Rural Residents Satisfaction And Influencing Factors In The Supply Of Public Goods In China, Yaobo Shi, Xinxin Zhao
Rural Residents Satisfaction And Influencing Factors In The Supply Of Public Goods In China, Yaobo Shi, Xinxin Zhao
Bulletin of Monetary Economics and Banking
The satisfaction of farmers with the supply of rural public goods is an importantindicator of the effectiveness of rural public goods investment. Using cross-sectionaldata on 400 farmers in five counties of China’s Shaanxi province, this study adoptsordinal logit and probit models to investigate rural residents’ satisfaction and theinfluencing factors in the supply of public goods. The empirical results indicate thatthe income of farmers has a significantly negative impact on their satisfaction, farmerswho were consulted in the process of public goods supply have higher satisfactionlevels than farmers who were not, and farmers who profited from the supply of publicgoods are more …

18 U.S.C. § 3553(A)’S Undervalued Sentencing Command: Providing A Federal Criminal Defendant With Rehabilitation, Training, And Treatment In “The Most Effective Manner”, Erica Zunkel
Notre Dame Journal of International & Comparative Law
The vast majority of federal criminal defendants are sentenced to prison, and non-incarceration sentences have become vanishingly small. During the sentencing process, federal district court judges are required to consider what sentence will provide the defendant with necessary rehabilitation and treatment in the most effective manner pursuant to 18 U.S.C. § 3553(a)(2)(d). Courts regularly undervalue, ignore, or even violate this statutory command. Some courts seem to believe that the Bureau of Prisons can provide adequate rehabilitation and treatment and do not explain how this squares with what the statute requires. Other courts barely engage with the issue. Only a minority …

Framework For Evaluation Of Flash Flood Models In Wildfire-Prone Areas, Brian Cunningham, David Benepe, Bryan Cikatz, Evangelos Giakoumakis
SMU Data Science Review
Abstract. In this paper, we present an innovative framework for evaluating the increased risk of flash flooding in areas that have been subjected to wildfires. Wildfires cause large-scale damage to an area’s soil and vegetation thus increasing both the likelihood and severity of flash flooding. Utilizing remote sensing to analyze aerial imagery of areas that have been affected by wildfires, we can investigate how much a landscape has changed and how that may adversely affect downstream areas in the event of a flash flooding event. There are currently no established frameworks from which downstream local officials can quickly assess the …

Pedestrian Safety -- Fundamental To A Walkable City, Joshua Herrera, Patrick Mcdevitt, Preeti Swaminathan, Raghuram Srinivas
SMU Data Science Review
In this paper, we present a method to identify urban areas with a higher likelihood of pedestrian safety related events. Pedestrian safety related events are pedestrian-vehicle interactions that result in fatalities, injuries, accidents without injury, or near--misses between pedestrians and vehicles. To develop a solution to this problem of identifying likely event locations, we assemble data, primarily from the City of Cincinnati and Hamilton County, that include safety reports from a five year period, geographic information for these events, citizen survey of pedestrian reported concerns, non-emergency requests for service for any cause in the city, property values and public transportation …

Police Use Of Force Decisions: A Gender Perspective, Tina Jaeckle Ph.D., Barbara Benoliel Phd, Orville Nickel
2019 Program & Posters
To examine gender differences in U.S. police officers’ use of force, data from focus groups of male and female officers responding to escalating scenarios of risk were analyzed. Results compared to studies conducted in Canada and the United Kingdom indicated a similar finding: Use of force differed on gender lines. The social change contribution is in informing community policing strategies.

Technology advances at breakneck speed. That’s exciting to early adopters, who can’t wait to get their hands on the latest piece of tech. For some, the rapid onslaught of technology is frustrating. But there are bigger issues that need our attention.

Providing connectivity in areas out of reach of the cellular infrastructure is a very active area of research. This connectivity is particularly needed in case of the deployment of machine type communication devices (MTCDs) for critical purposes such as homeland security. In such applications, MTCDs are deployed in areas that are hard to reach using regular communications infrastructure while the collected data is timely critical. Drone-supported communications constitute a new trend in complementing the reach of the terrestrial communication infrastructure. In this study, drones are used as base stations to provide real-time communication services to gather critical data out of …
