Research Collection Yong Pung How School Of Law
On 26 June 2018, the UnitedNations Commission on International Trade Law (UNCITRAL) approved, largelywithout modification, the final drafts of the Convention on International SettlementAgreements Resulting from Mediation (the Singapore Convention) and amendmentsto the Model Law on International Commercial Mediation prepared by WorkingGroup II. These instruments aim to promote the enforceability of internationalcommercial settlement agreements reached through mediation in the same way thatthe New York Convention facilitates the recognition and enforcement ofinternational arbitration awards. This paper provides a critical analysis of theSingapore Convention and some commentary from an Asian perspective.
Taxation Of Automation And Artificial Intelligence As A Tool Of Labour Policy, Vincent Ooi, Glendon Goh
Taxation Of Automation And Artificial Intelligence As A Tool Of Labour Policy, Vincent Ooi, Glendon Goh
Research Collection Yong Pung How School Of Law
Rapid developments in automation technology pose a risk of mass displacement of human labour, resulting in the need to support and retrain displaced workers (a negative externality). We propose an “automation tax” that would slow the adoption of automation technology in appropriate circumstances, giving workers and social support systems time to adapt. This could be easily implemented through changes to the existing schedular system of depreciation/ capital allowances, reducing the uncertainty of its application and implementation costs. Such a system would be flexible enough to keep up with rapid technological developments. Two main dimensions may be adjusted to produce intended …

Surrogacy, Child’S Welfare, And Public Policy In Adoption Applications, Seow Hon Tan
Research Collection Yong Pung How School Of Law
This case note discusses the Singapore High Court case of UKM, in which an order was granted to a gay man to adopt his biological son conceived through a gestational surrogacy arrangement in the United States. In particular, the High Court’s assessment of the welfare of the child and of public policy, in light of two factors—the prohibition of male homosexual acts in section 377A of the Penal Code and the de facto curtailment of domestic surrogacy by Singapore’s restrictive rules relating to the use of assisted reproduction technology services—will be examined.

Project SAFER, a collaboration between the Singapore Maritime and PortAuthority and the IBM Research Singapore Laboratory, was established to conceptualize, develop, and test new analytics-based technologies to enhance port operations and cater tothe increasing growth in vessel traffic in Singapore. The SAFER system addresses areas inmaritime management that have historically required significant human effort. Through acommon set of machine learning–based models, the SAFER system is able to forecast vesselarrival timings and potential traffic hot spots within port waters as well as to detectunusual behavior of vessels, from illegal bunkering (i.e., transfer of marine fuel) to shipsflouting Singapore regulations. The SAFER project …

Who Should Be Invited To My Party: A Size-Constrained K-Core Problem In Social Networks, Yu-Liang Ma, Ye Yuan, Feida Zhu, Guo-Ren Wang, Jing Xiao, Jian-Zong Wang
Research Collection School Of Computing and Information Systems
In this paper, we investigate the problem of a size-constrained k-core group query (SCCGQ) in social networks, taking both user closeness and network topology into consideration. More specifically, SCCGQ intends to find a group of h users that has the highest social closeness while being a k-core. SCCGQ can be widely applied to event planning, task assignment, social analysis, and many other fields. In contrast to existing work on the k-core detection problem, which aims to find a k-core in a social network, SCCGQ not only focuses on k-core detection but also takes size constraints into consideration. Although the conventional …

Template-Based Math Word Problem Solvers With Recursive Neural Networks, Lei Wang, Dongxiang Zhang, Jipeng Zhang, Xing Xu, Lianli Gao, Bing Tian Dai, Heng Tao Shen
Research Collection School Of Computing and Information Systems
The design of automatic solvers to arithmetic math word problems has attracted considerable attention in recent years and a large number of datasets and methods have been published. Among them, Math23K is the largest data corpus that is very helpful to evaluate the generality and robustness of a proposed solution. The best performer in Math23K is a seq2seq model based on LSTM to generate the math expression. However, the model suffers from performance degradation in large space of target expressions. In this paper, we propose a template-based solution based on recursive neural network for math expression construction. More specifically, we …

The large number of artifacts created or modified in a software project and the flood of information exchanged in the process of creating a software product call for tools that aggregate this data to communicate higher-level insights to all stakeholders involved. In many projects—in software engineering as well as in other domains—dashboards are used to communicate information that may bring insights on the productivity of project activities and other aspects. Stephen Few defines a dashboard as “a visual display of the most important information needed to achieve one or more objectives which fits entirely on a single computer screen so …

How Team Awareness Influences Perceptions Of Developer Productivity, Christoph Treude, Fernando Figueira Filho
Research Collection School Of Computing and Information Systems
In their day-to-day work, software developers perform many different activities: they use numerous tools to develop software artifacts ranging from source code and models to documentation and test cases, they use other tools to manage and coordinate their development work, and they spend a substantial amount of time communicating and exchanging knowledge with other members on their teams and the larger software development community. Making sense of this flood of activity and information is becoming harder with every new artifact created. Yet, being aware of all relevant information in a software project is crucial to enable productivity in software development.

Multi-task learning is popular in machine learning and computer vision. In multitask learning, properly modeling task relations is important for boosting the performance of jointly learned tasks. Task covariance modeling has been successfully used to model the relations of tasks but is limited to homogeneous multi-task learning. In this paper, we propose a feature based task relation modeling approach, suitable for both homogeneous and heterogeneous multi-task learning. First, we propose a new metric to quantify the relations between tasks. Based on the quantitative metric, we then develop the task relation layer, which can be combined with any deep learning architecture …

The perception of key players in the fish farming sector towards the use of insects is important for their acceptance to adopt insects as an alternative protein source to the expensive fish meal. Perception was established through a cross-sectional study of 208 fish farmers and 71 fish feed traders and/or processors conducted in Gulu, Tororo and Masaka districts in Uganda, using descriptive, Chi-square, correlation and factor statistical analysis of the data collected. Males dominated the fish farming and fish feed trading and/or processing enterprises. Youths were involved to almost the same extent as adults. Fish farmers majorly practiced pond fish …

Among the ASEAN’s external FTAs, the ASEAN-China Free Trade Agreement (ACFTA) is ofgreat significance to both the ASEAN and China. The ACFTA was one of the earliest trade pactsconcluded by China. It is also part of the ASEAN’s broader push toward concluding FTAs outside themultilateral trading system, in line with the proliferation of regional trade pacts. This chapter willanalyze the following questions: what is the approach of the ACFTA? What are the implications ofthe ACFTA for the the Regional Comprehensive Economic Partnership (RCEP)? What nationalimplementation issues are involved with the ASEAN? The potential implications of the AHKFTA willbe explored. The …

The present article examines - through a consideration of developments in the most recent and most topical areas of contract law - whether and in what areas the contract law of various Commonwealth jurisdictions has diverged (in the main, from English law) and, more importantly, why such divergence has occurred. It also considers areas where there has been both flux and divergence in the sense that there is both uncertainty in development as well as divergence between jurisdictions (notably, in discharge by breach of contract, unconscionability as well as emerging categories of contractual damages). The article also attempts, in explaining …

Ciphertext-Policy Attribute-Based Keyword Search (CP-ABKS) facilitates search queries and supports fine-grained access control over encrypted data in the cloud. However, prior CP-ABKS schemes were designed to support unshared multi-owner setting, and cannot be directly applied in the shared multi-owner setting (where each record is accredited by a fixed number of data owners), without incurring high computational and storage costs. In addition, due to privacy concerns on access policies, most existing schemes are vulnerable to off-line keyword-guessing attacks if the keyword space is of polynomial size. Furthermore, it is difficult to identify malicious users who leak the secret keys when more …
An Economic Analysis Of Consumer Learning On Entertainment Shopping Websites, Jin Li, Zhiling Guo, Geoffrey K.F. Tso
An Economic Analysis Of Consumer Learning On Entertainment Shopping Websites, Jin Li, Zhiling Guo, Geoffrey K.F. Tso
Research Collection School Of Computing and Information Systems
Online entertainment shopping, normally supported by the pay-to-bid auction mechanism, represents an innovative business model in e-commerce. Because the unique selling mechanism combines features of shopping and online auction, consumers expect both monetary return and entertainment value from their participation. We propose a dynamic structural model to analyze consumer behaviors on entertainment shopping websites. The model captures the consumer learning process, based both on individual participation experiences and also on observational learning of historical auction information. We estimate the model using a large data set from an online entertainment shopping website. Results show that consumers’ initial participation incentives mainly come …

Quantifying Activity Levels Of Community-Dwelling Seniors Through Beacon Monitoring, Jin Qiang Goh, Hwee-Pink Tan, Hwee Xian Tan
Research Collection School Of Computing and Information Systems
The ageing population is rapidly increasing, both in Singapore and worldwide. Due to the shortage of healthcare professionals and institutionalized care, there is a pertinent need for seniors to age-in-place-safely and in the familiarity of their neighborhoods. In addition, changing family structures and rising divorce rates, coupled with the desire for more personal space and independence, have resulted in a significant proportion of seniors who live alone at home. In this paper, we describe a scalable and low-cost monitoring system that can help to identify community-dwelling seniors who are at risk of social isolation and/or frailty. This is achieved by …

The Future Of Reorganization Procedures In The Era Of Pre-Insolvency Law, Aurelio Gurrea-Martinez
Research Collection Yong Pung How School Of Law
Several countries and regions around the world, including Singapore, the United Kingdom, and the European Union are amending their restructuring framework to implement a pre-insolvency mechanism that looks like a US Chapter 11 reorganization. However, unlike what happens in the United States, where unsuccessful reorganizations lead to Chapter 7 liquidations, companies using this ‘de facto Chapter 11’ (DFCH11) are still allowed to use the formal reorganization procedures existing in their insolvency jurisdictions if the DFCH11 fails.

[Chapter 1 From] Viral Modernism: The Influenza Pandemic And Interwar Literature, Elizabeth Outka
Bookshelf
The influenza pandemic of 1918–1919 took the lives of between 50 and 100 million people worldwide, and the United States suffered more casualties than in all the wars of the twentieth and twenty-first centuries combined. Yet despite these catastrophic death tolls, the pandemic faded from historical and cultural memory in the United States and throughout Europe, overshadowed by World War One and the turmoil of the interwar period. In Viral Modernism, Elizabeth Outka reveals the literary and cultural impact of one of the deadliest plagues in history, bringing to light how it shaped canonical works of fiction and poetry. …

[Introduction To] Constructing The Adolescent Reader In Contemporary Young Adult Fiction, Elisabeth Rose Gruner
Bookshelf
This book examines the way young adult readers are constructed in a variety of contemporary young adult fictions, arguing that contemporary young adult novels depict readers as agents. Reading, these novels suggest, is neither an unalloyed good nor a dangerous ploy, but rather an essential, occasionally fraught, by turns escapist and instrumental, deeply pleasurable, and highly contentious activity that has value far beyond the classroom skills or the specific content it conveys. After an introductory chapter that examines the state of reading and young adult fiction today, the book examines novels that depict reading in school, gendered and racialized reading, …

From its 1939 “Nickel, Nickel” jingle to pathbreaking collaborations with Michael Jackson and Madonna to its pair of X Factor commercials in 2011 and 2012, Pepsi-Cola has played a leading role in drawing the American pop music industry into a synergetic relationship with advertising. This idea has been copied successfully by countless other brands over the years, and such commercial collaboration is commonplace today—but how did we get here? How and why have pop music aesthetics been co-opted to benefit corporate branding? What effect have Pepsi’s music marketing practices in particular had on other brands, the advertising industry, and popular …

Propagating, Evanescent, And Complex Wavenumber Guided Waves In High-Performance Composites, Victor Giurgiutiu, Mohammad Faisal Haider
Propagating, Evanescent, And Complex Wavenumber Guided Waves In High-Performance Composites, Victor Giurgiutiu, Mohammad Faisal Haider
Faculty Publications
The study of propagating, evanescent and complex wavenumbers of guided waves (GWs) in high-performance composites using a stable and robust semi-analytical finite element (SAFE) method is presented. To facilitate understanding of the wavenumber trajectories, an incremental material change study is performed moving gradually from isotropic aluminum alloy to carbon fiber reinforced polymer (CFRP) composites. The SAFE results for an isotropic aluminum alloy plate are compared with the exact analytical solutions, which shows that N = 20 SAFE elements across the thickness provides <0.5% error in the highest evanescent wavenumber for the given frequency-wavenumber range. The material change study reveals that reducing the transverse and shear moduli moves the wavenumber solution towards one similar to composite material. The comparison of the propagating, evanescent and complex wavenumber trajectories between composites and aluminum alloy show that antisymmetric imaginary Lamb wave modes always exist in composites although they may not exist in isotropic aluminum alloy at some frequencies. The wavenumber trajectories for a unidirectional CFRP plate show that the range of real wavenumber is much smaller than in the isotropic aluminum alloy. For laminated CFRP composite plates (e.g., unidirectional, off-axis, transverse, cross-ply and quasi-isotropic laminates), the quasi Lamb wave and shear horizontal (SH) wave trajectories are also identified and discussed. The imaginary SH wave trajectories in laminated composites are distorted due to the presence of ±45 plies. The convergence study of the SAFE method in various CFRP laminates indicates that sufficient accuracy can always be achieved by increasing the number of SAFE elements. Future work will address the stress-continuity between composite layers.

Atypical hemangiomas of the spine can mimic metastatic lesions on magnetic resonance imaging, therefore making this distinction is a diagnostic challenge. In most cases, this conundrum can usually be solved with positron emission tomography/computed tomography images, because hemangiomas do not usually present with increased uptake while metastatic lesions do. Here we present a case of a patient with a unique diagnosis, myxoid liposarcoma, in which the vertebral metastatic lesion did not present with increased uptake in positron emission tomography/computed tomography scans. While keeping the imaging particularity of this rare sarcoma in mind, proceeding with a biopsy when the suspicion of …
Fourth Amendment Gloss, Aziz Z. Huq
Fourth Amendment Gloss, Aziz Z. Huq
Northwestern University Law Review
Conventional wisdom suggests that a constitutional right should be defined so as to effectively constrain government actors. A right defined in terms of what state actors routinely do would seem to impose in practice an ineffectual brake on much intrusive state action—and so seems pointless. Nevertheless, in defining Fourth Amendment rights, the Supreme Court frequently draws on the practice of contemporaneous government actors to define the constitutional floor for police action. The actions of the regulated thus define the content of regulation. This Article isolates and analyzes this seemingly paradoxical judicial practice, which it labels “Fourth Amendment gloss,” by analogy …
Abolishing The Suicide Rule, Alex B. Long
Abolishing The Suicide Rule, Alex B. Long
Northwestern University Law Review
Suicide is increasingly recognized as a public health issue. There are over 40,000 suicides a year in the U.S., making suicide the tenth-leading cause of death in the country. But societal attitudes on the subject remain decidedly mixed. Suicide is often closely linked to mental illness, a condition that continues to involve stigma and often triggers irrational fears and misunderstanding. For many, suicide remains an immoral act that flies in the face of strongly held religious principles. In some ways, tort law’s treatment of suicide mirrors the conflicting societal views regarding suicide. Tort law has long been reluctant to permit …

The limited literature on problem based learning (PBL) in the context of Ghana instigates the doubt as to whether universities in the country apply this educational strategy. To clear this doubt, the present study is conducted to outline the experiences and review the resources that are inclined to the environments of PBL, using survey data from the Kwame Nkrumah University of Science and Technology (KNUST). Survey participants were educational managers, teachers and students of the university. In our results, we identified experiences among teachers and students that agree with the principles of PBL. The participants largely admitted that the university …

University of the Pacific Theses and Dissertations
The present study focuses on integrating design thinking into career guidance courses to test whether students’ career self-efficacy is increased by comparing the experiment group (by using design thinking method) and the general group (by using traditional teacher-centered method). The basic theoretic framework is Bandura’s self-efficacy theory (Bandura, 1977). Students will achieve career self-efficacy after experiencing repeatedly success (Bandura, 1977) in the career activities through design thinking method. Then students will have more confidence to make more appropriate career choices in their employment environment.
This study used AMOS and path analysis to analyze a just-identified model. The model included five …

Developing Collective Teacher Efficacy In One Urban Low-Income Elementary School: A Case Study, Lori Ann Morgan
University of the Pacific Theses and Dissertations
Over the past two decades, research has shown links between collective teacher efficacy and student achievement. While the benefits of high levels of collective teacher efficacy have been documented, research focused on how it is developed in school serving socio-economically disadvantaged students and the role of principal leadership in that development is lacking, specifically from a qualitative case-study approach This qualitative case-study explored how collective teacher efficacy was developed in an urban neighborhood elementary school serving socio-economically disadvantaged students and how the principal’s leadership influenced that development. This was accomplished through in-depth individual interviews with teachers, support staff, and the …

California is experiencing a massive teacher shortage, and urban schools are disproportionately affected by it negatively. Retention efforts to date have not included strategies to address Compassion Fatigue (burnout and secondary trauma) teachers experience when working with traumatized students at urban schools. This dissertation explores whether Compassion Fatigue is an unaddressed reason for teacher attrition at urban schools. A mixed method practical action research approach using the Professional Quality of Life Scale Version Five (ProQOL 5) and qualitative interviews, portions of which were turned into illustrative vignettes drove the exploration. Approximately 114 teachers completed the ProQOL 5. Statistical analysis of …
