation Systems, Yanhong Wang, Wang Xia, Shaowei Wang
Journal of System Simulation
Abstract: This paper aims to present a Cell-DEVS model for emergency evacuation systems, which behave uncertainty and are intricately driven by the social factors. The model introduces social interaction factors such as familiarity degrees, individual vision, communication and conduction, and velocity zones as the state variables, describing the relationship between the evacuees and environment, as well as the interactions with each other. The algorithm optimization enhances reality of simulation. The RESTful CD++ is applied as middleware to execute remote simulation. The results confirm the existence of social interaction. This work benefits to the architecture design, evacuation planning and …

The Rapid Deployments To Wildfires Experiment (Radfire): Observations From The Fire Zone, Craig Clements, Neil Lareau, David Kingsmill, Carrie Bowers, Christopher Camacho, Richard Bagley, Braniff Davis
Faculty Publications, Meteorology and Climate Science
The Rapid Deployments to Wildfires Experiment (RaDFIRE) was a meteorological field campaign aimed at observing fire–atmosphere interactions during active wildfires. Using a rapidly deployable scanning Doppler lidar, airborne Doppler radar, and a suite of other instruments, the field campaign sampled 21 wildfires from 2013 to 2016 in the western United States. Observations include rotating convective plumes, plume interactions with stable layers and multilayered smoke detrainment, convective plume entrainment processes, smoke-induced density currents, and aircraft in situ observations of developing pyrocumulus. Collectively, these RaDFIRE observations highlight the range of meteorological phenomena associated with wildfires, especially plume dynamics, and will provide a …

Sustainability And Disaster Planning: What Are The Connections?, George C. Homsy, Lu Liao, Mildred E. Warner
Sustainability And Disaster Planning: What Are The Connections?, George C. Homsy, Lu Liao, Mildred E. Warner
Public Administration Faculty Scholarship
In this paper, we examine the connections between resiliency and sustainability by asking: can disaster planning lead to more sustainability actions? In a survey we conducted of 1,899 cities, towns, and counties across the United States in 2015, we found that disaster plans are three times more common than sustainability plans. Our regression models find both types of plans lead to sustainability action as does regional collaboration across the rural-urban interface. However, we find that hazard mitigation planning may be done without including sustainability staff, citizens, and other officials. After controlling for motivations, capacity, and cooperation, we find rural communities …

Scenario Computing For Analysis Of Deep Uncertainty Systems, Liu Yi, Gangqiao Wang, Zhipeng Wu, Zhenqiang Fan, Yongqiang Chen
Journal of System Simulation
Abstract: A method of scenario computing is developed for modeling systems with deep uncertainty. The method consists three complementary parts: hybrid modelling, diverse computing, and interactive validation. Hybrid modelling is to dynamically develop models with merging historical knowledges and observed information. Diversity computation is to simulate multiple plausible scenarios about system future. Interactive validation helps scenario computing process being on the right way instead of deviating. Two cases are provided in this paper applying scenario computing, one is earthquake and the other is driving and transportation. The results show good performance of scenario computing method in modeling uncertainty systems.

The Appeal Of A Repeal: Analyzing Virginia’S Self-Sabotage Of Successful Re-Entry For Drug Felons, Salaam Bhatti
Richmond Public Interest Law Review
The United States is currently engaged in a battle against poverty. There are many heads to this Hydra, but one of the most significant is the felony drug ban. The felony drug ban prohibits individuals convicted of felony drug offenses from receiving Supplement Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF) benefits. This means that, at a time when a former inmate is most vulnerable – when they struggle to find work and support themselves post-release - the government turns a blind eye to that individual’s need, often forcing a former inmate to recidivate and do anything …
Virginia’S 2018 General Assembly Session In Review, Mollie Laird
Virginia’S 2018 General Assembly Session In Review, Mollie Laird
Richmond Public Interest Law Review
The 2018 General Assembly session came on the heels of what many deemed a shocking 2017 election cycle. Democrats gained a surprising number of seats in the General Assembly, creating the need for bipartisan compromise throughout the 2018 session. It is when compromise occurred that deals were made and laws were passed to benefit Virginians. This does not mean that tensions did not flare at times. Ideological differences were certainly on display in debates surrounding Confederate monuments and gun control. But beyond ideological differences, the General Assembly was able to raise the felony-larceny threshold and to end a rate freeze …

Study On Evacuation Modeling Of Airport Based On Social Force Model, Shaobo Zhong, Zhichen Yu, Yongsheng Yang, Sun Chao, Quanyi Huang
Journal of System Simulation
Abstract: Public safety events frequently occurred in China and caused great casualty and property loss. Inefficient evacuation is one of the major causes of casualties in emergencies. Taking the T3-E of the Beijing Capital International Airport as a study area, the influence of four factors of evacuation guidance, customs barriers, the airport seats, and construction columns studies is studied through social force model-based simulation. The results show that: four factors have local effects on evacuation respectively. Evacuation guidance has the most significant positive effect while others have a little significant negative effect. Moreover, the relationships between the maximal and optimal …
