Recent advancements on the unmanned systems manifest the potential of these technologies to impact our daily life. In particular, the unmanned aircraft systems (UAS) become ordinary for people in almost any area from aerial photography to emergency responses, from agricultural services to even autonomous deliveries. Increased autonomy and advancements in low-cost high-computing technologies made these compact autonomous solutions accessible to any party with ease. Easiness and affordability to access these systems accelerated the innovations and the novel ideas for the solution of diverse real-life problems. Despite its benefits, however, this widespread availability also resulted in the safety and regulatory concerns …
Evaluating The Water Quantity And Quality Performances Of Underground Gravel Filter Basins., Jihad A. Hallany
Evaluating The Water Quantity And Quality Performances Of Underground Gravel Filter Basins., Jihad A. Hallany
Electronic Theses and Dissertations
Underground gravel filter basins (UGF basins) are subsurface structures that are used for detention, filtration, and infiltration of stormwater runoff in urbanized areas. The application of these structures is recommended in highly developed urban areas, where land is not available or it is too expensive for surface-level green infrastructures such as stormwater ponds, bio-retention, and infiltration trenches. Objectives of this study are to assess and analyze the effectiveness of two (2) UGF basins in reducing the stormwater runoff peak flow, and to assess water quality parameters in a high-density residential area. The experimental site is located at Red Mile Village, …

Point Cloud Technology For Analysis Of Existing Structures, Jacob Cano
Electronic Theses and Dissertations
For this thesis, a study was completed on two different structures on the UCF Orlando campus through the use of both structural plans and point cloud technology. The results sought to understand the viability of point cloud technology as an accurate tool for the static and dynamic modal analysis of existing structures. For static analysis, a portion of the framing of Spectrum Stadium was rendered, modeled, analyzed and compared to a previous case study. The results emphasized how different users can render dissimilar member sizes and lengths due to human judgment on point cloud visuals. The study also found that …
Improving Information Sharing: Local Fusion Centers And Their Role In The Intelligence Cycle, Alexis Spall
Improving Information Sharing: Local Fusion Centers And Their Role In The Intelligence Cycle, Alexis Spall
Master in Management for Public Safety and Homeland Security Professionals Master's Projects
Abstract
My Master’s Project focuses on local fusion centers and the need for improved information sharing practices among law enforcement partners. After the tragic event of September 11th in 2001, the Department of Homeland Security and the Department of Justice recognized a communication gap between law enforcement agencies and a lack of effective information sharing efforts. Fusion centers play a significant role in supporting both criminal and terrorist investigations due to their ability to act as a conduit between various law enforcement partners. Due to their important responsibilities as information sharing hubs that provide valuable analysis and dissemination of …
The Normative Fourth Amendment, Matthew Tokson
The Normative Fourth Amendment, Matthew Tokson
Utah Law Faculty Scholarship
For decades, courts have used a “reasonable expectation of privacy” standard to determine whether a government action is a Fourth Amendment search. Scholars have convincingly argued that this test is incoherent, arbitrary, and incapable of protecting privacy against modern forms of surveillance. Yet few alternatives have been proposed, and those alternatives pose many of the same problems as the current standard.
This Article offers a new theoretical approach for determining the scope of the Fourth Amendment. It develops a normative model of Fourth Amendment searches, one that explicitly addresses the balance between law enforcement effectiveness and citizens’ interests inherent in …
Policy Analysis Of Tennessee's 51-To-Life Law: Juvenile Sentencing Reform, Natalie P. Hurst
Policy Analysis Of Tennessee's 51-To-Life Law: Juvenile Sentencing Reform, Natalie P. Hurst
Honors Theses
In the state of Tennessee, juvenile offenders convicted as adults for first-degree murder must receive a minimum sentence of 51 years in prison before becoming eligible for parole. Tennessee’s minimum juvenile sentencing guideline is the strictest in the United States. In 2012, the Supreme Court of the United States ruled that sentencing juvenile offenders to life is unconstitutional citing psychological evidence for a juvenile’s ability to be rehabilitated in comparison to adults (Miller v. Alabama, 2012). Tennessee’s 51-year minimum juvenile sentencing standard is a potential violation of this ruling because it has been shown that the life expectancy in prison …

Suspensions And Referrals To Law Enforcement Of African American Students Pre And Post Restorative Justice, Adrienne Brown
Electronic Theses and Dissertations
The purpose of this study was to compare the number of suspensions and referrals to law enforcement from traditional consequences administered to students in a large urban school district in southeastern United States for the school year 2013 to 2014 to the number of suspensions and referrals to law enforcement from consequences rendered after the implementation of restorative justice practices in the 2015 to 2016 school year, as reported to the Civil Rights Office of Data Collection (CRDC, 2016). There was statistical evidence that schools had policies and/or practices in place that had a discriminatory bias towards racial groups when …
Neuroenhancement: Is Society Ready?, Jennifer Dang
Neuroenhancement: Is Society Ready?, Jennifer Dang
PCOM Capstone Projects
Humans were always able to discover and invent solutions to our species limitations, from the discovery of vaccines and irradiation of diseases to the invention of personal computers that could fit in our pockets. Concerning the idea of scientific and technological advancements, it is never the question of whether or not scientists could discover these achievements, but it is always the question of whether or not science should create or discover something. In regards to the topic of neuroenhancement, experts have been unable to unanimously determine if, as a society, we are morally responsible enough to handle such an advancement. …
Mapping Sex Offenders And Treatment Centers In Relation To Social Disorganization, Amber Amin
Mapping Sex Offenders And Treatment Centers In Relation To Social Disorganization, Amber Amin
Master's Theses
Research shows that the clustering of Registered Sex Offenders (RSOs) is connected to social disorganization. Residential patterns disrupt the reintegration of the RSO population. Utilizing data from Queens and the Bronx, NYC, this study examines RSO clustering in the two boroughs and explores the proximity of community resources to RSO addresses that may assist reintegration. Using data from the New York Megan’s Law and census data for Queens and Bronx Counties, maps were created to study the residential patterns of RSOs. The results show clustering of RSOs in areas with variables pertaining to high social disorganization and a lack of …
Ohio's Targeted Community Alternative To Prison Program: How A Good Idea Is Implemented Through Bad Policy, Samantha Sohl
Ohio's Targeted Community Alternative To Prison Program: How A Good Idea Is Implemented Through Bad Policy, Samantha Sohl
Cleveland State Law Review
Just because a legislature can make a law doesn’t mean that they should. The Ohio General Assembly enacted the Targeted Community Alternatives to Prison (T-CAP) program to decrease the number of convicted defendants sent to state prison and to increase funding for community control efforts. While the law may be upheld under the Ohio Constitution’s Uniformity Clause, the law should still be repealed because legislative control and financial influence have no place in the judicial branch, specifically the criminal sentencing process. However, the law is rooted in good intentions, and many judges have found the additional funding useful, but the …
From Standardization To Formality: Unintended Consequences Of Police Standardization Reform Of Law Enforcement In China, Lianhan Zhang
From Standardization To Formality: Unintended Consequences Of Police Standardization Reform Of Law Enforcement In China, Lianhan Zhang
Maurer Theses and Dissertations
According to social construction theory, cases are not objective entities waiting to be discovered or revealed; they cannot exist without case-makers. Construction of a case is a subjective process of choosing, increasing, decreasing, selecting, and reshaping. Therefore, a natural gap exists between the constructed and the real world. This dissertation delves into the gap, not from the existing angle of selectiveness, but from the angle of compliance. The study uses empirical data to try to answer the following question: Since the police standardization reform of law enforcement—at least parts of them—aim at controlling the evidence-collecting process and at improving the …
Criminal Justice Systems: Impacts That Transcend Borders & Prison Bars, Erika Yeager
Criminal Justice Systems: Impacts That Transcend Borders & Prison Bars, Erika Yeager
Senior Honors Projects
Historically, the concepts of criminal justice and punishment have been core facets of many societies and cultures. The evolution of crime and punishment is unique in different places across the world and across cultures. The incarceration of individuals across the globe has turned into an epidemic; according to the Institute for Criminal Policy Research, there are almost 10.4 million individuals imprisoned around the world (“Global Prison Trends” 7). By researching this political and sociological phenomenon, more insight is gained into the tangible impacts systemic models of criminal justice have on societies and countries as a whole. These individualized systems and …
Determining The Interference Of Lactate And Lactate Dehydrogenase In An Ethanol Enzyme Assay, Julia Liebl
Determining The Interference Of Lactate And Lactate Dehydrogenase In An Ethanol Enzyme Assay, Julia Liebl
Master's Theses
Enzymatic ethanol assays are widely used to determine blood alcohol content for individuals admitted to a hospital. In some instances, this hospital data is later used as evidence in a court of law, most commonly in DUI cases. As the enzymatic assay targets, but does not exclusively measure ethanol, it is theoretically possible that interference could occur and produce a falsely elevated result, leading to wrongful convictions or other consequences. This project examined the potential of clinically relevant levels of one potential interferant, lactate and the hepatic enzyme lactate dehydrogenase (LDH) to cause significant and falsely elevated results. Threshold levels …
Race, Threat, And Firearms: : Analysis Of State-Level Self-Defense And "Stand Your Ground" Laws, John-Michael Simpson
Race, Threat, And Firearms: : Analysis Of State-Level Self-Defense And "Stand Your Ground" Laws, John-Michael Simpson
Legacy Theses & Dissertations (2009 - 2024)
This study explores the expansion of state-level self-defense laws between 2005 and 2010 using a threat theory framework. Unlike prior historical changes in self-defense law, which were largely made through judicial avenues and were localized at the state-level, the recent expansions of self-defense have been driven by state legislatures to produce notable patterns of change, including protections of criminal immunity and codifications of presumption of reasonable fear. Threat theory would predict that the strengthening of informal social controls to use violence in self-defense is a response by the dominant group to perceived threats to power from a subordinate group. In …
Antitrust Overreach: Undoing Cooperative Standardization In The Digital Economy, Jonathan M. Barnett
Antitrust Overreach: Undoing Cooperative Standardization In The Digital Economy, Jonathan M. Barnett
Michigan Technology Law Review
Information technology markets in general and wireless communications markets, in particular, rely on standardization mechanisms to develop interoperable devices for data processing, storage, and transmission. From 2G through the emergent 5G standard, wireless communications markets have largely achieved standardization through cooperative multi-firm arrangements that likely outperform the historically dominant alternatives of government monopoly, which is subject to informational deficits and regulatory capture, and private monopoly, which suffers from pricing and other distortions inherent to protected market positions. This cooperative process has successfully relied on three key legal elements: reasonably secure patents, quasi-contractual licensing commitments supplemented by reputation effects, and targeted …
Mission Creep And Wiretap Act 'Super Warrants': A Cautionary Tale, Jennifer S. Granick, Patrick Toomey, Naomi Gilens, Daniel Yadron Jr.
Mission Creep And Wiretap Act 'Super Warrants': A Cautionary Tale, Jennifer S. Granick, Patrick Toomey, Naomi Gilens, Daniel Yadron Jr.
Loyola of Los Angeles Law Review
Congress enacted the Wiretap Act in 1968 in an effort to combat organized crime while safeguarding the privacy of innocent Americans. However, the Act instead served to legitimize wiretapping, and its privacy protections have eroded over time. As a result, there has been a significant increase in wiretapping in the decades since the Act’s passage. As technology evolves, the Wiretap Act does less to protect Americans’ private communications from government interception. Nevertheless, policy makers see the Wiretap Act, with its “super-warrant” procedures, as the gold standard for statutory privacy protection. To the contrary, when considering how to regulate new and …

River Hydrology, Morphology, And Dynamics In An Intensively Managed, Transient Landscape, Sara Ann Kelly
River Hydrology, Morphology, And Dynamics In An Intensively Managed, Transient Landscape, Sara Ann Kelly
All Graduate Theses and Dissertations, Spring 1920 to Summer 2023
Rivers create beautiful patterns and provide drinking water to millions. However an alarming number of rivers in the US and globally are threatened by excess sediment and nutrients. Agricultural rivers draining erodible soils are particularly vulnerable. Rivers of southern Minnesota provide a unique opportunity to study water and sediment dynamics in a naturally vulnerable system. Sediment reduction strategies are needed to ensure biological integrity and adequate water quality. Here, I address the questions: 1) have climate, land use practices, or both affected streamflows in Midwest agricultural rivers?, 2) which streamflows set the rate of river bluff erosion?, and 3) how …

There is research available on campus safety perspectives and issues, but these studies are primarily from the student perspective. Of the few studies that show campus safety perspectives from the faculty and staff viewpoint, fewer of these studies reflect these perspectives as they occur on community college campuses. The purpose of the study was to examine the perspectives of faculty and staff members on campus safety. For the study, twenty faculty and staff members were interviewed about their perceptions of campus safety.
The results of the study were that although the participants generally felt safe on their campuses, they were …
The State And The Spirits: Voodoo And Religious Repression In Jim Crow New Orleans, Kendra Cole
The State And The Spirits: Voodoo And Religious Repression In Jim Crow New Orleans, Kendra Cole
Honors Theses
Voodoo transitioned from a religion that caused its practitioners to be criminalized and apprehended by the state to a lure used to entice visitors to the Crescent City. This thesis attemtps to show how the public perception of Voodoo shifted in the late nineteenth-century from a hidden threat to a public novelty. I explain this shift through analyzing New Orleans guidebooks, newspapers, and court cases at the turn of the twentieth-century. This thesis fills the gap in the scholarship pertaining to the twentieth-century. I achieve this by drawing upon more extensive literature on the oppression of African-derived religions in other …

The Promulgation Of Urban Legends In Hong Kong: Li's Field As A Case Study, Lok Sang, Stephen Lee
The Promulgation Of Urban Legends In Hong Kong: Li's Field As A Case Study, Lok Sang, Stephen Lee
Bachelor of Social Sciences – Senior Theses
In the midst of rapid social changes and modernization, urban legends survive as a stable but evolving structure which exist in many distinct and universal societies. To satisfy one’s psychological and social urges, people could actively engage in and swap between the roles of creators, co-creators and listeners of urban legends. Undeniably, the existence of urban legends have been taken for granted, as manifested by their recurring appearances in social interactions with social members like family members and acquaintances. Unlike fairy tales or historical stories, urban legends do trigger larger public attention and intrigue, even if the narrative elements of …

The Examination Of A Mobile Application For The Reduction Of Posttraumatic Stress Related Symptoms In Emergency Dispatchers, Emy Willis
Electronic Theses and Dissertations
Emergency dispatchers report that their jobs are stressful, yet there are few controlled investigations examining their specific psychological complaints. Additionally, research examining the use of interventions directed at alleviating their work-related stress is limited. This study aims to examine the efficacy and feasibility of a mobile application (PTSD Coach) on various indicators of psychosocial well-being among emergency telecommunicator dispatchers. A sample of 117 emergency dispatchers completed self-report psychological mood assessments at baseline, weekly for five weeks during PTSD Coach use and post-treatment. Participant report of psychological symptoms showed statistically significant decreases in mood severity over the period of one month.
The Storm Time Response Of The Inner Magnetosphere During Coronal Mass Ejection And Corotating Interaction Region Driven Storms, Samuel Bingham
The Storm Time Response Of The Inner Magnetosphere During Coronal Mass Ejection And Corotating Interaction Region Driven Storms, Samuel Bingham
Doctoral Dissertations
Coronal mass ejections (CMEs) and corotating interaction regions (CIRs) are the most common drivers of geomagnetic storms, influencing the dynamics of the inner magnetosphere and the response of the radiation belts. The main outer radiation belt acceleration mechanisms are inward radial diffusion and local acceleration by chorus waves, while magnetopause shadowing and by pitch angle scattering by electromagnetic ion cyclotron (EMIC) waves and other wave modes are the main true loss mechanisms. The link between these mechanisms and the solar interplanetary structures is the ring current response to these drivers. The different characteristics of the two solar wind drivers, CMEs …
