A Role For Jamaica Libraries In Conflict Resolution, Cherry-Ann M. Smart, Noel M. Cowell Dr

Library Philosophy and Practice (e-journal)

In Jamaica, violence is an all too common approach to the settlement of disputes. Scholars and informed observers have pointed to the genesis of this practice in a history of violence, oppression and inequity rooted in slavery and the colonial system. Policy-makers and crime fighting strategists have advanced a range of recommendations for its abatement. The intervention of civic institutions, such as schools and churches, is acknowledged as beneficial for informing, training and healing persons afflicted by violence, particularly within inner city communities. The library as a central civic organization to provide social and cultural good for peace education and …

Transplanting Chapter 11 Of The Us Bankruptcy Code Into Singapore's Restructuring And Insolvency Laws: Opportunities And Challenges, Gerald Mccormack, Wai Yee Wan Jan 2019

Transplanting Chapter 11 Of The Us Bankruptcy Code Into Singapore's Restructuring And Insolvency Laws: Opportunities And Challenges, Gerald Mccormack, Wai Yee Wan

Research Collection Yong Pung How School Of Law

In 2017, Singapore introduced wide-ranging reformsto its insolvency and restructuring laws with a view to enhancing itsattractiveness as an international centre for debt restructuring. Central tothese reforms is the transplantation (with modification) of certain provisionsfrom Chapter 11 of the US Bankruptcy Code including the automatic moratorium, cross-creditorcram-down, rescue financing and pre-packs. Drawing upon the US experience andsimilar reform proposals in the EU (including the UK), we critically evaluate theimpact of the new Singapore law. We argue that there remain challenges inensuring that the transplantation works well and highlight the possibleunintended consequences of such transplantation.

The Convergence Of Adr And Odr Within The Courts: The Impact On Access To Justice, Dorcas Quek Anderson

Research Collection Yong Pung How School Of Law

The complexion of justicewithin many judiciaries has changed dramatically through the influence of twoglobal movements – the modern alternative dispute resolution (ADR) movement andthe more recent development of online dispute resolution (ODR). The former waveled to the creation of multi-door courthouses, court-annexed mediationprogrammes and innovations such as judicial settlement conferences. In the last decade, the rapid growth of ODRhas precipitated more changes in the administration of justice. Online courts have been designed in Englandand Wales (the Online Solutions Court suggested by Lord Briggs) and BritishColumbia (the Civil Resolution Tribunal). This paper discusses theimpact of the ADR and ODR waves on …

An Asian View On The Ceta Investment Chapter, Locknie Hsu

Research Collection Yong Pung How School Of Law

The Canada-EU Free Trade Agreement (CETA) has been completed and awaits ratification against a backdrop of global economic uncertainty. The Trans-Pacific Partnership Agreement (TPP), which includes five Asian parties among its signatories, has lost the support of the United States and its fate is uncertain as well. The CETA is significant for Asian countries given that one of its parties -- the EU -- has signalled strongly that it wishes to negotiate a number of free trade agreements in the Asian region. The agreement offers valuable insight into the thinking of the EU in terms of investment protection guarantees, its …

Taxation Of Automation And Artificial Intelligence As A Tool Of Labour Policy, Vincent Ooi, Glendon Goh Jan 2019

Taxation Of Automation And Artificial Intelligence As A Tool Of Labour Policy, Vincent Ooi, Glendon Goh

Research Collection Yong Pung How School Of Law

Rapid developments in automation technology pose a risk of mass displacement of human labour, resulting in the need to support and retrain displaced workers (a negative externality). We propose an “automation tax” that would slow the adoption of automation technology in appropriate circumstances, giving workers and social support systems time to adapt. This could be easily implemented through changes to the existing schedular system of depreciation/ capital allowances, reducing the uncertainty of its application and implementation costs. Such a system would be flexible enough to keep up with rapid technological developments. Two main dimensions may be adjusted to produce intended …

Surrogacy, Child’S Welfare, And Public Policy In Adoption Applications, Seow Hon Tan

Research Collection Yong Pung How School Of Law

This case note discusses the Singapore High Court case of UKM, in which an order was granted to a gay man to adopt his biological son conceived through a gestational surrogacy arrangement in the United States. In particular, the High Court’s assessment of the welfare of the child and of public policy, in light of two factors—the prohibition of male homosexual acts in section 377A of the Penal Code and the de facto curtailment of domestic surrogacy by Singapore’s restrictive rules relating to the use of assisted reproduction technology services—will be examined.

Who Should Be Invited To My Party: A Size-Constrained K-Core Problem In Social Networks, Yu-Liang Ma, Ye Yuan, Feida Zhu, Guo-Ren Wang, Jing Xiao, Jian-Zong Wang

Research Collection School Of Computing and Information Systems

In this paper, we investigate the problem of a size-constrained k-core group query (SCCGQ) in social networks, taking both user closeness and network topology into consideration. More specifically, SCCGQ intends to find a group of h users that has the highest social closeness while being a k-core. SCCGQ can be widely applied to event planning, task assignment, social analysis, and many other fields. In contrast to existing work on the k-core detection problem, which aims to find a k-core in a social network, SCCGQ not only focuses on k-core detection but also takes size constraints into consideration. Although the conventional …

Template-Based Math Word Problem Solvers With Recursive Neural Networks, Lei Wang, Dongxiang Zhang, Jipeng Zhang, Xing Xu, Lianli Gao, Bing Tian Dai, Heng Tao Shen

Research Collection School Of Computing and Information Systems

The design of automatic solvers to arithmetic math word problems has attracted considerable attention in recent years and a large number of datasets and methods have been published. Among them, Math23K is the largest data corpus that is very helpful to evaluate the generality and robustness of a proposed solution. The best performer in Math23K is a seq2seq model based on LSTM to generate the math expression. However, the model suffers from performance degradation in large space of target expressions. In this paper, we propose a template-based solution based on recursive neural network for math expression construction. More specifically, we …

Software Engineering Dashboards: Types, Risks, And Future, Margaret-Anne Storey, Christoph Treude

Research Collection School Of Computing and Information Systems

The large number of artifacts created or modified in a software project and the flood of information exchanged in the process of creating a software product call for tools that aggregate this data to communicate higher-level insights to all stakeholders involved. In many projects—in software engineering as well as in other domains—dashboards are used to communicate information that may bring insights on the productivity of project activities and other aspects. Stephen Few defines a dashboard as “a visual display of the most important information needed to achieve one or more objectives which fits entirely on a single computer screen so …

How Team Awareness Influences Perceptions Of Developer Productivity, Christoph Treude, Fernando Figueira Filho Jan 2019

How Team Awareness Influences Perceptions Of Developer Productivity, Christoph Treude, Fernando Figueira Filho

Research Collection School Of Computing and Information Systems

In their day-to-day work, software developers perform many different activities: they use numerous tools to develop software artifacts ranging from source code and models to documentation and test cases, they use other tools to manage and coordinate their development work, and they spend a substantial amount of time communicating and exchanging knowledge with other members on their teams and the larger software development community. Making sense of this flood of activity and information is becoming harder with every new artifact created. Yet, being aware of all relevant information in a software project is crucial to enable productivity in software development.

Multi-task learning is popular in machine learning and computer vision. In multitask learning, properly modeling task relations is important for boosting the performance of jointly learned tasks. Task covariance modeling has been successfully used to model the relations of tasks but is limited to homogeneous multi-task learning. In this paper, we propose a feature based task relation modeling approach, suitable for both homogeneous and heterogeneous multi-task learning. First, we propose a new metric to quantify the relations between tasks. Based on the quantitative metric, we then develop the task relation layer, which can be combined with any deep learning architecture …

Contract Law In Commonwealth Countries: Uniformity Or Divergence?, Andrew B.L. Phang, Yihan Goh

Research Collection Yong Pung How School Of Law

The present article examines - through a consideration of developments in the most recent and most topical areas of contract law - whether and in what areas the contract law of various Commonwealth jurisdictions has diverged (in the main, from English law) and, more importantly, why such divergence has occurred. It also considers areas where there has been both flux and divergence in the sense that there is both uncertainty in development as well as divergence between jurisdictions (notably, in discharge by breach of contract, unconscionability as well as emerging categories of contractual damages). The article also attempts, in explaining …

Privacy-Preserving Attribute-Based Keyword Search In Shared Multi-Owner Setting, Yibin Miao, Ximeng Liu, Robert H. Deng, Robert H. Deng, Jjguo Li, Hongwei Li, Jianfeng Ma

Research Collection Yong Pung How School Of Law

Ciphertext-Policy Attribute-Based Keyword Search (CP-ABKS) facilitates search queries and supports fine-grained access control over encrypted data in the cloud. However, prior CP-ABKS schemes were designed to support unshared multi-owner setting, and cannot be directly applied in the shared multi-owner setting (where each record is accredited by a fixed number of data owners), without incurring high computational and storage costs. In addition, due to privacy concerns on access policies, most existing schemes are vulnerable to off-line keyword-guessing attacks if the keyword space is of polynomial size. Furthermore, it is difficult to identify malicious users who leak the secret keys when more …

An Economic Analysis Of Consumer Learning On Entertainment Shopping Websites, Jin Li, Zhiling Guo, Geoffrey K.F. Tso Jan 2019

An Economic Analysis Of Consumer Learning On Entertainment Shopping Websites, Jin Li, Zhiling Guo, Geoffrey K.F. Tso

Research Collection School Of Computing and Information Systems

Online entertainment shopping, normally supported by the pay-to-bid auction mechanism, represents an innovative business model in e-commerce. Because the unique selling mechanism combines features of shopping and online auction, consumers expect both monetary return and entertainment value from their participation. We propose a dynamic structural model to analyze consumer behaviors on entertainment shopping websites. The model captures the consumer learning process, based both on individual participation experiences and also on observational learning of historical auction information. We estimate the model using a large data set from an online entertainment shopping website. Results show that consumers’ initial participation incentives mainly come …

Quantifying Activity Levels Of Community-Dwelling Seniors Through Beacon Monitoring, Jin Qiang Goh, Hwee-Pink Tan, Hwee Xian Tan

Research Collection School Of Computing and Information Systems

The ageing population is rapidly increasing, both in Singapore and worldwide. Due to the shortage of healthcare professionals and institutionalized care, there is a pertinent need for seniors to age-in-place-safely and in the familiarity of their neighborhoods. In addition, changing family structures and rising divorce rates, coupled with the desire for more personal space and independence, have resulted in a significant proportion of seniors who live alone at home. In this paper, we describe a scalable and low-cost monitoring system that can help to identify community-dwelling seniors who are at risk of social isolation and/or frailty. This is achieved by …

The Future Of Reorganization Procedures In The Era Of Pre-Insolvency Law, Aurelio Gurrea-Martinez

Research Collection Yong Pung How School Of Law

Several countries and regions around the world, including Singapore, the United Kingdom, and the European Union are amending their restructuring framework to implement a pre-insolvency mechanism that looks like a US Chapter 11 reorganization. However, unlike what happens in the United States, where unsuccessful reorganizations lead to Chapter 7 liquidations, companies using this ‘de facto Chapter 11’ (DFCH11) are still allowed to use the formal reorganization procedures existing in their insolvency jurisdictions if the DFCH11 fails.

[Chapter 1 From] Viral Modernism: The Influenza Pandemic And Interwar Literature, Elizabeth Outka

Bookshelf

The influenza pandemic of 1918–1919 took the lives of between 50 and 100 million people worldwide, and the United States suffered more casualties than in all the wars of the twentieth and twenty-first centuries combined. Yet despite these catastrophic death tolls, the pandemic faded from historical and cultural memory in the United States and throughout Europe, overshadowed by World War One and the turmoil of the interwar period. In Viral Modernism, Elizabeth Outka reveals the literary and cultural impact of one of the deadliest plagues in history, bringing to light how it shaped canonical works of fiction and poetry. …

[Introduction To] Constructing The Adolescent Reader In Contemporary Young Adult Fiction, Elisabeth Rose Gruner Jan 2019

[Introduction To] Constructing The Adolescent Reader In Contemporary Young Adult Fiction, Elisabeth Rose Gruner

Bookshelf

This book examines the way young adult readers are constructed in a variety of contemporary young adult fictions, arguing that contemporary young adult novels depict readers as agents. Reading, these novels suggest, is neither an unalloyed good nor a dangerous ploy, but rather an essential, occasionally fraught, by turns escapist and instrumental, deeply pleasurable, and highly contentious activity that has value far beyond the classroom skills or the specific content it conveys. After an introductory chapter that examines the state of reading and young adult fiction today, the book examines novels that depict reading in school, gendered and racialized reading, …

[Introduction To] Soda Goes Pop: Pepsi-Cola Advertising And Popular Music, Joanna K. Love

Bookshelf

From its 1939 “Nickel, Nickel” jingle to pathbreaking collaborations with Michael Jackson and Madonna to its pair of X Factor commercials in 2011 and 2012, Pepsi-Cola has played a leading role in drawing the American pop music industry into a synergetic relationship with advertising. This idea has been copied successfully by countless other brands over the years, and such commercial collaboration is commonplace today—but how did we get here? How and why have pop music aesthetics been co-opted to benefit corporate branding? What effect have Pepsi’s music marketing practices in particular had on other brands, the advertising industry, and popular …
