© 2019 Elsevier B.V. To ensure the safe disposal of nuclear waste, understanding the release process of radionuclides retained in the nuclear waste forms is of vital importance. Iodoapatite Pb9.85(VO4)6I1.7, a potential waste form for iodine-129, was selected as a model system for ceramic waste forms in this study to understand the effect of aqueous species on iodine release. Semi-dynamic leaching tests were conducted on bulk samples in cap-sealed Teflon vessels with 0.1 mol/L NaCl, Na2CO3, Na3PO4, and Na2SO4 solutions under 90 °C, fixed sample surface area to solution volume ratio of 5/m, and periodic replacement of leaching solutions. Predicting disease emergence and outbreak events is a critical task for public health professionals and epidemiologists. Advances in global disease surveillance are increasingly generating datasets that are worth more than their component parts for prediction-oriented work. Here, we use a trait-free approach which leverages information on the global community of human infectious diseases to predict the biogeography of pathogens through time. Our approach takes pairwise dissimilarities between countries’ pathogen …

Bioaerosol transport in the atmosphere disperses microbial species between continents, affects human and plant health, and may influence hydrologic cycling. However, there have been few quantitative observations of bioaerosols at altitudes more than a few kilometers above the surface. Lack of data on bioaerosol distributions in the atmosphere has impeded efforts to assess the aerial dissemination of microbes and their vertical extent in the biosphere. In this study, a helium balloon payload system was used to sample microbial cells and dust particles in air masses as high as 38 km above sea level over three locations in the southwestern United …

Iodine is an essential trace mineral, vital for its functions in many physiological processes in the human body. Both iodine deficiency (ID) and excess are associated with adverse health effects; ID and excess iodine intake have both been identified in sub-Saharan Africa (SSA). The review aims to (1) review the iodine status among populations in SSA until October 2018, and (2) identify populations at risk of excess or inadequate iodine intakes. A systematic search of relevant articles was carried out by a seven-member research team using PubMed, Science Direct and Scopus. A total of twenty-two articles was included for data …

Abdominal aortic aneurysms (AAA) are characterized by matrix remodeling, elastin degradation, absence of nitric oxide (NO) signaling, and inflammation, influencing smooth muscle cell (SMC) phenotype and gene expression. Little is known about the biomolecular release and intrinsic biomechanics of human AAA-SMCs. NO delivery could be an attractive therapeutic strategy to restore lost functionality of AAA-SMCs by inhibiting inflammation and cell stiffening. We aim to establish the differences in phenotype and gene expression of adult human AAA-SMCs from healthy SMCs. Based on our previous study which showed benefits of optimal NO dosage delivered via S-Nitrosoglutathione (GSNO) to healthy aortic SMCs, we …

New estimates from the 2019 Elder IndexTM suggest that half of older adults living alone, and 23% of older adults living in two-elder households, lack the financial resources required to pay for basic needs. The Gerontology Institute compares the 2019 household incomes for adults age 65 and above living in one- and two-person households to the 2019 Elder Index for each state and Washington, DC to calculate Elder Economic Insecurity Rates (EEIRs), the percentage of independent older adults age 65 or older living in households with annual incomes that do not support economic security. The EEIRs allow state and …
The First Amendment And Speech Urging Suicide: Lessons From The Case Of Michelle Carter And The Need To Expand Brandenburg'S Application, Clay Calvert
UF Law Faculty Publications
This Article examines the level of First Amendment protection that applies when a defendant-speaker is charged with involuntary manslaughter based on successfully urging a person to commit suicide. The Supreme Judicial Court of Massachusetts’ February 2019 decision in Commonwealth v. Carter provides a timely analytical springboard. The Article argues that courts should adopt the United States Supreme Court’s test for incitement created a half-century ago in Brandenburg v. Ohio before such speech is deemed unprotected by the First Amendment. It contends this standard is appropriate even in involuntary manslaughter cases where intent to cause a specific result is not required …
Tax Cuts And Jobs Act Changes To Qualified Transportation Fringe Benefits And The Resulting Impact On Tax-Exempt Organizations, Connor M. Sosnoff
Tax Cuts And Jobs Act Changes To Qualified Transportation Fringe Benefits And The Resulting Impact On Tax-Exempt Organizations, Connor M. Sosnoff
Missouri Law Review
Transportation to and from one’s place of employment is an important cost that most workers consider when choosing where to work. This may be particularly true for workers who seek employment in charitable or non-profit work. Section 132(f) of the Internal Revenue Code (the “Code”) incentivizes employers to provide employees with parking and transportation to attract potential employees to their business and ease the burden of commuting. This tax provision serves various policy rationales by allowing employees to exclude from their income transportation benefits received from their employer up to a monthly maximum. Allowing employees to exclude some of these …

Does The Clear And Present Danger Test Survive Cost-Benefit Analysis?, Cass R. Sunstein
Cornell Law Review
Under American regulatory law, the dominant contemporary test involves cost-benefit analysis. The benefits of regulation must justify the costs; if they do, regulation is permissible and even mandatory. Under American free speech law, in sharp contrast, an important contemporary test for the regulation of speech involves "clear and present danger." In general, officials cannot censor or regulate political speech on the ground that the benefits of regulation justify the costs. They may proceed only if the speech is likely to produce imminent lawless action. In principle, it is not simple to explain why the free speech test does not involve …

It's About Our Values: How Founder's Stories Influence Brand Authenticity, Anne Hamby, David Brinberg, Kim Daniloski
Marketing Faculty Publications and Presentations
Companies increasingly share the stories behind their brand’s founding to engage consumers. The current studies explore how the motives that underlie business formation in founder’s stories influence consumer brand perceptions. Specifically, stories that highlight self-transcendence (versus self-enhancement) founder values enhance the perceived authenticity of the focal brand. We examine narrative fidelity (Fisher, 1984) as a mechanism of narrative persuasion through which the audience judges whether the motives underlying character actions represent “good reasons” for action. Across three studies, we show that the values underlying a founder’s motivation to start a business influence the perceived authenticity of the associated brand, and …

Second‐Order Devolution Or Local Activism?: Local Air Agencies Revisited, Luke Fowler, Bryant Jones
Public Policy and Administration Faculty Publications and Presentations
In response to calls from previous scholarship for further bottom-up examination of local government roles in environmental policy, the authors revisit local air agencies to examine two separate phenomena occurring in environmental federalism: one from the top-down (second- order devolution) and one from the bottom-up (local activism). Using survey data from local air agencies on devolved authorities to set air quality standards and to enforce federal and/or state standards, the authors identify three different types of local agencies: state administrative sub- units (only enforcement authority), fully devolved agencies (authority to both set and enforce standards), and activist agencies (neither authority). …

Executive Summary
The National Park Service (NPS) Natural Resource Condition Assessment (NRCA) Program administered by the NPS Water Resources Division evaluates current conditions for important natural resources and resource indicators using primarily existing information and data. NRCAs also report on trends in resource condition when possible, identify critical data gaps, and characterize a general level of confidence for study findings. This NRCA complements historic resource assessments, is multi-disciplinary in scope, employs a hierarchical indicator framework, identifies and develops reference conditions/values for comparison against current conditions, and emphasizes spatial evaluation of conditions and GIS products.

Defining Components Of Early Functional Rehabilitation For Acute Achilles Tendon Rupture: A Systematic Review, Jennifer A Zellers, Marianne Christensen, Inge Lunding Kjær, Michael Skovdal Rathleff, Karin Grävare Silbernagel
Open Access Publications
Background: Early functional rehabilitation is frequently discussed in treating Achilles tendon rupture. A consistent definition of what constitutes early functional rehabilitation has not been established across the literature, despite studies supporting its efficacy. A standardized definition would be helpful to pool data across studies, allow for between-study comparisons, and ultimately work toward developing clinical guidelines.
Purpose: To define early functional rehabilitation (including when it is initiated and what it entails) when used to treat Achilles tendon rupture and to identify outcome measures for evaluating the effect of treatment.
Study Design: Systematic review; Level of evidence, 4.

Families of children with disabilities must make difficult choices about providing health and educational services that their children need and finding an environment where they can be socially accepted. In this study, parents from Kenya whose daughter is deaf weigh their desire to provide the best life for her against their desire to use their professional expertise to help people in Kenya. This article examines the role of cultural beliefs about disability in this family's experience. It highlights issues that deserve further research to learn more about how to meet immigrants' needs in special education, especially immigrant families from African …

Mammalian cells express a variety of nucleic acid sensors as one of the first lines of defense against infection. Despite extensive progress in the study of sensor signaling pathways during the last decade, the detailed mechanisms remain unclear. In our previous studies, we reported increased type I interferon expression and the upregulation of several proposed cytosolic DNA sensors after transfection of several tumor cell types with plasmid DNA (pDNA). In the present study, we sought to reveal the early events in the cytosolic sensing of this nucleic acid in a myoblast cell line. We demonstrated that DNA-dependent activator of interferon …

Knowledge Graph (KG) contains entities and the relations between entities. Due to its representation ability, KG has been successfully applied to support many medical/healthcare tasks. However, in the medical domain, knowledge holds under certain conditions. Such conditions for medical knowledge are crucial for decisionmaking in various medical applications, which is missing in existing medical KGs. In this paper, we aim to discovery medical knowledge conditions from texts to enrich KGs. Electronic Medical Records (EMRs) are systematized collection of clinical data and contain detailed information about patients, thus EMRs can be a good resource to discover medical knowledge conditions. Unfortunately, the …
